09-04-1947 Regular MeetingSeptember 4, 1947 A meeting of the Mayor and Council was held at the City Hall on September 4, 1947, at 7:30 P. M. The meeting was called to order by the Mayor, Mrs. Lorena P. Pruitt with all :c.ouhcilmen present except H. P. McCollum: H. D. Durham, B. H. Hanson, E. E..Jackson, and IV. A. Quarles. Upon presentation of all outstanding bills against the„ General Fund, Waterworks & Sewerage Construction Fund, and Naterworlcs 8, Sewerage Revenue Fund, there was a motion by Mr. Hanson, seconded by Mr. Durham, that these bills be paid. Motion iias unanimously carried. Building permit was granted to Robert H. Taylor for a four -room temporary house on Lee Street, according to specifications sub- mitted. :. License was granted to Mrs. Lessel Arrington for "Joyce+s Coffee Shop", as follows: For the remainder of 1947, that is, expiring January 31, 1948, Ice Creari'i - $7.50; Cigarettes - $1.50; Cold_ Drinks - 1.50; and Bakery Products - $5.00, totalling $15.00. Motion was made by Mr. Quarles, seconded_ by Mr. Hanson that Tax Levy for the year 1947 be as follows: Four (4) mills for the retirement of old Water and Sewer Bonds, proceeds to be deposited in City of Smyrna Sinking Fund in Bank of Smyrna. Seven (7),mills for General Fund expenses to be deposited to that Account in the Bank of Smyrna. There being no further business the meeting adjourned. Thelma D. Pruitt, Mayor, with all councilmen - present: H. D. Durham, B. H. Hanson, E. E. Jackson, H, P.. McColl -Lin and IV., A.• Quarles. Mr. A. P. Welker, Engineer and Attorneys Edwards and Willingham were present. Motion was made by Mr. Quarles, seconded by Mr. Jackson to accept Ledbetter -Johnson's bid for paving of streets in SmlTrna.. Motion was carried. Petition: requesting passing of . Ordinance f or paving, of Lee Street was introduced and is attached at the close of these minutes and made a part hereof; it is more particularly described as follows: Petition presented by a Committee from Lee Street and signed -by fourteen (_.4) Property Owners,, this being a majority, of the ,Property Owners.on said'street. - Letter from.Commissioner McMillan was read in which he stated that the County would do the necessary grading prior to paving, but that the City would have to assume responsibility for all damage to water lines, driveways, etc. Contract was signed with Merritt & Welker, Engineers, in which it was agreed that an engineering inspector for construction of street improvements would be furnished at the rate of �,,50.00 per week so long as Merritt & Welker are able to obtain an -inspector at this salary. In the event that Merritt &Welker are unable to obtain an inspector at*this rate, an inspector will be secured at a salary to be agreed upon by both. Motion was made by Mr. Quarles, seconded by Mr. McCollum that a beer license not be given Nolan H. Medley. Motion was carried. Motion was made by Mr. Quarles, seconded by Mr. Hanson,; -that Mrs. Pruitt be authorized to purchase a legal -size, steel file cabinet. Motion was carried. Motion was made by Mr. Quarles, seconded by T-1r. Hanson, to pay bill present by Attorneys Willingham and Edwards for 9500.00 from Construction Fund. Motion was carried.
