10-13-1947 Called MeetingOctober 13, 1947 A call meeting of the Mayor and Council was held at the City Hall on October 13, 1947, at 7:30 P.M. for the purpose of establishing rules and regulations for election to be held November 1, 1947. The meeting was called to order by the Mayor, Mrs. Lorena P. Pruitt with all members present: H. D. Durham, B. H. Hanson, E.,E. Jackson, H.-P. McCollum and W. A. Quarles. Attorney Scott Edwards was also present. It was agreed the the Hargis well be rented for another six months, this being through June 30, 1948. Motion was made by Mr. Quarles, seconded by Mr. Jackson that James L. Pierce, R. C..Byrd any W. F. Stewart be appointed to serve As Registrars and Election Managers for the regular city election on November 1, 1947. The following rules and regulations governing the coming election were adopted: _ As provided by the Charter, election for three (3) Councilmen for term beginning January 5, 194$ will be held on November 1, 1947. Hours of election shall be from 2:00 o'clock P.M. to 8:00 o+clock.P.M. Deadline for, qualification for Councilman shall be 12:00 olclodk noon, October 25, 1947. Y Deadline for registration of voters shall be 12:00 otclock noon, October 25, 1947. Motion was made by Mr. Quarles, seconded by Mr. Hanson that the following resolution governing eligibility for registration of voters be adopted: Whereas the Charter of the City of Smyrna confers the right and makes it the duty of the Mayor and City Council thereof to fix and promulgate the rules for the qualification and registration of voters in the city elections of the City of Smyrna; Be it therefore ordained that citizens and residents of the City of Smyrna who meet all of the following qualifications shall be entitled to register under the rules and regulations of the council and upon due and legal registration 'sha.11 "become a legal and registered voter of the City of Smyrna entitled to vote in all Municipal Elections of said city: 1. Shall be a citizen of the State of Georgia. 2. Shall be eighteen years of age or over. 3. Shall have resided in the State of Georgia two years. 4. Shall have resided in the County of Cobb for one year. 5. Shall have resided in the City of Smyrna for six months. Motion was unanimously carried. It was further agreed that rules and regulations for contesting elections be the same as those set forth in the Georgia Code for State Elections. October 13, 1947 (cont►d.)
