08-06-1996 Regular MeetingAugust 6. 1996 The Downtown Smyrna Development Authority met August 6, 1996 at the Community Center Conference Room. The meeting was called to order at 7:00 p.m. by presiding officer Chairman A. Max Bacon. In attendance for the meeting was: Hubert Black C. J. Fouts Jim Pitts Steve Shupert Doug Stoner Jimmy Wilson Also present was City Attorney Charles E. Camp, City Clerk Melinda Dameron, Building Inspector Scott Stokes, Council members Wade Lnenicka and Charlene Capilouto, Bruce Brooks with Thomas Enterprises, David Knight and Keith Davidson with Knight -Davidson Properties. Mayor Bacon stated the purpose of the meeting was to officially approve plans for the Knight - Davidson and Stan Thomas developments. The concept for both developments was approved at previous DDA meetings but the purpose tonight is to review the plans and if acceptable, to issue the Certificate of Approval in conformance with the Architectural Guideline Design District Ordinance. Scott Stokes presented plans of the Stan Thomas development, now under construction. Bruce Brooks with Thomas Enterprises stated the Building Inspector had actually approved the plans in April 1995 but at the time his company did not realize that they were also to bring the plans back to the DDA for approval. Because of that there are several items in the design guidelines that are not incorporated into their building plans. Mr. Brooks said they are working with Sizemore Floyd and to the best of their ability will comply with their recommendations. There is no front and back of the building because it was designed to be aesthetically pleasing from Village Green Circle and Atlanta Road. Because of the elevation change and lack of parking on Village Green Circle, store fronts on the Village Green are not feasible. However, the second building in their development will be on King Street, facing Bank Street and they should be able to incorporate the concepts (i.e., store front awnings) from the architectural guidelines in that building. The building now under construction is over 20,000 square foot and Thomas Enterprise will occupy the top floor and are presently negotiating leases with Ernies Steak House, a dry cleaning franchise and another restaurant/sandwich shop. Mr. Brooks said that Thomas Enterprise has an option to purchase the City Hall property and they plan to exercise that option within the next 90 days because they also have a drug store interested in that site. Steve Shupert made a motion the plans for Thomas Enterprises be approved seconded by Hubert Black. Vote on the motion was unanimous. Mr. Brooks stated his company would continue to work with the architect and comply to the best of their ability with their recommendations for this building. David Knight with Knight -Davidson presented their plans for development of 18 single family homes on Hamby/Bank Streets, behind the Smyrna Library. Mr. Knight said that brick and siding samples had been sent to Mike Sizemore for approval. Prices will range from $129,900 to $150,000 with models ready by the end of September. Mr. Knight said this development will include extension of the brick sidewalks fronting their homes and suggested that the City consider 5 foot sidewalks instead of 10 feet which would reduce the yard area and also might require that they remove two large trees. Scott Stokes said he thought there was sufficient room for 10 foot sidewalks without removing the trees. Hubert Black made a motion the Knight Davidson plans be approved. Doug Stoner seconded the motion which was approved unanimously. With no further business meeting adjourned at 7:35 p.m.
