The Downtown Smyrna Development Authority met October 26, 1989 at Smyrna
City Hall.
Those present were all members of City Council and all members of the
DSDA. Also present was City Attorney Charles Camp, Ed Wall from Lex Jolley
and Associates, members of the Sizemore Floyd Architectural firm and a
representative of the press.
The purpose of the meeting was to inform everyone of the tentative plans
developed for Phase II of the Downtown Revitalization Master Plan.
City Administrator John Patterson explained that tax millage was used as
an indicator for financing this development simply because he thought it
was the best indicator.
Jeff Floyd of Sizemore Floyd distributed a booklet prepared by their firm.
Attorney Camp asked Mr. Patterson if all the property shown in the booklet
had already been purchased by the City and the answer was that it had not.
Attorney Camp then stated that in that case, this could not be an open
meeting, as it could jeopardize future purchases. The representative of
the press was then asked to leave.
Since Mayor and Council, the City Attorney nor the DSDA members had not
previously seen or approved the plan and booklet handed out by the
architects, it was deemed premature and they were returned to the firm to
be destroyed.
Ed Wall of Lex Jolley and Associates stated the bond rating for Phase I
was good.
There was discussion on which properties had already been purchased, what
condemnations had been filed and which properties were being negotiated.
With no further business, meeting adjourned.
