03-17-1949 Special Called Meeting180 A special call meeting of Mayor and Council was held at the City Hall, Thurs. March 17, 1949 at 7:30 PM. The following Councilmen were present: P. P., Shaw, M. L. Collins, R. S. Brinson and R. B. Logan. Mayor J. Mi Gibson presiding. Harold Willingham, City Attorney present, also. A number of residents (upon request), were present in the interest of paving Lower Church, Love and Whitfield Sts. Purpose of meeting to iliake plans for paving Lower Church, Love and V:fh.itfield Sts. Willingham states, Ordinance should be drawn up and passed by Council, a copy mailed to each property owner on said st to be paved, also three copies posted in public placesi and fifteen days thereafter date be set for formal hearing. Ordinance to be drawn up and passed on by Council at their April 4, 1949. regular meeting, a copy of ordinance to be mailed to each property owner on said streets to be paved. April 22, 1949, SPM date and time set for formal hearingP` . A% Mr. Willingham states all petitions for paving any street4should:' be in by April 4, 1949, as a greater number of streets paved at one time can be done at a lower cost. Prices from several contractors are to be secured by Mr. P. P. Shaw and 14r.. Willingham to contact Ledbetter & Johnson as to same. Discussion as to being in agreement for Ordinance .to be drawn up for Church and Whitfield Streets were agreeded upon when said streets are measured to determine length of paving. Petition for Love Street, not having,a majority of property owners signatures signed was given to Mr. T. P. Holleman to secure addit- ional names. Jimmy Quarles a-sk for permit for lighting soft ball and tennis court which is City Property. Motion made by R. S. Brinson and seconded.by P. P. Shaw to grant permit for same. Voted unanimous. Motion t.o adj'ourn by R. S. Brinson, seconded by R. B. Logan Meeting adjourned 9 PM. s 179 Report of pigs being kept in City limits to be brought at next meeting. Mayor Gibson suggests a general clean up campaign for the first week in April. Report of R. S. Brinson, Waterworks Dept., chairman: Motion made by R. S. Brinson, to replace water meter in front of Scout Hut and leave water fountain. Ammendment to motion by R. B. Logan to furnish Scout Hut and Tennis Court water at no expense for a reasonatle limit. Seconded by H. L. McEntyre. Motion as ammended voted unanimous. Report as to larger pipe being laid on L'ee Street. As majority of users on street are satisfied it was suggested no action be taken_ at this time. Report of R. B. Logan, Sewerage & Disposal Plant, chairman; Disposal plant getting quartasand by the tons, source unknown. System will not function properly as long as sand remains. Mr. Logan to contact contractor as to matter of sand. Check on Bonding Co as to sewer system referred to City Attorneys. Logan reports Bradfield, Ledford and Church in agreement. Dr.Ingle, of Reed and Ingle, consultants to engeeners offered a proposal of two plans. p Suggested operation of disposal plant be under supervision of some one with knowledge of such plant. Plan #-1 To work one day a month, to examine and make monthly .report. Fee $50 a day, any additional vaork � 30 a day. Plan #2 One day a month at a fee of �43,0. 4dd,tt6nM1 warK;:g30 Aday. Suggested by P. P. Shaw to investigate State aid of State Health Dept. before any action bq taken. Mayor Gibson ask clerk to'write letter of thanks to Dr. Ingle and students who came out to Disposal plant making a study of plant and report to be sent to Council. Motion made by P. P. Shaw and seconded by H. L. McEntyre to give Mayor Gibson permission to ge `work started, at an estimated cost of $75 for three parking lots ocated back of Bob's Place, between Fowlers Beauty Shop and Cemetary and -one at Terminal Bldg, at Powder Springs and Atlanta Sts. Voted unanimous. Mayor Gibson recommends Tom Young and Bill Stewart be elected with one Councilman to serve as a Zoning Commission Committee. Motion made by H. L. McEntyre and seconded by P. P. Shaw to elect R. S. Brinson, obw3wm a, T. G. Young and W. F. Stewart to serve as Zoning Commission Cormittee for City of Smyrna. Voted unanimous. Zoning Commission to have authority by Mayor and Council to in- vestigate buildings and if need improving, said building shall be repaired or removed. No permits shall be issued until approved by Commission and brought before Council. �V Discussion regarding City truck. P.P.JShawtcited1need•for new truck, stating one in use had given good service for 1�400 paid in trade. Investigation to be made in regard to trading in truck now in use for new truck.
