Purpose of the meeting was to orally interview persons who took the written examination for promotion to Fire Engineer in the Smyrna Fire Department. The following firemen were interviewed: George E. Cordle John T. Vann, Sr. Stephen W. Douglas Jack A. Collins Ronald W. Towe James V. Doss William R. Hellard David E. McKinzey James A. Taylor James A. Purpose of meeting was to grade examination papers of the firemen who took the examination for promotion to Fire Engineer. The following names were selected for oral interview to be held on Thursday, April 27, 1978: George E. Cordle John T. Vann, Sr. Stephen W. Douglas Jack A. Collins Ronald W. Towe James V. Doss William R. Hellard David E. McKinzey James A. Taylor These firemen were to be notified by Chief Atkinson to report on the above date for the oral interview. No further business, meeting adjourned at 2:00 p.m. ROY TREE RAY BROOK SMYRNA CIVIL SERVICE BOARD APRIL 24. 1978 The Smyrna Civil Service Board met in special session, April 24, 1978, 5:00 p.m., Smyrna City Hall. All members were present. Purpose of the meeting was to give a written examination for -promotion of fireman to Fire Engineer. The following firemen reported to take the examination: Raymond P. Purpose of the meeting was to meet with the Chiefs of the Police and Fire Departments. Nothing of any importance was brought to the attention of the Civil Service Board. MAYNARD, CLERK SMYRNA CIVIL SERVICE BOARD APRIL 12, 1978 The Smyrna Civil Service Board met in special session at Smyrna City Hall on April 12, 1978, 8:00 a.m. All members were present. Purpose of the meeting was to discuss with Chief Don Atkinson the promotion of Fire Engineer to Lieutenant in the Fire Prevention Bureau. This was brought about by a disagreement between the chief's recommendation for promotion.and the selection made by the Civil Service Baord. After considering the results of the written examinations, oral inter- views and discussion with Chief Don Atkinson, Jamed,D. Ruffner was promoted to Lieutenant. Lieutenant Marion E. Whitener came before the Civil Service Board to discuss some complaints he has made against an employee of the Smyrna Fire Department. Lt. Whitener was advised that he should take his complaint to the Fire Committee of the Smyrna City Council. No further business, meeting adjourned at 9:30 a.m. C. Purpose of the meeting was to orally interview Stephen H. Grady and James D. Ruffner, who took the examination on April 5, 1978 for promotion to Lieutenant in the Smyrna Fire Prevention Bureau. After considering the results of the examination and oral interviews it was decided that it would be necessary to further consult with Chief Don Atkinson, before making the final decision as to who would be promoted. MAYNARD, CLERK SMYRNA CIVIL SERVICE BOARD APRIL 4, 1978 The Smyrna Civil Service Board met in special session at City Hall, April 4, 1978 at 6:30 p.m. All board members were present. Also present was Fire Chief Don Atkinson, Assistant Fire Chief Hubert Cochran, Councilmen Jack Shinall, Jim Hawkins and Bill Darby, and Fire Marshal C. J. Sanford. Purpose of this meeting was to discuss some grievances pertaining to the examination for promotion to Lieutenant in the Fire Prevention Bureau, scheduled to be given on April 5, 1978. Councilman Jim Hawkins did not fully understand how the Civil Service Board operated and to what extent the Civil Service Board authority pertained to the Fire Department. These matters were discussed and fully explained to Councilman Hawkins. Councilman Hawkins stated that he had a better understanding of the duties of the Civil Service Board, and would be so guided in the future. MAYNARD, CLERK SMYRNA CIVIL SERVICE BOARD MARCH 17, 1978 The Smyrna Civil Service Board met in special session on March 17, 1978 at 11:45 a.m., Smyrna City Hall. All Board members were present. Purpose of this meeting was to set an examination date for a new opening in the Fire Prevention Bureau for the position.of Lieutenant/Investigator. April 5, 1978 was the date selected for said examination, with oral interviews to be held on April 6, 1978. Examination and oral interviews to be given at 5:00 p.m. on the respective dates. Due to circumstances, the Civil Service Board waived the 2-year requirement of service as an Engineer, as stated in the Guide- lines, to include all Engineers with time in grade as of October 10, 1976. Ray Brooks accepted the appointment and was duly sworn in by Smyrna City Attorney Chuck Camp. Mr. Brooks appointment became effective January 6, 1978 and expires July 28, 1979. These allegations and Motion of Mandamus was filed by and through Attorney Dennis Craig O'Brien, Marietta, Georgia, who claims to represent the above named Union of the Smyrna Fire Department. The Smyrna City Attorney Mr. Charles E. This review was to determine if the files maintained by the Civil Service Board were complter and current. It was determined that certain documents were in the Fire Departments files that should be in the Cival Service Board files. Chief Atkinson and Assistant Chief Cochran agreed to go through their files and return to the Civil Service Board documents in question. Assistant Fire Chief Hubert Cochran appeared in place of Don Atkinson, who was on vacation. Questions raised by Hubert Cochran made it necessary to contact Chief Atkinson to meet with the Civil Service Board on October 25, 1977 at 5:30 p.m. Chief Little did not appear for the meeting nor did he designate anyone to meet with the Board in his place.
