January 11, 1949.
Continuance of meeting of Jan. 3, 1949 on this date, January 11,
1949 as per agreement.
Meeting was called to order with the following Councilmen present
H. L. McEntyre, P. P. Shaw , M. L. Collins, R. S. Brinson and
R. Be Logan.
Meeting called to order by Mayor J. M. Gibson.
Motion by P. P. Shaw and Seconded by M. L. Collins and voted
unanimous that the minutes of the last meeting be accepted as
read and that all outstanding bills beheld over till the nest
meeting, Feb. 70 1949 1.
Mayor Gibson made a recommendation that all city employees be
re-employed for the year 1949 and on this recommendation a
motion was made by'H. L. McEntyre that they be re-employed but
with no second forthcoming a discussion was held and a motion
was made by P.'P. Shaw and seconded by M. L. Collins that each
employee of the City of Smyrna in 1948 be considered separately
f or,positions in 1949. This was voted unanimous.
Motion was made'by'M; L. Collins and seconded'by'P. P. Shaw and
voted unanimous'that the City re=hite S. G. Sexton as Chief of
Police.' "
Motion was made by P. P. Shaw and seconded by M. L. Collins
that R. N. Neese be elected as night -Policeman, voted unanimous
and vetoed by Mayor Gibson. The'Mayor giving his consent'to'
ha ve the council act on his veto at the present meeting, a new
vote was,taken and the Mayor►s veto was overridden by a vote of
Four Councilmen, Councilman H. L. McEntyre not voting:
Motion was made by R. S: Brinson and seconded by R. B: Logan
and voted unanimous that all employees salaries be kept as the
same as last yeat till February 7, 1949.
P. P. Shaw made a motion seconded by'R. S: Brinson that the
night policeman.be retained by the City..J. H. Stevens.
voted unanimous.
Retained also for the year 1949 were H. P. McCollum, in the
water department, Carl Mohon in the Plater & Sewerage Department
and Cecil RcCollum in the Sanitary Department. This by unanimous
vote of the Council,
H. L. McEntyre made a motion seconded by P. P. Shaw that the City
hire Mose Moss as a City Laborer at a salary of $30.00 per week
and that if the other employees are later given a raise'that
the salary.of Mose Moss will remain the same $30.00 per week
that is that he will not be given a raise with the other employees ..
The Fire'Department employees were retained intact, by unanimous
vote of the CouncilT)
The mayor and council accepted the resignation of City Clerk
James L. Pierce effective January 1, 1949 with the understanding
that he would remain with the City till February 1, 1949 to
help the new clerk become accustomed to the work.
Mayor Gibson recommended that Mrs. Sam Theodocian be hired as
the new City Clerk. <
Motion was made by R. S. Brinson and seconded by H. L. McEntyre
that Mrs. Sam Theodocian be employed as City Clerk. Voted
for R. S. Brinson, R. B. Logan, H. L. McEntyre and H. Be Collins
Against P. P. Shaw.
Upon recommendation of Mayor Gibson. Motion was made by R. S.
Brinson and seconded by H. L. McEntyre and voted unanimous that
the top figure for the setting of the 1949 budget be $26,500.00

Motion was made by R. B. Loganx and seconded by R. S. Brinson
that no license be issued for less than the cost of such license
for a Six month period, that is Licenses may be prorated but
all fees for licenses will be atleast half the cost for a full
year. Voted unanimous. '
Mr. H. G. Poss ask Mayor and Council to try to give him an
adequate water supply, stating that he had spent around $100.00
for pipe'to be put down by the City and that since it was
installed, a number of meters have been placed on this same
pipe for other residents in his vicinity and that now he cannot
get water when the other people are using water and suggested
that a labger pipe be put in to take care of all residents.
The mayor and council decided to have an estimate of the appro-
ximate cost of installing 22 inch pipe on this line and
instructed the clerk to have Hp P. McCollum give an estimate of
the'cost of installing this pipe at the next meeting.
Harry Mitchell made a suggestion that if the City pave any
more streets that a sewer connection be tapped out at least every
100 feet on the line before the street is paved.
C. P. Pace presented plans for a home and a store to be built
t", on Roswell street and ask for a building permit, showing a
list of the near residents as not objecting to the buildings
After some discussion it was decided that Mr C. P. Pace should
appear at the next council meeting Feb. 7, 1949 with the original
-�+ list of names intact and a blue print of his plans for ithe
action of the Council.
Mr. C. T. Young ask that a scraper be used om Church Street as
.Boon as possible to scrape Church Street and was assured by the
Mayor that the scrape would be on the said Church Street in the
morning.
Motion, was made by P. P. Shaw and seconded by M/ L. Collins
that the City retain Mr. Howard Hames as electrical Inspector
for the year 1949. Voted unanimous.
Roy Manning ask that the Plumbing Code be enforced in the City
of Smyrna and also that the election or employment of a Plumbing
Inspector for the year 1949 be held up till the meeting on Feb.

P. P. Shaw made a motion seconded by R. S. Brinson and voted N
unanimous that the City table, till next meeting the employement
of a Plumbing Inspector.
The license book was gone over by Mayor and Council and, after
completion a motion was made by R. S. Brinson seconded by M. L.
Collins and voted unanimous that the Licenses, as set forth in
the book after completion by the Council, beapproved and 200
copies be printed for use in the City.
There being no applications for the position of Attorney for
the City, Willingham and Edwards of the firm of Willingham,
Cheney, Hicks and Edwards be retained.
R. A. McCollum, Night Policeman for 1948 brought before the
Mayor and CouncilA statement that Clarence Blanchard paid a
fine and it was not turned in. There was no record available
to substantiate this statement.
J. G. Cole, sometime in June 1948 was arrested, according to
policeman McCollum and $13.00 was taken from him and there was
no record of this amount being turned over to the City. also
no confirming receipt.
Motion was made by H. L. McFait.yre. and seconded by M. L. Collins
that all police records and tickets be mzmbered and accounted
for by the police and that each policeman have a separate ticket
book to be used and held by them and each policeman will be
held respontible for the tickets in his ticket book, voted unanimous.

Motion was made by R. S. Brinson and seconded by H. L. McEntyre
that the budget be approved as set up and c'opy of same be placed
in these minutes, voted unanimous.
The question of City attorney was brought up again and R. B.
Loganmade a motion that Raymond Reed be employed as City Attorney
After discussion the motion was withdrawn and unanimous vote
of Council was given to retain Willingham and Edwards.
There being no further business the meeting was adjourned.
