The regularly scheduled meeting of Mayor and Council was held July 20, 1992
at Smyrna City Hall. The meeting was called to order at 6:00 o'clock p.m. by
presiding officer Mayor A. Max Bacon. All council members were present. Also
present was City Administrator Bob Thomson, City Clerk Melinda Dameron, City
Attorney Charles E. Camp, Police Chief Stan Hook, Library Director Laurel
Best, Finance Director Emory McHugh, Public Works Director Vic Broyles, City
Engineer Ken Hildebrandt, Personnel Director Jane Mears, Fire Chief Larry
Williams and representatives of the press.
Invocation was given by Reverend John Creech, pastor of Welcome All Baptist
Church followed by the pledge to the flag.
Mayor Bacon recognized political candidates Dorothy Robinson, Superior Court
Judge; Pat Head, Superior Court Judge; Jack Shinall, Cobb County Commission;
and Joe Lee Thompson, Cobb County Commission.
CITIZENS INPUT•
Police Chief Stan Hook presented plaques of appreciation to Reverend Allen
Fawcett, Reverend Don Berry and Reverend Mike Lenham from In His Word
Ministry, for providing weekly church services at the Smyrna jail for the
prisoners.
PUBLIC HEARINGS•
(A) Privilege license - beer and wine pouring - R.D. Berg, Inc., 3065 South
Cobb Drive
Bob Thomson stated that Richard Berg is applying for a new license at 3065
South Cobb Drive, to serve beer and wine. This location was formerly a Burger
King, but closed in 1991. Mr. Berg will be the owner/agent and has lived in
Cobb County for 10 years. There was no opposition from the audience.
Mr. Berg stated this will be a family style restaurant with a western theme.
Beer and wine will be sold but will comprise no more than 5% to 6% of total
sales. Mr. Berg said he had held previous licenses as Director of Operations
for Concord Food Corporation, d/b/a Fuddruckers. Training for this location
will include a policy of carding everyone who appears to be under 30 years of
age. The restaurant will be called High Plains Grill.
Councilman Hawkins reminded Mr. Berg that there are quarterly reports that
must be filed with the business license department which he would be
responsible for. The police investigation was favorable and Mr. Hawkins made
a motion the license be approved. Bill Scoggins seconded the motion which
carried 7-0.
FORMAL BUSINESS:
(A) Bid opening - resurfacing Tolleson Park tennis courts
Bids were opened, read and recorded as follows:
Crawford Construction Company $8,398
Jack Cramer made a motion the bid be turned over to the Parks Committee for
their recommendation back to full council. Jim Hawkins seconded the motion
which carried 7-0.
(B) Bid opening - 1992 Ford pickup truck
Bids were opened, read and recorded as follows:
Days Chevrolet $11,445.10
Councilman Cramer made a motion the bid be turned over to the Parks Committee
for their recommendation back to full council. Pete Wood seconded the motion
which carried 7-0.
BID AWARDS: Nothing to report.
COMMERCIAL BUILDING PERMITS:
Smyrna Medical building requested a temporary building for a portable mobile
July 20, 1992 meeting - continued
MR imaging trailer at the rear of the building at 3903 South Cobb Drive. The
trailer will stay for 3 days out of the week and then moved to other offices
throughout the county. Wade Lnenicka made a motion the permit be approved,
with once a year renewal required. Bill Scoggins seconded the motion which
carried 7-0.
CONSENT AGENDA:
(A) Approval of July 6, 1992 minutes
(B) Approval to request bids for pickup truck, Community Development
(C) Approval to request bids for water meters
(D) Approval to surplus two fire engines
(E) Approval to install speed bumps on Gober Terrace
Pete Wood made a motion the consent agenda be approved. Bill Scoggins
seconded the motion which carried 7-0.
Jack Cramer read a_proclamation for Parks and Recreation Month in July, to be
presented to the Parks Department.
Mayor Bacon recognized Labor Commissioner candidate Al Scott.
COUNCIL INPUT: John Patrick called on Laurel Best for a report from the
Library.
Ron Newcomb called on Ken Hildebrandt for a report from community Development
who advised that we were recently notified that $600,000 has been allocated
by the State DOT for traffic signal synchronization on South Cobb Drive.
Bill Scoggins called on Chief Larry Williams for a report from the Fire
Department. Chief Williams said we have just been notified that the new fire
truck has been certified by the State to also be used as a rescue vehicle.
Combining the use of the pumper trucks saves about $100,000 per year in
operation cost and is a program that may be implemented in other cities.
Jim Hawkins called on BFI representative John Teasley for a report on the
recycling program. The recycling program went into affect July 6th and
participation in some areas was as high as 87%; much higher than we
originally anticipated. To date, almost 70 tons of recyclable materials has
been picked up and diverted from the landfills.
Councilman Hawkins called on Vic Broyles for a report from his department.
Mr. Broyles reminded the citizens that when they have trees cut down they
should also have the tree service remove the limbs and debris. In some cases
we are clearing yards and hauling 6 to 7 loads to the dump which costs the
City $28 per load. Mr. Hawkins said the yard waste and household items
contribute to the cost of providing service and asked that the citizens help
us in reducing the large pickups we have always provided.
Councilman Jack Cramer gave a report from the Parks and Recreation
Department. Mr. Cramer also reported that he soon would be having community
meetings in his ward beginning in August. The first meeting will be at the
community center and he would continue to have those quarterly.
Councilman Lnenicka called on Stan Hook for a report from the Police
Department. Mr. Lnenicka commended officer D. W. Carlson for a recent letter
he received from a citizen for some assistance that he provided them; also we
received a letter from Glock, Inc. commending Randy Dobson for a presentation
on drug abuse. A letter was also received from a Bank Street resident
commending Officer William Hegwood for assistance he provided. A letter from
an attorney in Savannah was received expressing appreciation to Officers
Harvey and Hammond for assistance provided him while traveling through the
area.
Mr. Lnenicka also thanked Ken Hildebrandt for obtaining the synchronization
of signals on South Cobb Drive which will give us more efficient utilization
of the roads through improved traffic flow.
Councilman Pete Wood thanked the people of Ward 7 for their cooperation and
attitude about recycling. We have had some calls about volume of trash and
garbage and we are dealing with those individual problems as they arise.
Mayor Bacon reminded everyone of the Primary Election tomorrow.
