06-04-1951 Regular Meeting�1 The regular meeting of the Mayor and Council was held at the OltY Hall June 4, 1951 7:00 P. Y. Mayor J. M. Gibson, pre- d frig wiL the following Councilmen present: H. L. Y 4,ntyre, Stanley McCalla, Howard Hames and C. W. ,Tones. Attorney Harold Willingham and City Engineer M. J. Hensley present also. Resignation of Councilman P. P. Shaw read. Motion -by C. Wo Jones seconded by H. L. McEntyre to aceept Mr. Shawls resignation. Voted unanimous. Motion by H. L. I'IcEntyre seconded by C. W. Jones to elect John -Collier as councilman to fill the unexpired term of P. P. Shaw which expires December 31, 1951. Voted unanimous. Mr. John Collier given oath of office by Mayor J. M. Gibson for councilman. Mr. -Wallace and Mr. Barnett come before the Council in regards to a junk yard being located at Foster and Alexander Sts. Motion by Howard Hanes seconded by Stanley McCalla to allow no junk yard in the city and fence to be removed from the proposed yard at Foster and Alexander Sts and nothing but a building be allowed to be built at said location. Voted unanimous. Mr. V. A. Davenport appeared before council in regards to an ease- ment for sewer taps for line running; through his property on Medlin St. Notion by Stanley McCalla seconded by H. L. McEntyre to give three sewer taps to Mr. -Davenport for sewer line crossing his porperty. Voted unanimous. Hearings on street paving for Gilbert St., Hamby St., Medlin St., Pine St., and Walker Court. Mr. Gibson stated County Commissioner Johnny Heck had agreeded to do the paving of the five streets and Hunter St. for p7,000.00 , making the cost per Front foot $1.10 or less. This offer would be at app. ti1'4B00.00 less than if contracted out. Pursuant to advertising required by the Charter a public hearing was held on•the ordinance to pave Gilbert Street, introduced by Councilman P. P. Shaw and seconded by Counci3,rnan H. L. McEntyre at the May 7, 1951 meeting of the Mayor and Council. After public hearing, motion was made by -Councilman C. W. Jones seconded by Stanley McCalla that the ordinance for the paving of Gilbert Street be passed as introduced. Motion unanimously carried and such ord- inance. Was adopted. Pursuant to advertising required by -the Charter a public hearing was held on the ordinance to pave Hamby Street, introduced by Councilman P. P. Shaw and seconded by Councilman H. L. YcFntyre at the May 7, 1951 meeting. of the Mayor and Council. After -public hearing, motion was made by Councilman Howard Hames seconded by Stanley McCalla that the ordinance for the paving of Hamby Street be passed as introduced. Yotion unanimously carried and such ord- inance was adopted. McEntyre that the ordinance for the paving of Medlin Street be passed as introduced. L..T,Tc^ntyre that the ordinance for the paving of Pine Street be passed -as introduced. Motion unanimously carried and such ordinance,was adopted. After public hearing, motion was made by Councilman Howard Hames seconded by Stanley 11cCalla that the ordinance for the paving of Walker Court be passed as introduced. Motion unanimously carried and such ordinance was adopted.. Mr. Johnson operator of Johnson Shoe Shop was subpoenaed to appear before the council for failure of keeping an orderly shop after being notified by the fire commission to clean„up shop. Councilman McCalla recommend the council back up the fire commission in this matter. Councilman C. 71. Jones, chmn fire committee recommend that T,Tr. Johnson clean up his shop to meet fire inspectors requirements. Motion by Stanley T+TcCalla seconded by Howard Hanes that recom- mendations df fire committee be adopted, allowing Mr. Johnson one week to clean up shop. Voted unanimous._ Motion by Councilman Stanley McCalla seconded by Councilman Howard. Hames to employ Mr. T. M. Malraven as chief of police salary �225.00 per month. Voted unanimous. Discussion of fire prevention code; to be studied and deferred fQr action -until later. Councilman C. Vd.,Jones, ch= fire committee reported a meeting of his committee with a representative of the Southern Linder- -critters, Inc. attending the meeting. It was stated that regis- tratlon and fee charege not compulsory. but on a voluntary basis to people in.the area designated for this service. Motion 1�y Councilman McCalla seconded by Councilman Hames to ex- tend fire .protection area for a radius of one (1) mile beyond the city limits. Voted unanimous. Motion by Councilman McCalla seconded.by Councilman John Collier to set the registration fee at w,10.00'a tiro red unanimous. Police committee, Councilman C. VJ. Jones, chmn. recom-end the following which was unanimously approved by the council: 1. That paralled parking be enforced or_'Sunset Ave., beginning at Tlitchell Building. , 2. That paralled parking be enforced ,on Concord Road,I r?,ht hand---sidp'goi nr'-south, beginning at West Spring St. 3. Yellow curb - on' bath tides --East Spring St., from traffic light to R, R. crossing allowing loading cone. 4. To move bus stop from Terminal to first power post notth of Terminal building on right hand side. 5. Yellow curb on both sides Atlanta ,Street, from Sunset Ave., to driveway of Texaco Station on Atlanta St. Motion by H. L. McEntyre seconded by Stanley McCalla to employ Mrs. Margaret Barrett as assistant clerk. Voted unanimous. A special meeting of the Mayor and Council was held at the City Hall June ll, 1951. Mayor J. M. Gibson, presiding over the meet- ing with the following councilmen present: C. W. Jones, Howard Eames, John Collier and H. L. McEntyre. City Attorney. Harold Willingham present. Purpose of meeting to set tax rate for 1951, Motion by H. L. McEntyre,seconded by Howard Eames to set tax rate for the year 1951, 10 mills to be.used for General Fund. Voted unanimous. Ernest Jones, chairman tax assessors reported the 1951 property valuation $1,677,545.00 an increase of app. $353,967.00 over the 1950 valuation. Motion by H. L.- McEntyre seconded by Howard Eames to accept tax assessors report. Voted unanimous. Motion by Howard Eames seconded by H. L.,McEntyre to pay chairman of tax assessors board, Mr. Ernest Jones $125.00. Voted unanimous. Mr. C. W. Jones, chairman Fire Committee reported to the council Johnson Shoe Shop had been condemned by the Fire inspection com- mittee. The council unanimously agreeded that Johnson Shoe Shop be closed until place meets requirements of the fire inspection. Letter to be written by clerk informing Mr. Johnson of the action taken by council. Meeting adjourned. Mayor
