John Steely said each year the City sponsors two girl's softball teams, the Smyrna
Kiwanis and Jonquil City Kiwanis. The sponsorship fee is $150 per team, and John
made a motion funds be approved to sponsor these two teams for the 1981 season.
Jack Shinall seconded the motion which carried by a 7-0 vote.
John said the Parks Department will begin their afternoon movie program again,
with one on April 14th and another on April 16th, beginning at 1:00 p.m.
John expressed appreciation on behalf of himself and the Parks and Recreation
Commission to Wit Carson and the other county commissioners for the 250 feet of
pipe being put in at Jonquil Park.
John said the Cystic Fibrosis Foundation would have their tennis tournament
beginning April loth.

April 7, 1981
A special called meeting of Mayor and Council was held April 7, 1981 in the Mayor's
office at City Hall for the purpose of awarding bids opened April 6, 1981 for
four (4) police cars. Mayor Johnson called the meeting to order at 5:30 o'clock
p.m. All Councilmen were present except Jim Tolleson.
Elbert Coalson stated the Police Committee had recommended that only Wade Ford and
Cody Chevrolet, the winner of the State contract, be considered. Wade Ford's bid
for four (4) LTD police package cars was $7,976.69 each. Cody Chevrolet's bid
for four Chevrolet police package vehicles was $7,708.00 each. Mr. Coalson said
he would like to buy from Wade Ford but it would cost the City an additional
$1,074.36. It was brought out that Wade Ford was the only large dealer in the
City, they pay taxes, and that we should deal with them.
After further discussion Elbert Coalson made a motion the bid be awarded to Wade
Ford for a total cost of $31,906.36. Jack Shinall seconded the motion which carried
by a 6-0 vote.

April 20, 1981
The regular scheduled meeting of Mayor and Council was held April 20, 1981 at Smyrna
City Hall. The meeting was called to order by presiding officer Mayor Frank Johnson.
All Council members were present except for Jim Tolleson who was out of town. —Also
present was City Attorney Charles E.-Camp, City Clerk Willouise Spivey, Police Chief
Everett Little, Assistant Fire Chief Hubert Cochran, Fire Prevention Captain Jim
Tidwell, Parks and Recreation Director Bill Johnston, Water Department Supervisor
Larry Dunn, Building Inspector Dan Steely, Civil Defense Director Jim Farley, and
representatives of the press.
Invocation was given by Councilman John Steely, followed by the pledge to the flag.
Citizens Reports: (1) Sandy Brown, 2551 Spring Drive, read and presented a petition
to Mayor and Council bearing the signatures of 29 residents of the area, opposing
the variance request by Larry Cohran on the agenda for tonight.
(2) Jimmy Henson with Cobb County Parks and Recreation requested a parade permit
for Rhyne Park Recreation Club for Saturday, April 25th from 9:00 a.m. to 11:00
a.m. Jack Shinall made a motion the permit be approved. John Steely seconded the
motion which carried by a 6-0 vote.
Continued - April 20, 1981
(3) Richard Thomas, 3119 Highland Drive, complained of sewage in the creek which
runs through his front yard. Mr. Thomas said he had come to council with this
same problem approximately one year ago, and the problem still exists. The City
has been expedient in handling repairs when the problem arises and Mr. Tolleson and
the City Engineer have told him they have been working with the county for assist-
ance. Mrs. Melanie Colley, another Highland Drive resident said she had called
the county today and was informed -they had no plans to do any work in that area.
Mayor Johnson said he would arrange a meeting with Commissioner Carson and Bob
Sutton to see if they couldn't reach a solution in the next few days.
Variance request: Larry Cohran, 2569 Spring Drive, requested a.variance on the
side line distance requirement to build a garage. This request was continued from
the last meeting and -Mayor Johnson said that in view of the fact we are in litigation
with Mr. Cohran, with a court date set for April 21, 1981, he would like to have
a motion that this be further tabled until the outcome of the court proceedings.
Jim Hawkins made a motion the request be tabled pending the outcome of the liti-
gation. John Steely seconded the motion which carried by a 6-0 vote. Mr. Cohran
said the litigation was pending 2 weeks ago when he came before council and wanted
to know why he was not informed then that the request would be tabled pending the
court's decision. Attorney Camp said he did not know the suit was pending at that
time; he had no knowledge or notice of it.
Elbert Coalson read a letter from Smyrna Girls Softball Association requesting a
parade permit for their opening day ceremonies on May 2nd. Elbert Coalson made a
motion the permit be approved. John Steely seconded the motion which carried by
a 6-0 vote.
Committee Reports: (Parks) John Steely reminded everyone of the Arts & Crafts
Festival this weekend beginning at 10:00 a.m. on Saturday.
(Police) Elbert Coalson said he had to appear before the Grand Jury last week
concerning our Police Department and we received a good report except for two
things. One is the painting in the courtroom and another is the lighting in the
women's cell. They recommended the courtroom be painted and the ladies cell be
equipped with a brighter light, and Elbert made a motion these findings be corrected.
Mayor Johnson suggested we contact several painting contractors and have sealed
bids ready for the next meeting.
Elbert Coalson said at a previous meeting it was approved to install larger water
lines to Welcome All Baptist Church and asked why this work had not been started.
Jack Shinall said after it had been voted on, Jim David contacted him and informed
him that there were 3 employees from the Water Department in the hospital. They
hope to get the job underway by the end of this month.
(Civil Defense) Elbert Coalson said the Civil Defense and Disaster Relief Depart-
ment has been changed to Emergency Management and Disaster Relief and this name _
change should be amended in our Code of Ordinances. Jim Farley said the name
change would make us consistent with other Federal and State organizations. Mayor
Johnson said the printing would be costly, just to change the name of Civil Defense,
and wondered if it would be worthwhile. Elbert Coalson made a motion this ordinance
change be approved, seconded by Jack Shinall. Vote on the motion carried 6-0.
Attorney Camp said he had not received a copy of it, and wanted to go on record as
having not seen the proposed change.
John Steely said that Jim Tolleson was involved in a law suit and made a motion that
Attorney Camp be authorized to represent him, as it is a case relating to city
business. Jim Hawkins seconded the motion which carried by a 6-0 vote.
(Water) Jack Shinall said at the last meeting we approved operating procedures
which were presented by our auditor. Included in the procedures were some recommen-
dations for our water billing department, one being that we interface our cash
collection system for the entire city. This would include parks and recreation,
water, permits, etc., directly through a cash computer system, placed in the cash
collections department. In last year's budget the water department had $25,000
approved for a sewer jet machine which is not economically feasible for us to
purchase at this time. This system can be interfaced for approximately $4000 to
$5000, and Jack made a motion that we request proposals for this system to be
presented at the next council meeting. Max Bacon seconded the motion which carried
by a 6-0 vote.
