11-05-1949 Regular Meeting..The regular meeting of the Mayor and Council was held at the City Hall Oe;6 +
for the purpose of establishing rules and regulations for the election 8:9•4
to be held November 5, 1949.
Meeting called to order by J. M. Gibson, h�ayor, with the following
Councilmen present; P. P. Shag, H. L. 1.cEntyre, Dr. I11. L. Collins and
R. S. Brinson. Attorney Harold 'dlillingham present also.
Minutes of previous meeting read and approved.
Motion was made by Councilman Shaw and seconded by Councilman Brinson
that the following three men be appointed as election managers for the
-regular City election to be held IToverr_ber 5, 1946; 7
Jimmy Pierce, Justice 'of the Peace for the I'iilitia District in which
the City of Smyrna is situated; R*. t,- Le-dwny`'d and E. 1?. Awtry, ; free-
hhlders of said town. Said ;.anagePs shall be paid the sum of y 5.00
each for services as election managers. Voted unanimous.
The follol,ain€g rules and regulations for the coming election were adopt= }
' ed as provided by the Charter: ;
Election for three Councilmen for the tern beginning January 5, 1950,
will be held T3overaber S. 1949, as provided by the Charter of the City.
Hours of election Shall be from 1: p0 P IVI to 7:00 'P M. Deadline for reg,-
istration--of voters shall be the 21st day of October 1949, as provided
by the Charter of said City. Deadline f or *q;.ralif icat ion of Councilman
shall be the 21st day of October 1949, as provided by the Charter of
said City.'
On, or before such date all persons offering themselves as candidates
shall file a written notice with the Clerk of said City setting forth
their date and place of birth, period of residence in the City of Smyrna,
real property owned by them, and a statement that they are a duly quali-
fied registered voter of the City of Smyrna, and that they possess all
the qualifications required by said Charter for a Councilman of said City.
It was further ordained that rules and regulations for contesting election
be the same as set forth in the Georgia Code for State Elections.
Motion made by H. L. McEntyre, and seconded by Dr. M. L. Collins that the
following resolution and ordinance w--As �-��'��= y� adopted.
Be it ordained by the Mayor and Council of the City of Smyrna and it is
hereby ordained by the authority of same:
That pursuant to authority contained in Sec. 9 of the Charter of the City
that Paul Hensley, Roy 1.1anning and B. F. Reed, Jr. be named, designated
constituted and appointed as the three registrars of said City, to serve
a term of one year, and until their successors are duly chooen and quali-
fied.
Said reistrar's shall examine the registration books of City and purge
from sane names of all persons not qualified to vote in the JTunicipal e-
lection of said City, such qual;_f1cation being set forth in detail in the
Charter of the City.
That on, or before the hour fixed for the commencing of t''le regular e-
lection of said City to be held on November .5, 1949 for three Councilmen
of the City as provided by in the Charter of the City, said registrars
shall furnish to the managers duly selected to '_.hold such election three
certified lists of the qualified voters of the Town elegible to vote;'
said election.
That said registrars shall be entitled to a compensation of �,.5.00 each
for certifying the lists of qualified voters for each election held in
the town. Voted unanimous.

Bob Levis came before the Council to ask permission to get a license
for sellinL; wine by the glass or bottle.at Fob's Tavern. Motion made
R. S. trinson and seconded by H. L. McEntyre to grant license on a
trial bases, and said license could be revolved at any time the Kayor
and Council deemed it necessary. Voting for Brinson, Collins and
McEntyre. Against, P. P. Shaer.
Letter of appreciation to the PJayor and Council for their cooperation
in the cleaning of the Old Smyrna Cemetary grounds, read from the
aonquill Garden Club.
Discussion of picking up garbage outside the City limits. Mayor Gibson
ask that Chief Sexton contact homes on Jonquill Dr, and others just
outside City knits to see if they would sign up to pay a fee of �"1.50
per month to have garbage, picked up.
Yr. Gibson gave the estimated cost of sever repair located at Powder

a built-up roof on the City Hall. Voted unanimous.
Motion made by P. P. Shave and seconded by H. L. WcEntyre to purchase a
1' Ton Studbrrbaker Truck. Total cost about w2,000.00, including install-
t.ion of body and hoist. (price list ti,:1863; made to City by 7all;er Tt"otor
k1600.00). Voted unanimous.
Motion made by H. L. McEntyre and seconded by Dr. 1% L. Collins to have
street lighting system replaced with a Whiteway extending from Smyrna
Methodist Church on Atlanta St to Second Eaptist Church, a distance of
about five blocks which will include about 20 6001"d lights. R. S. Brinson

to keep arniteway. Cost per year wodld be,,Pf`400 . Tlnderstood also this
is to be on 60 days trial, and to be replaced vrith old "system if not

Motion made by F. P. Shave and seconded by H. L. I?cEntyre to spend a
maximum of ?200.00 for cost of sever line to Earl Cobbs new Service
Station. Voted unanimous.
Motion made by 'P . P. Shave and seconded by R . 'S . 'Brinson to pay all
current bills as read by the Mayor. Voted unanimous.
