The regular meeting of the Mayor and Council was held at the City
Hall December 4, 1950. Mayor J. M. Gibson, presiding with the
following Councilmen present: P. P. Shaw, Howard Hames, C. W9 Jones,
and H. L. McEntyre. City Attorney, Harold Willingham and City
Engineer, Paul Hensley and M. J. Hensley present also.
Mifi-.tes of the previous meeting read and approved as read.
Bills read by the Mayor. Motion by P. P. Shaw, seconded by Howard
Hames to pay all current bills. Voted unanimous.
Motion by P. P. Shaw, seconded by Howard dames to give Clerk and
City Attorney, Mr. Willingham authority to pay Peace Officers Fund
check according to State law, d1.00 to be paid for each fine for
$5.00 or above. Voted ugaihst•;.sTi. L. McEntyre. Voting for, P. P.
Shaw, C. W. Jones and Howard Hames.
Mr. Paul hensley reported on trip to Jackson, Georgia to observe
water system. Mayor Gibson appointed Mr. Hens1Aj, C. W. Jones,
Howard Hames and H. L. McEntyre to investigate4' or water plant to
to be located for Smyrna.
Letter read from Mr. Gibson regarding contract between Grover E.
Patterson and City of Smyrna. (Letter filed)
Motion by P. P. Shaw, seconded by Howard Hames to pay Mr. Gibs -on
for contract which he purchased when property was purchased, this
-to be paid from Waterworks & Sewerage Revenue Fund. Voted unanimous.
Motion made by Howard Hames, seconded by C. W. Jones to complete
water line on Kings Springs and Powder Springs Road to disposal
Plant, also making connection on Lank Street afterwards Construction
work to be discontinued for time being. Voted unanimous.
Motion by C. W. Jones, seconded by H. L. McEntyre to purchase eight
(8) garabage cans. Voting for: C. 1,11. Jones, Howard Hames. and-
H. L. McEntyre. Against: P. P. Shaw.
Motion by H. L. TltcEntyre, seconded by C. 11. Jones to purchase
Fire equipment from D. A. Hamby, Jr., for $130.00( 400#,lz Fire
Hose, 1001; 4 2z Fire nozzle; 10 assorted.nozzles tips, 2 22 diverters,
2 double female coupling and 1 6x2

pump to hose connection.) Voted unanimous.
Motion by Howard Hames, seconded by P. P. Shaw to give authority to
E. T. Bradley, Attorney to give quit claim deed to First Baptist
Church to any interest City might have in alley ajoining parsonage
property. Voted unanimous.
Motion made by C. W. Jones, seconded by Howard Hames to authorize
Fire Chief to call on property owners of vacant lots and condem any
that constitute a fire hazzard, giving 15 days to clean off.
Voted unanimous.
Bids for Sewerage Work opened and read as follows:
(1) Concrete Construction Co., Atlanta, Ga., dl-23,7 26.25
(2) Nichols Contracting Co., Atlanta, Ga., �32,480.05
(3) Greene OlDonnell Construction Co., Atlanta. Q29,921.10
Mayor Gibson ask Cit- Engineer, Paul Hensley to secure two (2)
supplementary bids from all three Companies to be rebid on, using
clay pipe or to rebid with City furnishing pipe, meeting to be
continued on Tuesday or Wednesday to accept bid.

Continuation of December4, 1950 meeting.
Motion by P. P. Shaw, seconded by Howard Names to award bid to
Concrete Construction Co., using #1 pipe if available, if not using
#2, changing 41.80 on 8" to 41.85 on 8", Concrete Construction Co.,
to furnish pipe. Voted unanimous. Bid attached to these minutes.

We propose to. furnish all labor, materials, and equipment
necessary for construction of these sewers as per plans
and specifications of the Hensley Ongineering Co.
This does not include the cost of replacing the pavement
but we will place 4`t of crushed stone penetrated with
liquid asphalt over the ditch line for $ 1.50 per lin. ft.
Attached herewith bid bond in amount of 5 o of bid.

A special meeting of the Mayor and Council was held at the City Hall
on December 13, 1950, 7: P. M. Mayor J. M. Gibson, presiding with the
following Councilmen present: C. W. Jones, .Howard Haines, H. L. McEntyre,
Stanley McCalla and P. P. Shaw.
Motion made by P. P. Shaw, seconded by C. W. Jones to accept bid for
auditing Cityls books from Charles P. Bagley Companq Certified Public
Accountants, work -to be done on basis of �"-24.00 per day. Voted unanimous.
Mayor Gibson appointed Councilman.C. W. Jones, chairman, License Com-
mittee and serving on comittee, Councilman Howard Hames.
Bid submitted from H. N. Dorris for �150.00 to paint City Hall interior.
Motion made by P. P. 6haw, seconded by H. L. McEntyre to accept bid.
Voted unanimous. Bid attached to these minutes.
Motion made by Stanley McCalla, seconded by Howard Hames to accept bid
from Allen J. Culley Company for:installation of alumenuim awning at
front door of City Hall at a cost of $31.13. Voted unanimous.
Motion_ made by H. L. McEntyre, seconded by Howard Hames to accept bid
from Allen J. Culley Company for installation of asphalt floor tile
at a cost of �,%142.56 and 4" cove base in Council room only �17.10.
Voted unanimous. Pid attached to these minutes.
Mr. Hames appointed to contact Power Company and Gas Company as to the
moving of meter boxes in the Council room.
Mr. Howard Hames and H. P. McCollum appointed to t-er check on finished
houses in the City as of January 1, 1951 for Tax Assessors records.
Motion made I L. McEntyre seconded by Stanley McCalla to employ Mr.
Shaw to remodel City Hall, making Water Department and Police Depart-
ment and Clerkts office. Voted unanirous.
Motion made by Stanley McCalla seconded by C. u. Jones to reimburse
Mayor Gibson for expo' hl:to Mayor's convention held in Agusta. Voted
unanimous.
Mr. McEntyre ask to check amount County pays City Librarian.
Motion by Stanley McCalla, seconded by H. L. YcEntyre to authorize
Mayor to pay all salaries in advance on December 22, 1950. Voted
unanimous.
