08-22-1949 Special Called Meeting- 183 A special call meeting of the Mayor and Council was held at the City Hall April 22, 1949, at 7:30 P. M. The following Councilmen were pre- sent: P. P. Shaw, M. L. Collins, H. L. YcEntyre and R. B. Logan. Mayor J. M. 'Gibson, presiding. Harold Willingham, City Attorney, and Mr. Welker were present. Purpose of the meeting was for the formal hearing of street paving for Lower Church, Love Street Extension, Whitfield Street and Morris Circle. Also to discuss extending the City Limits and running water out Concord. Mr. Willingham read the Code telling about annexation. To annex, it is required to get the written consent of the property owner. Mr. 11,1elker submitted .a map of the proposed extension of City Limits to' the Council. Mr. Willinghamm suggested that if people are not willing; to come into the City limits, the City should not run water lines for them. 1,7otion was made by P. P. Shaw and seconded bq T.T. L. Collins to work on the water system and get signatures of property owners to come into the City limits and hold the sewerage system until later. Voted unanimous. It was suggested the bonds for the water system be set for $`'25,000.00. Mr. Shaw made motion that the Bond Issue be set at ?22,000.00, which not being seconded was automaticly withdrawn. .-� The majority of the Council didn't think the difference of $,3,000.00, would matter so much and the ,job might cost more than $�22,000.00, where- as if the Bond Issue was set at $25,000.00, any amount not needed, would not have to be used,. M. L. Collins made motion and seconded by H. L. McEntyre, to make the Bond Issue �,25,000.00 and any amount not used could not be used for any other purpose'. Voting for, M. L. Collins, H. L. McEntyre, and R. B. Logan. Voting against, P. P. Shaw. Motion made by P. P. Shaw and seconded by H. L. McEntyre that the Ordinance introduced at the April 4th meeting concerning the paving Whitfield Whitfield Street be adopted. Voted unanimous. Motion made by R. B. Logan and seconded by P. P. Shaw that the Or- dinance introduced at the April 4th meeting concerning the paving of Morris Circle be adopted. Voting for, R. B. Logan, P. P. Shaw and H. L. McEntyre. Voting against, M. L. Collins. Motion made by P. P. Shaw, and seconded by H.-L. McEntyre that the Ordinance introduced at the April 4th meeting concerning the paving of Love Street be adopted. Voted unanimous. Motion made by P. P. Shaw and seconded by M. L. Collins that the Ordinance introduced at the April 4th meeting concerning the paving of Church Street be adopted. Voted unanimous. Discussion was held concerning the;.back room of the City Hall being rented to the Telephone Company for office space. Moti.on made by` P. P. Shaw and seconded by M. L.'
