The regular scheduled meeting of the Urban Design Commission (UDC) was held on
July 19, 2001. The meeting was called to order by Chairman Max Bacon at 7:00 pm.
Those in attendance were members of the UDC, representatives from the Village Market
Development Team, concerned residents and City Staff (see attached sign -in list).
The only order of business was an Application for Certificate of Approval from the UDC
for the Village Market. Mayor Bacon made opening remarks related to the overall nature
of the mixed used development being considered for approval. Mayor Bacon indicated
the plan was the result of a collaborate effort of elected officials, the DDA Task Force,
residents and Staff.
G.K. Johnson made a brief presentation on behalf of the development team. According
to Mr. Johnson, the key to the success of the mixed -use development is the creation of a
project with a high occupancy rate and retail traffic. To achieve these goals, the
proposed development includes attractive buildings with a defined entry point and sense
of place. Mr. Johnson also stressed the development would be pedestrian -friendly.
Some components of the project detailed by Mr. Johnson included: 1" floor retail with
front -door deliveries, provision for the maintenance of public right-of-ways, outdoor
vendor spaces, signage control and attractive landscaping. Mr. Johnson stated the
plans as presented are consistent with the Urban Design Guidelines with the exception
of thirteen modifications (see attached). Approval was requested by Mr. Johnson of the
development with the thirteen modifications.
In response to the thirteen modifications, G.K. indicated the requested roof pitch of 3:12
should have read 6:12. He stated he would check with the architect and determine
correct roof pitch before the August 6, 2001 Council Meeting. Mr. Johnson also
indicated the type of roof shingle used would be high -quality and similar to the ones
used by Wieland Homes at Old Ivy Development. Without further comment, the
development was unanimously recommended for approval.
