The regular scheduled meeting of Mayor and Council was held at Smyrna City Hall. The meeting was
called to order by presiding officer Mayor A. Max Bacon at 7:30 o'clock p.m. All council members
were present. Also present was City Administrator Bob Thomson, City Clerk Melinda Dameron, City
Attorney Charles E. Camp, Fire Chief Larry Williams, Accounting Clerk Mike Hickenbottom , Assistant
Public Works Director Ray Curtis, Police Chief Stan Hook, Library Director Michael Seigler, Parks and
Recreation Director Steve Ciaccio, Community Relations Director Kathie Barton, Clean and Beautiful
Coordinator Ann Kirk, Personnel Officer Chris Corey, City Engineer Ken Hildebrandt, Chief Building
Official Scott Stokes and representatives of the press.
Invocation was given by Grady Love, pastor of Smyrna Presbyterian Church, followed by the pledge to
the flag.
CITIZENS INPUT:
Mayor Bacon recognized Wayne White of the Smyrna Little League. Mr. White introduced David
Herring, new president of the Little League for the coming year. Mr. White stated the Little League has
just completed their 41st year of baseball and reported the 11 and 12 year old All Stars won the District
Championship for the second year in a row and the 13 year old Junior All Stars won the first ever Junior -
Senior District Tournament and the 14 and 15 year old Senior All Stars were runners up in the District.
Mr. White then presented the trophies to Parks and Recreation Director Steve Ciaccio for display in the
Community Center. Mr. White then reported a young man by the name of Hank Dunphy received the
Little League Good Sport Award from Smyrna; won the District and was also the State winner of this
award.
Mr. White stated he would like to clear up a rumor that he has heard during the last week. He stated
he had received several phone calls from persons who heard that Smyrna Little League had turned away
250 children from play this past season. He stated that was not true, that as far as he knew they had
never turned away children but there comes a point in the season when once the season has begun, you
have to say no more. He stated their association waits as long as they can and probably just in the past
year might have included six or seven children. He stated he felt the rumor was misinformation. He
stated the organization had met with city officials last year and expressed their concerns about where the
organization would be in five or ten years and reported that in the last five years the organization had
grown from about 250 children to close to 500 children who wanted to participate. The organization had
expressed their concerns to the city that if they continue to grow at this rate, in five years if the growth
rate continues there is a chance they might have to cap their enrollment at about 500 unless there is more
park space. Mr. White stated Mayor Bacon had been concerned and called him to ask what he could do
to help prevent this from occurring. Mr. White stated he had asked Mayor Bacon about the possibility
of using the Legion field and a few days later Mayor Bacon called him and reported that an arrangement
had been worked out concerning the Legion field. Mr. White then expressed his appreciation to the
Mayor and Council for their continuing support.
Mayor Bacon asked Jack Cramer, Chairman of the Parks and Recreation Committee, to accept the
trophies on behalf of the city.
Parks and Recreation Director Steve Ciaccio asked Ms. Fran Kington to come forward. Councilman
Newcomb presented Ms. Kington with a crystal jonquil in appreciation for her seventeen years of service
on the Parks and Recreation Commission.
Mayor Bacon recognized Cobb County Commissioner Joe Lee Thompson. Mayor Bacon expressed his
appreciation to Mr. Thompson for his active involvement with the city of Smyrna. Commissioner
Thompson stated the reason he had been able to work so well with the city is due to the cooperation he
has received from Commission Chairman Byrne and the other commissioners in representing the items
that Smyrna needs to have done. He stated that a year and a half ago, bids were opened for the Atlanta
Road widening project, which is now complete, and announced the ribbon cutting ceremony will be
tomorrow at 2:00 p.m. Commissioner Thompson stated tonight the County will be opening bids for the
Spring Road Project (from Cobb Parkway to Argyle School).
Commissioner Thompson commended Jim Croy, Cobb County Department of Transportation Director,
for his involvement in the Atlanta Road Project and asked him to say a few words about the Spring Road
Project. Mr. Thompson thanked Councilmen Newcomb and Patrick for their involvement in the planning
of the Spring Road project.
Mr. Croy stated the bids opened tonight will be the first phase of an improvement to the Spring Road
Corridor from US 41 to Hurt Road on the Concord Road side.

Mr. Ash stated the apparent low bidder is C. W. Matthews and the D.O.T. Engineering Department will
review the bids. Mr. Croy stated they will make a recommendation at the October 10, 1995,
Commissioner meeting and they will report that recommendation at the October 16, 1995, City of Smyrna
Council meeting. Mr. Croy stated this project will be funded completely with 1% Local Sales Tax Road
Improvement funds but will not include any utility work and will not include the overhead pedestrian
bridge at Argyle School. Mr. Croy stated this project will include some recirculation that they have
worked out with the Board of Education so that the circulation of the buses around Argyle will be
incorporated in this contract and the overhead pedestrian bridge will be in the next contract.
Mayor Bacon recognized Randy Sauder who was in attendance at tonight's meeting.
PUBLIC HEARINGS:
(A) Annexation of Property in Land Lot 597, Parcels 8 and 15, 3355 and 3359 Pinetree
Drive
Mr. Thompson stated this is a public hearing for annexation of the Daniel and Patrick property as listed
above. Mayor Bacon stated this is a public hearing and asked if there was anyone present in opposition
to the annexation of this property.
Mayor Bacon recognized Scott Patterson, 3273 Pinetree Drive, and Evelyn Hendricks, 3296 Pinetree
Drive. Both residents expressed concern that their property might be included in this annexation.
Councilman Lnenicka stated their property was not involved in this annexation tonight. He further stated
the property to be annexed is on the other side of the street and down the road from their property. Mr.
Lnenicka stated both the Daniels and Patricks had approached the city and asked to be annexed into the
city and this annexation is in response to their request. He also stated their is nothing in the works to
annex any other property on Pinetree Drive at this time.
Mr. Patterson stated he was still opposed to the annexation because he felt sooner or later the city would
try to annex his property.
Councilman Lnenicka made a motion the property in Land Lot 597, 17th District, 2nd Section, being
Parcels 8 and 15 (3355 and 3359 Pinetree Drive) be annexed into the City of Smyrna and become a part
of Ward 6 effective December 31, 1995. Councilman Cramer seconded the motion. Mayor Bacon
recognized Horace Bowie before the vote was taken. Mr. Bowie said becoming a part of the city was
one of the best bargains he had received in a number of years. He stated he felt comfortable being a
citizen of Smyrna and feels that the emergency services, police, fire and ambulance service are hand and
he feels comfortable calling them because he has paid his pro rata share of taxes to support those services.
Motion was approved 7-0.
(B) Privilege License - Smyrna -Oakdale Moose Lodge - 3780 South Cobb Drive - Retail
Pouring of Beer, Wine and Liquor
Mr. Thomson stated Mr. Thomas B. Crenshaw will be the agent for the establishment and has been given
a copy of the Alcohol Beverage Ordinance. He further stated Mr. Crenshaw is a resident of Cobb
County and is of age to hold the license.
Mayor Bacon asked Mr. Crenshaw to come forward. He then stated this is a public hearing and asked
if there was anyone present in opposition to the granting of this license request. There was none.
Councilman Wood asked Mr. Crenshaw if he was applying to be the agent of the Smyrna -Oakdale Moose
Lodge. Mr. Crenshaw responded that was correct. Mr. Wood then asked if this was a pouring license
for distilled spirits as well as beer and wine. Mr. Crenshaw responded that was correct. Mr. Crenshaw

stated this is for an agent change as the previous agent, Bill Ketterer, had passed away. Mr. Wood asked
Mr. Crenshaw if he had served as an agent at any other location and Mr. Crenshaw responded he had
not. Mr. Wood then asked Mr. Crenshaw if he was familiar with the rules and regulations and
ordinances pertaining to alcoholic beverages in the city of Smyrna. Mr. Crenshaw responded he was.
Councilman Wood stated the Police Department investigation revealed nothing that would preclude the
issuance of this license. Mr. Wood asked Mr. Crenshaw what his title is with the Moose Lodge and Mr.
Crenshaw responded he was the Secretary.
Councilman Pete Wood made a motion that Mr. Crenshaw be approved as the agent for the Smyrna -
Oakdale Moose Lodge, 3780 South Cobb Drive. Councilman Scoggins seconded the motion. Motion
was approved 7-0.
(C) Business License Request - A -Bail Bonding Company of Cobb County - 2357 Austell
Road, Marietta, Georgia
Councilman Wood stated the city had received a written request this afternoon that this issue be tabled
until the second council meeting in October. Mr. Wood stated Mr. Gary Hayes, one of the applicants,
contacted city hall this afternoon and stated due to some conflicts with their working schedule, no one
would be able to attend tonight's meeting. Councilman Wood made a motion the business license request
for A -Bail Bonding Company of Cobb County at 2357 Austell Road, be tabled until October 16, 1995.
Councilman Hawkins seconded the motion. Mayor Bacon stated this is a public hearing and asked if
there was anyone present who had an interest in this item. There was none. Motion was approved 7-0.
FORMAL BUSINESS:
(A) Appointment to CCT Advisory Board
Mayor Bacon stated Commissioner Joe Lee Thompson has authorized the city to appoint a representative
to serve on the CCT Advisory Board. Mayor Bacon recommended Bob Andrews be appointed to fill this
position. Councilman Newcomb made a motion Bob Andrews be appointed to serve on the Cobb
Community Transit Advisory Board. Councilman Jim Hawkins seconded the motion. Motion was
approved 7-0.
(B) Bid Opening (Bid #95018) - Skid Steer Loader - Public Works Department
Mayor Bacon asked if there were any bids in the audience. There were none.
Mayor Bacon stated four bids were mailed and two were returned. The bids were opened and read as
follows:

Councilman Scoggins made a motion the bids be turned over to the Public Works Department with a
recommendation to be brought back at the October 16, 1995, council meeting. Councilman Hawkins

Mayor Bacon asked if there were any bids in the audience. There were none. The bids were opened and

Chief Williams stated this is a replacement unit for a 1988 truck that is currently being used. He further
stated this is a small rescue truck that goes on emergency medical calls. He stated the companies that
received the bids usually deal in the larger units but he wanted them to have an opportunity to bid on this
item. He further stated if a custom-built unit had been ordered it would have been over $100,000. He
stated.

Councilman Hawkins made a motion the bids be turned over to the Fire Committee with a
recommendation to be brought back at the October 16, 1995, council meeting. Councilman Wood
seconded the motion. Motion was approved 7-0.
Mayor Bacon recognized the students from Mrs. Smith's government class at Campbell High School who
were in attendance at tonight's meeting.
(D) Bid Opening (Bid #95020) - 1995 Street Restriping Project
Mayor Bacon asked if there were any bids in the audience. There were none. The bids were opened and
read as follows:

Councilman Scoggins made a motion the bids be turned over to the Public Works Committee for their

(E) Bid Opening (Bid #95021) - Ferris Company Manufactured Riding -type Lawn Mower for
Parks and Recreation Department
Mayor Bacon asked if there were any bids in the audience. There were none. The bids were opened and
read as follows:

Councilman Cramer made a motion the bids be turned over to the Parks & Recreation Committee for
their review with a recommendation back at the next meeting. Councilman Hawkins seconded the

(F) Appointments to Parks and Recreation Commission - Wards 2 and 7
Councilman Newcomb made a motion that Patty Petrulli, 2869 Highland Drive, be appointed to serve
as the Ward 2 representative on the Parks and Recreation Commission to fill the vacancy created by the
resignation of Ms. Fran Kington and will be a three year term. Councilman Lnenicka seconded the
motion. Motion was approved 7-0.
Councilman Lnenicka made a motion that Kevin Burchfield, 2172 Jay Lane, be appointed to fill the Ward
6 Parks and Recreation Commission representative. He further stated this will be to fill the unexpired
term of Mark Wasserman, who has moved outside the city limits, and this term will expire in September,
1996. Councilman Hawkins seconded the motion. Motion was approved 7-0.
(G) Ordinance Amendment - Section 98-6 - Weight Limit of Vehicles - Prohibition of
Vehicles over 10,000 Pounds
Mr. Thompson stated this is a change in the ordinance and will be the addition of Cobb Parkway and
Hargrove Road for it to be unlawful for any trucks in excess of 10,000 pounds to travel on these roads.
Councilman Newcomb stated Section 98-6 of the Code of Ordinances limits which streets vehicles that
weigh over 10,000 pounds can travel upon. He further stated this Ordinance amendment is to update that
Section with the addition of Cobb Parkway and Hargrove Road. Councilman Newcomb made a motion
the ordinance (below) be approved. Councilman Lnenicka seconded the motion. Motion was approved
7-0.
That the Code of Ordinances of the City of Smyrna, Georgia, be amended by deleting Section
98-6 in its entirety and adding a section to be numbered 98-6 to read as follows:
Sec. 98-6. Same - Ten thousand pound vehicles.
It shall be unlawful for any truck, bus or other vehicle weighing over 10,000 pounds, either
loaded or unloaded, to travel over or upon any of the public streets of the city, except the following

streets, which are hereby designated as direct routes for the use of such vehicles in passing through the
city: Windy Hill Road, Concord Road, Spring Road, Atlanta Road, Hawthorne Street, South Cobb
Drive, Cobb Parkway and Hargrove Road. Emergency vehicles and vehicles making local deliveries in
the city are excepted from the provisions of this section.
COMMERCIAL BUILDING PERMITS:
(A) Temporary Building Permit - 3315 South Cobb Drive - Temporary Emission Station -
NRH Enterprises, Inc.
Mayor Bacon asked Mr. Norris Holbrook to come forward. Councilman Hawkins stated this temporary
emission station will be at the Concord Square Shopping Center. Councilman Hawkins made a motion
the temporary building permit for an emission station to operate from November, 1995, until April, 1996,
at 3315 South Cobb Drive be approved. Councilman Hawkins asked if the price of the inspections would
be raised and Mr. Holbrook responded the price will go up in June of 1996 to $25 and will be a bi-annual
test. Councilman Scoggins seconded the motion. Motion was approved 7-0.
BID AWARDS:
(A) Bid #95014 - 25-Yard Garbage Truck - Public Works Department
Councilman Scoggins stated the Public Works Committee met on Items 6-A and 6-13 and deferred
discussion of these items to the Finance and Administration Committee chairman Pete Wood.
Councilman Wood stated the Public Works Committee recommends the bid for the 25-yard garbage truck
be awarded to Consolidated Disposal Systems at a bid price of $82,256, low bidder meeting
specifications. Mr. Wood made a motion the bid be awarded to Consolidated Disposal Systems.
Councilman Cramer seconded the motion. Motion was approved 7-0.
(B) Bid #95015 - 1995 UD 3000 Dump Truck - Public Works Department
Councilman Wood stated the Public Works Committee recommends the bid award for the 1995 UD 3000
Dump truck be awarded to Smyrna Truck and Body. Councilman Wood made a motion the bid for the
1995 UD 3000 Dump Truck be awarded to Smyrna Truck and Body and Equipment, low bidder meeting
specifications, for $43,951. Councilman Cramer seconded the motion. Motion was approved 7-0.
(C) Bid #95017 - Overhead Crane - Public Works Department
Councilman Scoggins stated the Public Works Committee recommends the bid award for the overhead
crane be awarded to Gajjar Engineering, Inc. Councilman Scoggins made a motion the bid for the
overhead crane be awarded to Gajjar Engineering, Inc., low bidder meeting specifications, for
$12,334.20. Councilman Hawkins seconded the motion. Motion was approved 7-0.
(D) Bid #95016 - Field Lights - Jonquil Park - Parks and Recreation Department
Councilman Cramer made a motion the bid for Jonquil Park field lights be awarded to Lynn Lighting for
$14,800. Councilman Hawkins seconded the motion. Motion -was approved 7-0.
(E) Bid Award - Riverview Sewer Outfall
Councilman Scoggins stated approximately thirteen bids were mailed out with only one company
submitting a bid in the amount of $348,750 which was not a solid bid. Councilman Scoggins made a
motion that any and all bids received on the Riverview Sewer Outfall be rejected. Councilman Wood
seconded the motion. Motion to reject any and all bids on this item was approved 7-0.

Councilman Jack Cramer made a motion the consent agenda be approved. Councilman Lnenicka
seconded the motion. Motion was approved 7-0.
COMMITTEE REPORTS:
Councilman Wood stated there is no report from the Finance Department this evening.
Mr. Wood stated some time ago the Smyrna Firefighter of the Year Tom Harris was announced and
today the Peace Officer of the Year in Smyrna was announced as Captain Sam Houston. Mr. Wood
stated this morning the Cobb Chamber of Commerce recognized the Firefighter and Peace Officer of the
Year from all the jurisdictions in the County and Firefighter Harris and Captain Houston were recognized
at this breakfast meeting.
Councilman Lnenicka asked Chief Hook for a report on the Police Department. Chief Hook stated
Captain Houston was recognized for his handling of the hostage situation that occurred at the Applebee's
Restaurant in March of this year. He stated the suspects were taken into custody without incident. Chief
Hook stated that Sergeant Keith Zgonc will be the speaker at the SBA Luncheon on Thursday, October
5, and will talk about the COPS Program.
Mayor Bacon stated he had received a phone call from a resident who as concerned about the number
of tractor trailers parked at the Bruno's shopping center on South Cobb Drive. He then asked Chief
Hook and Chief Building Official Scott Stokes about the trailers and what could be done to have them
moved. Chief Hook stated he had sent Lt. Brown to meet with the management at Bruno's and the
management was not concerned with the trailers being parked there. Chief Hook stated you could not
enforce the restrictions if they were not posted and Bruno's is the lessee and do not own the property and
they are contacting the property owner who in turn will contact Lt. Brown. Chief Hook stated he is
hopeful they can post the property. Mr. Stokes stated there is one sign on the location that reads "No
Tractor Trailer" parking but Chief Hook said his department can not cite those persons if only one sign
is posted. Mr. Stokes reported he has met with the property owner and has asked them to post that
property.
Councilman Lnenicka stated Smyrna Hospital is hosting an Emory Heart Check event at the Smyrna
Community Center on Saturday, October 7, and his wife Robin, who is a nurse, will be working there
that day. The event is scheduled from 9:00 a.m. to 4:00 p.m. He urged all citizens who would like to
participate in this event to call ahead of time and register.
Councilman Lnenicka stated the Atlanta Road Ribbon Cutting ceremony is scheduled for Tuesday,
October 3, 1995, at 2:00 p.m. and will be held at the Trinity Baptist Church. He encouraged all
interested parties to attend.
Councilman Lnenicka reported he is having a Ward 6 meeting on Wednesday, October 11, at the
Community Center from 7:30 - 9:00 p.m. and the meeting will be televised on Smyrna Cable Channel
9.
Councilman Cramer asked Steve Ciaccio for a report on the Parks and Recreation Department. Mr.
Ciaccio reported the Fall Arts and Crafts Festival will be October 28 and 29 on the Village Green; the
Halloween Carnival will be Tuesday, October 31, at the Community Center; open swim hours at Tolleson
Park pool will end on Monday, October 9 but does not include the Senior Water Aerobics.
Mr. Ciaccio announced two concessions at Cobb and Jonquil Parks are now open and they were funded
as a result of the Community Development Block Grant Program.
Councilman Hawkins asked Chief Williams for a report on the Fire Department. Chief Williams thanked
the Cobb Chamber of Commerce for their recognition of the two Smyrna employees at their breakfast
meeting this morning. Chief Williams stated that in 1920 President Woodrow Wilson issued the first
national Fire Prevention Day proclamation and every year since 1925, the President of the United States
has signed a proclamation pronouncing the Sunday through Saturday week in which October 9 falls as
a national observation of Fire Prevention week. He stated October 8 - 14, 1995, will be Fire Prevention
Week and the theme is "Watch What You Heat - Prevent Home Fires."
Councilman Hawkins stated the City had recently purchased a device for detection of carbon monoxide
in homes and he asked Chief Williams for a report on requests for that service. Chief Williams reported
they had answered several calls to residents who either have a carbon monoxide alarm indicator, or they

have experienced headaches or other symptoms. He stated the Fire Department device is pretty
sophisticated and will detect a problem with carbon monoxide in the home. He stated this is a free
service and encouraged the citizens to call if they suspect a problem in their home.
Councilman Scoggins asked Kathie Barton for a report on Community Relations. Ms. Barton reported
that a newsletter has been mailed and the October Clean Up Month information will be in that brochure
along with events scheduled at the Community Center. Ms. Barton reported the Golden Jonquils
Masquerade Dance will be October 28 from 7-10 p.m. Ms. Barton also announced there will be an
"ugly" dog contest on October 21 with all proceeds going to the Make A Wish Foundation.
Councilman Scoggins asked Ann Kirk for a report on the Smyrna Clean and Beautiful. Ms. Kirk stated
she and the Public Works Department were flooded with calls today concerning the Clean Up Month.
Ms. Kirk encouraged any citizen who might have refrigerators that need to be picked up to call the Public
Works Department first and asked residents if possible to remove the refrigerator doors before placing
them out for pick up and if that is not possible she requested that they refrigerators be placed laying on
their doors to prevent anyone from being trapped inside.
Councilman Hawkins asked if there is a particular day that would be best for pick up. Ms. Kirk reported
residents may place items for pick up at the curb Monday through Friday but items will probably be
picked up quicker if they are placed curbside on the regular scheduled pick up day. Councilman Hawkins
asked if paint will be picked up and Ms. Kirk responded yes, paint cans will be collected, but the cans
can not contain any paint. Ms. Kirk offered several suggestions on how to rid the cans of paint, e.g.
pour sand into it, pour the paint onto newspaper and let it dry, etc., but they can not collect liquid paint.
Ms. Kirk stated the Clean Up Month is an inauguration of the Cluttered Carport ordinance and is meant
to encourage everyone to clean up their yards/carports.
Ms. Kirk expressed her appreciation to the Smyrna West Soccer Association who cleaned up the Jonquil
Park soccer fields last Saturday.
Ms. Kirk announced there is a new Adopt A Mile volunteer group - The 4th LAAD Battalion, U.S.
Marine Corps, who will be responsible for Windy Hill Road from Roswell Street all the way back to
Atlanta Road (both sides) and the next pick up day will be October 21.
Ms. Kirk announced the Gigantic Star jonquils are here and available for purchase.
Councilman Scoggins announced the Public Works Department has added two trucks and two crews to
try to help catch up on the amount of items that have been placed curbside for pick up during the kick
off of the Clean Up Month campaign.
Councilman Scoggins asked Nancy Hancock for a report on the Cemetery Commission. Ms. Hancock
reported they will be working in the cemetery this weekend and urged everyone to come by and see the
cemetery; she also stated if anyone would like to buy jonquils and donate them to the cemetery, they
would accept those. Ms. Hancock stated they would like to plant the jonquils along the Pathway of
Honor.
Councilman Newcomb asked Chris Corey for a report on the Human Resources Department. Mr. Corey
announced the examination for police officer and fire fighter will be on Saturday, October 14 and the
applications will be accepted until October 6. He also stated the test will be conducted in the Smyrna
Community Center and candidates may call 431-2811 (the job hotline) or the Human Resources
Department for additional information.
Councilman Newcomb asked Scott Stokes for a report on the Community Development Department. Mr.
Stokes reported the Wexford Hills (formerly Kingstowne) Apartment complex renovations/repairs is
progressing well and is requiring quite a bit of time for inspections of those units. Mr. Stokes stated his
Department has finished their inspection of Chateaux DeVille Apartments and their notice of deficiencies
will be sent to them including over inhabitation of apartments; Stephens Woods are slated for the first
week in December to go to court again. He stated they have not done any work yet therefore he is
anticipating the complex appealing to the Superior Court of Cobb County and Scott Cochran is prepared
to handle that case.
Mr. Stokes reported the City Marshall's position was vacated September 1, 1995, and he has been
interviewing candidates for that position and hopefully that position will be filled by October 16, 1995.
October 2, 1995 meeting - continued
Mayor Bacon asked Mr. Stokes to report on the progress of the construction on King Street at Bank
Street. Mr. Stokes reported the site has been excavated in preparation for the construction of the new
Municipal Services building and footings should be dug in the next week or so. Mayor Bacon reported
that the retail/office space construction will continue pretty much on schedule.
Councilman Newcomb stated the Spring Road Project is finally going to begin. Councilman Newcomb
reported he had positive reports from the City Administrator that the Corps of Engineers is making on
the application for the Poplar Creek project.
Councilman Patrick asked Michael Seigler for a report on the Library. Mr. Seigler reported in October
there will be an exhibit by the Mini Magic Club of Cobb County of miniature collections; Larry Wilson
has a display of his black and white photography called the "Hidden Landscapes" which emphasizes the
artistry found in nature; Friends of the Library is starting a genealogy display in the lobby and the
Friends have donated $1,000 worth of genealogy books and in the past year they have given the library
approximately $4,000 worth of genealogy material. Mr. Seigler reported the Friends of the Library have
joined with the Cobb County Department of Adult Education to expand their literacy program and the
Department of Education will provide materials and refer students to the literacy program and the Friends
will provide volunteers; the Library will provide the space and the materials. The book discussion group
will be meeting on Tuesday, October 3, to discuss the book "Under the Lake" by Stewart Woods. He
also stated the memory in the library computer is being tripled.
Melinda Dameron reminded everyone who is not registered to vote the deadline has been extended to
October 10 and applications for absentee ballots are available at city hall.
Mayor Bacon stated he had received several calls about the Cobb County School Board and the Cobb
Commission have changed their format about how they allow the public to come up and speak and he has
been asked if the City of Smyrna plans to follow suit and change our procedures. Mayor Bacon stated
he does not plan to change the format of the city council meetings.
