12-06-1949 Regular Meeting2,0 3 The regular meeting of the Mayor and Council was held at the City Hall December 6, 1949, 7:30 P. M. Mayor J. M. Gibson presiding, with the following Councilmen present: P. P. Shaw, Dr. M. L. Collins, H. L. Mc- Entyre, R. S. Brinson and C. W. Jones. _Harold Willingham, City Attorney also.present. C. W. Jones,•newly elected Councilman by the Council to fill the unexpired term of R. B. Logan, who recently resigned; was sworn in by the Mayor, Minutes of previous regular meeting read and approved as read. ,Minutes of SpeciAl•meeting held on November 15th, read. Motion made by P. P. Shaw and seconded by M. L. Collins to approve minutes with deferr- ment of motion until further action taken by Mayor and Council to charge $1.00 per month for each resident and business house in City for garbage collection, effective Jan. 1, 1950. Voted unanimous. Attorney Willingham, read contract drawn up for City of Smyrna and Fire Chief, Earl Cobb (contract attached to these minutes). Motion made by R. S. Brinson and seconded by P. P. Shaw to accept and sign the contract as read with the addition of the phrase "and supervise the maintenance". Voted unanimous. Discussion as to need of extra policeman during Christmas holidays. Motion made by P. P. Shaw and seconded by R. S. Brinson for Mr. McEntyre, Police r Committee Chmn. to secure the services of a person for this place not to exceed $7.50 per day. Voted unanimous. A bid for auditing the City books for the year 19490 was submitted by Campbell Napier; price quoted as $23 per day. Motion made by P. P. Shaw and seconded by H. L. McEntyre to let the Chas. P. Bagley Co., audit the books, not to exceed the price ($ ) per day of last years work. Voted unanimous. F. C. Dabney, Jr. submitted plan of ten (10) new lots off Hill Street, known as Hickory Hill Dr.N,U500+ of 2" galvanized pipe and 2001 of 3/4" copper tubing needed to take care of water and sewerage. Motion made by R. S. Brinson and seconded by P. P. Shaw to give same arrangement as given Mr. Dabney on Walker Court (March 7th, minutes). Voting for; Mr. Shaw, Brinson, Collins and McEntyre. Mr. Jones, not voting, being un- familiar with the details. All engineering to be done bar City included in motion. Mayor Gibson oredered water to be cut off at Scout Hut during winter months. Motion made b y P. P. Shaw and seconded by R. S. Brinson to pay $15.00 on Mayor's expense to conference held at Albany, Georgia. Voted unanimous. Motion made by P. P. Shaw and seconded by H. L. McEntyre to order four-way Traffic Light to be installed at the intersection of King and Church Sts, price $169.00. Voted unanimous. Current bills read by the Mayor. Motion made by R. S. Brinson and seconded by P. P. Shaw to pay current bills. Voted unanimous. Mr. H. P. McCollum suggested that as the City had previously borrowed two shovels from R. E. Shipp, who moved away owing a $7.75 water bill, that this bill be cancelled for the. two shovels. Motion made by R. S. Brinson and seconded by P. P. Shaw to cancel water bill of $7.75 for the two shovels. Voted unanimous. Mr. McCollum reported on survey made to determine those to be affected by the new water rate, who do not have sewerage availab&e. Logan, former Councilman who had been assigned to investigate theElliott machine, for making City water bills, gave a re ort of his findings. Elliott machine $245.00; Stencils 12.00, Cutting 910.000 Plate 30.00 and cards 1y each. Total cost app. $300.00. Mr. Logan also stated, that as on a trial basis the machine he had could be used if the City would purchase a plate and stencils for machine which would run app. $60.00, and same plate and stencils could be used for Cityts mach- ine when purchased. 2,0 4 Motion made by H. L. McEntyre.and seconded by P. P. Shaw.to purchase plate and stencil.. Voted unanimous. Mr. Logan reported; n� v DeJarrnette from the State Health Dept., came out to the Disposal�Aong with he and Mr. Brown and gave the City some helpful suggestions as to the proper care of the plant. Mr. McCollum reported that Mrs. F. M. Ross who lives on Hill Street, wants.to purchase from the City app. 1501 of unopened alley at the rear of her property. Mayor Gibson appointed Mr. Shaw and Mr. C. W. Jones to investigate this and give report at the next Council meeting. Motion made by R. S. Brinson and seconded by P. P. Shaw to adjourn. Voted unanimous.
