09-20-1948 Special Meeting144 September 20, 1948. A Special meeting of the Mayor and Council was held at the City Hall at 7;30 on September 20, 1948. Mayor Lorena P. Pruitt called the meeting to order with the following counc'ilmen present; P, P. Shaw, Yl/. I. Collins, H. L. McEhtyre, H.'P. McCollum and H. D. Durhqm.AxRmmx±±±zmx. A Committee from North Atlanta Street composed of John Tatum, R. D. DeBoard and Jack Maddox met with the Council and requested that sewerage be maae avai , lable to them along with the other along North Atlanta Street. After considerwting, at length, a motion was made by T. P. Shaw, Seconded by H. P. McCollumi that if the owners alon� said street wish'to build a private line on the back of their re - spective properties to tye into the City sewerage Line in that vicinity, and will maintain said private sewer line at their own expense, and that the city be allowed to inspect same to- tiaeir satisfaction, the'n 'be it ordained that the said property owners combining in this line be given febe, without cost to them, a sewer tap on to the main sewer line in the vicinity.of North Atlanta Street. Voted Unanimous. A building permit ivas approved for Mrs. Walraven on Spring Street. A business license was approved, at $50.00 per years.for 'Y'll. IN. Day to open up a used car lot on the main street, Atlanta Street, in Smyrna. M ot i on made by P. P. -Shaw, Seconded by H. L. 14cEntyre that the Mill rate for taxes for the year 1948 be set at 13 11ills. Voted for P. P. Shaw., H. L. McEntyre and M. L. Collins, Against H. D. Durham and H. P. McCollum. Mot'Lon by H. P. McCallum, Second by H. D.- Durham that the City of Smyrna contribute $15.00 to the 14ents Club toward paying for street markers being put up by the Men's Club. Voted unanimous. A new contract from the Cobb County Water System was,presented to the Mayor and Council, The new contract calls for an increase in the water rate to the City of Smyrna,, Motion was made by H. P. McCollum., Seconded by P. P. Shaw that the City of Smyrna approve the new contract.. Voted unanimous. Motion was made by H. P. McCollum, Seconded by P. P. Shaw that the mbeting adjourn. AA HUGHES STREET - PAVING ASSESSMENT ORDINANCE WHEREAS, the paving and improving of the whole of - Hughes Street in the City of Smyrna, being a distance of ap- proximately 1,100 lineal feet from the northern intersection of Hughes Street with Fleming Street in the City of Smyrna, to the southern intersection of Hughes Street with Powder Springs Street in said city, has beeh completed pursuant to the Act of the General Assembly of 1931, embodying a new charter for the City of Smyrna (formerly Town of Smy.�na),- approved August 27, 1931 (Georgia Laws.1931, pages 955-988), and under and by virtue of the adoption of an ordinance introduced after the filing of a petition with the Mayor and Council for such paving and improvement., by armajority of the persons, companies and corporations subject to assessment for the cost of such paving and improvement, and WHEREAS, the cost of such paving and improvement to the abutters as provided in said Act, is $20821.94; THEREFORE, be itordained by the Mayor and Council: of the City of Srdyrna, and it is hereby ordained -by the au- thoriiy of the same; That each"abutting owner, subject to the "co'st of such pavement and improvement under the provisions of said Act, is hereby assessed the &mount of the pro rata part of duchowner of said sum of $2,821.94, to be determined by the amount of the frontage of such owner on said street,, and by the provisions of said Act, and a lien is hereby asserted upon each person of -the prop .prty abutting upon said street for the amount of the assessment, determined under and by the provisions'of said Act, against the owner thereof,, to date back to the approval of the passage of the ordinance for said paving and impro�rement,* and said I lien Is, hereby declared from the,date of said ordinance which was passed on the 4th day of Augusts 1947. 0 HILLSTREET - PAVING ASSESSMENT ORDINANCR WHEREASp the paving and improving of the whole of Hill Street in the City of Smyrna, being a distance -of ap- proximately 1035 lineal feet from the eastern intersection of Hill street with Atlanta Street in the -City of Smyrna, to the western intersection of Hill Street with Hughes Street in said city, has been completed pursuant to the Act of the General Assembly of 1931, embodying a new charter for the City of Smyrna (formerly Town of Smyrna), approve'd August 27, 1931 (Georgia Laws 1931, pages 955-988), and under and by virtue of the adoption of an ordinance introduced after the filing of a petition with the Mayor and Council for such paving and improvements by a majority of the persons, com- panies and corporations subject to assessment for the cost of such paving and improvement, and WHEREASs the cost of such paving and improvement to the abutters as provided in said Act, is $lt953-00; THEREFOREt be it ordained by the Mayor and Council - of the City of Smyrna, and it Is hereby ordained by theau, thority of the same; that each abutting owner, subject to the cost of such -pavement and improvement,under the.provisionb of said Acts is hereby assessed the amount of the pro rata part of such owner of said sum of $1,9�53.00, to be determined by' — the amount of the frontage of such owner on said street, and by the provisions of said Acts and a lien Is hereby aiserted upon each person of the property abutting upon said street for the amount of the assessments determined under and by the "provisions of said Act, againstq,.�he owner thereofs to date back to the approval of the passage of the ordinance for said _.'�.paving and improvement, and said lienJs hereby declared�from -the date of said ordinance which was passed on the 4th day of August, 1947.
