Mayor Bacon called the meeting to order.
Mike Sizemore asked if he could provide a brief overview of some of the issues and
concerns that the Committee shared during its review.
Mike Sizemore presented a brief slide presentation showing the positive and negative
effects of sidewalks, parking, landscaping and signage. There was a brief discussion.
• Post Landscaping Headquarters Project
Mayor Bacon asked Bill Lincicome to show plans for the Post Landscaping
Headquarters project. After going over the building and site plans, Mike Sizemore
presented review comments by himself, Robin Broyles, Community Development
Department, and Howard Smith, City Administrator. After a discussion of these
suggestions and some agreed upon modifications of his plans, it was agreed that certain
aspects of the plan could be revised to accommodate Architectural Design concerns of
the downtown.
Mike Sizemore moved and Hubert Black seconded the motion to approve the Post
Landscaping Headquarters project building and site plans with the following
stipulations:
Site Circulation:
The entry will have pavers across it from the curb to 15 feet back to enable the future
city sidewalk to cross it.
Site Landscaping:
1. A landscape plan will be submitted identifying the plants and plant sizes shown
along Atlanta Road that will block the view of their buildings parking lot year
around.
2. Treed landscaping will be along both sides of the entry drive.
3. Trees shown on landscape plan will be 4 to 5 inch caliper according to Post.
4. Post will maintain grass coverage on the areas shown. There will not be exposed
dirt.
Building:
1. Post will never have rust on the buildings or it will be a violation of the building
code. All metal will be painted.
2. The new colors will be reviewed on the site by the City (as a suggestion, a
driftwood gray may be more successful than the green).
3. The entry wall behind the colonnade should be considered for brick or stucco rather
than metal.
4. Extruded plastic will be used in lieu of KALWAL at the clerestory
Future Office Building:
Any future new construction will be built according to the Design guidelines for the
Village Green area.
Motion to approve the plans with the above stipulations was approved unanimously.
Mayor Bacon thanked Bill Lincicome and Post for their time and investment in Smyrna.
• CVS Pharmacy
Mayor Bacon invited Steve Harper to present his building and site plans for the
proposed CVS building on the corner of Concord and Spring Road. After reviewing
his plans with the committee, Mike Sizemore presented suggestions prepared by Robin
Broyles, Howard Smith and himself when they reviewed the plans earlier. A discussion
and question and answer session followed that addressed how to make the CVS building
more compatible with the Architectural Design Guidelines of the downtown.
Mr. Harper indicated they would review the suggested recommendations and bring the
revised plans back as soon as possible (see attachment). Signage was not addressed
during this meeting.
Suggestions:
Site Circulation:
Because sidewalks are becoming increasingly used with new development, and because
more seniors' developments will be increasingly using the sidewalks to access CVS, it
is in everyone's interest to make them safe.
1. They are to be moved approximately 10 feet in from the street curb with a 5 feet
wide standard sidewalk to 15 feet from the curb.
2. Street trees, pavers, and acorn lights should be installed as per Design Guidelines.
Utilities should go below grade. The City offered to assist and coordinate this
effort.
3. CVS should provide a combination of (a) screen wall (b) hedge or thick plantings
(c) recessed parking level (d) berm to total four feet of screening at the parking lot
as per Design Guidelines.
4. Pavers should extend across the drivers and 15 feet in to provide for pedestrians
crossing them.
5. Pavers should be on the walk under the overhang at the front door.
Building:
1. Metal sloped roofs and the Smyrna brick provide a visible affiliation of CVS with
the Smyrna Community and a sense of visual harmony with them and are requested
on the pyramid -shaped roof and the mansard roof edge. Particularly note the
requirement to hide the rooftop equipment from view.
2. Design Guidelines requires walls to be broken up every 20 feet by (a) windows (like
CVS used at Vinings and the Brookwood Hills on Peachtree) (B) changes in wall
plane (c) trees and landscaping.
3. The brick walls are preferred.
Signage:
Signs should be substantially reduced in size and follow the Design Guidelines
(although they could be lighted by projected PAR lamps instead of lower costs of
construction and operation). It was noted that there are no competing signs anywhere
near this facility.
Mayor Bacon thanked Steve Harper for coming to the meeting and indicated the City of
Smyrna looks forward to working with him on this project.
Motion to adjourn by Harold Smith, seconded by Jim Pitts. Motion was approved
unanimously.

Comments for Proposed CVS Pharmacy Located at Concord Road and
Atlanta Road.
Provide a 10, buffer planted strip between curb and sidewalk.
Side walk to be 5' wide with a 2' "Holland Stone" band at 12' on
center. Cross walk at intersection to be "Holland Stone" strips
12' long and 2' wide.
Provide at least a 4' wide planted screen or wall 4' high
fronting the streets. In this strip, plant street trees 4"
minimum caliper "Overhead Canopy" category as described in design
guidelines. Species as described on Page 41. Spacing of 40'
both streets.
All lights to be acorn style under 12, high to match those on
King Street.
Utility lines to be below ground.
Wall signs shall be wood or have the appearance of wood and shall
be externally lit. One (1) sign per road frontage, maximum size
shall be 1/10th the square footage of building face.
One (1) free standing sign shall be permitted provided that:
Sign is only 8' in height.
Sign is maximum 32 square feet.
Sign is indirectly lit.
Sign is monument style.
Materials shall be in accordance with building materials
and design allowed in the ADD-1 District.
