The Smyrna DDA meeting was called to order by Mayor Max Bacon on June 15, 1998 at 6:36
p.m.. Those present were Howard Smith, C. J. Fouts, Steve Shupert, Jim Pitts, Willouise Spivey,
Hubert Black, Doug Stoner, Jimmy Wilson, Chuck Camp, Wade Lnenicka, Scott Stokes, Tim
Carter and Leslie Carter.
The first order of business was to approve a proposed reader board sign at the N.W. corner of
Concord Road and Atlanta Road. CVS has proposed to donate this monument sign for the City's
use. The DDA considered the limited sign/copy area due to the architectural design guidelines,
the limited size of letters for the sign and how the City would allocate usage of the sign. The
DDA decided the sign would not serve the purpose for which it was intended due to the
restrictions and therefore disapproved a sign at the location.
The second order of business was an application made by Jimmy's Automotive at 2975 Atlanta
Road to extend their parking area toward their back property line, install privacy fencing around
their rear parking and to paint their building. Tim and Leslie Carter were present and explained
exactly what they wanted to do to the property. The DDA expressed concerns with the location
of the fence on the property and the necessity of the fence. Mr. Carter explained the fence would
serve two purposes, security due to the recent theft they have experienced and to enhance the
aesthetic appearance of his business. The DDA also questioned the amount of spaces provided
and location of spaces for public parking. Mr. Carter indicated all cars outside at the end of each
business day would be in the garage or parked within the fenced rear parking area. The only cars
that may appear out front would be ones that are dropped off for repair after business hours.
It was discussed that the fence does not meet the intent of the architectural design guidelines but
with landscaping to break the wall of the fence, concessions may be made. Landscaping will be
discussed with Ann Kirk for the perimeter of the fence and the color of the fence and building will
be discussed with Mike Sizemore. This item was tabled until the next DDA meeting in order for
landscaping and color samples to be received. It was discussed to postpone Mr. Carters court
date if necessary if the next DDA meeting falls after such date.
The meeting was adjourned at 7:15 p.m..
