A special meeting of the Mayor and Council was held at the City
Hall May 14, 1951, 7:30 P. M. 'Mayor J. M. Gibson, presiding
over the meeting with the following councilmen present; Stanley
McCalla, Howard Hames and C. W. Jones. •
Motion•by•Stanley McCalla seconded by C. W. Jones to accept full
amount $1752000.00 Revenue Anticipation certificates; funds to be
placed in Cobb Exchange Bank upon receipt of security for same,
voted unanimous.
Motion by Howard Hames seconded by Stanley McCalla; in the event
of any government restrictions and in the event we do not use the
money; that council be authorized'to purchase government bonds or
return money to Johnson, Lane, Space Co., Inc. Voted unanimous.
Motion by Stanley McCalla seconded by Co W. Jones to purchase a
bulldozier; Mr. Gibson and Mr. Hames to decide whether the machine
purchased to be the small or medium size. Voted unanimous.
Motion by Stanley McCalla seconded by C. W. Jones to set taxi ra
rates at 30¢ per person or 30� per stop. Voted -unanimous.
Motion by C. W. Jones seconded Howard Hames to send cards to all
property owners in the city notifying them of the valuation and
amount of t-ai�es-fie for 1950. Voted unanimous.
Motion by Stanley McCalla seconded by Howard Hames to accept a-
greement between City of Smyrna and Lockheed Corp., agreement
IK attached to these minutes and made a part thereof. -Voted unanimous.
Motion by Stanley McCalla seconded by Howard Hames for a plan to
be worked out whereas fire department to answer calls outside the
city with a fee charged for registration and certain other limit-
ations set up, by fire department and fire chairman, same to be ap-
proved by council. Voted unanimous.
Motion by Stanley McCalls seconded by Co W. Jones authorizing
Howard Hames to order one traffice light to be placed at Sunset
and Atlanta Sts., and one caution light to be located at,Love and
Atlanta Sts. Voted unanimous.

Motion by Stanley McCalla seconded by C. W Jones to pay electrical
and plumbing bxamining boards fees received for examinations given
by these boards. Voted unanimous.
Motion by Howard Hames seconded by Stanley McCalla to take out
hospitalization insurance with the Travelers Insurance Co., with
city and employee each paying premium as stated 3n contract.
Voted unanimous. -

To the Honorable, Mayor and Council of the City of Smyrna:
Gentlemen:
Pursuant to previous negotiations between Stuart P. Murray &
Lockheed Heights, Inc. and the Honorable Mayor and Council of the
City of Smyrna, Georgia, Stuart P. Murray & Lockheed Heights, Inc.
as the owner of the following described property, namely:
Approximately 245 acres of Stuart Murray property - portions
of property contained in sand lots 347, 374, 419, 440, 446,
375, 41$, 447, 490.
agrees as follows: that for an in consideration of the mutual promises
of the parties Stuart P. Murray & Lockheed Heights, Inc. will
(1) Allow the City of Smyrna, Georgia, to proceed with its
plan to incorporate the above property into the City
limits of Smyrna;
(2) Construct 500 to 700 houses together with the Commercial
enter therein;
(3) Construction of above houses to be completed in approximately
18 months from date, save and except in any state or federal
laws which may be passed prohibiting new construction as
herein contemplated.
(4) Require its plumbing subcontractor, if not already licensed
to do business in the City of Smyrna, Georgia, to purchase
a city plumbing license at a cost of $50.00;
(5) Require its electrical subcontractor, if not already licensed
to do business in the City of Smyrna, Georgia, to purchase a
city electrical license at a cost of $50.00;
(6) Pay to the City of Smyrna $4.00 per house for a building
permit for each house so constructed;
(7) Require its plumbing subcontractor to pay to the City of
Smyrna a total of $4.00 per house for all ]plumbing
inspection made by the City during the period of construction;

(8) Require its electrical subcontractor to pay to the City
of Smyrna a total of $4.00 per house for all electrical
inspection made by the City during the period of
construction;
(9) Guarantee payment to the City of Smyrna of above charges
in the event its subcontractors should fail to pay same; and
(10) Pay to the City of Smyrna the sum of $100.00 for each sewer
tap and the sum of �50.00 for each water meter installed
for each house so constructed.
In consideration of above promises by Stuart P. Murray & Lockheed
Heights, Inc. the City of Smyrna agrees that it will furnish
immediately when needed the following:
(1) Adequate sewerage mains and facilities leading to all
houses so constructed on above property, so as to remove
sewage therefrom;
(2) Adequate water supply to all houses so built;
(3) Adequate police and fire protection to all houses so
built;
(4) Culverts for driveways into each house and rock each of
said driveways so far as necessary to give access by
automobile to each of said houses.
(5) Adequate street lighting for all houses built.
Time is of the essence of the agreement of all parties hereto.

NOTICE OF INTRODUCTION AND PENDENt'Y OF ORDINANCE
BEFORE THE %LLYOR AND COUP.CIL OF THE CITY OF S 1YRNA
AUTHORIZINTG THE PAVING OF GILBERT STREET IN SAID
CITY
GEORGIA, COBB COUNTY.
TO WOM IT MAY CONCERN:
Notice is hereby given:
1. That at a regular meeting of the 11"ayor and Council of the
City of Smyrna, held at seven o'clock P. 14, on Monday, 1Isy ?, 1951, at
the City Hall, an ordinance was introduced by Counc a man P. P, Shaw and
seconded by Councilman H. L. McEntyre, provid ng that Uilbert Street in
the City of Smyrna, shall be paved. Copy of said proposed ordinance is
hereto attached and made a part hereof,
2, That the street proposed to be paved in said proposed ordinance
is Gilbert Street in the City of Smyrna, Said proposed ordinance provides
that Cilrert Street in the City of Smyrna, being a distance of approximately
1,735 feet from the southern intersection of Gilbert Street and Roc,wel.l
Street in the City of Smyrna, to the northern intersection_ of Gill�ert Street
and Hawthorne Street in the City of Smyrna; be paved.
3. That said proposed ordinance provides that Gilbert Street in
said city, as above described, be paved in a uniform lnridth of sixteen (16)
feet of asphalt paving vrith four (4) inch clay bound base, with two (2)
inches of prime and double surface treatment,
4. That the estimated cost per front foot for such contemplated
improvements as above described is $1.35 per front foot of property in the
City of Smyrna, abutting on Gilbert Street, on the east and west sides
thereof.
5. That if such contemplated improvements as herein described
are erected all persons owning property on Gilbert Street in said City, shall
be aubject to a pro rata assessment of the cost of said improvements
against their properties.
6. That all persons owning property fronting or abutting on said
street in the City of Smyrna, and all other persons interested it any way
in subject matter, are hereby notified and directed to appear at a meeting
