06-08-1994 Regular MeetingJune 8. 1994 The Downtown Smyrna Development Authority met June 8, 1994 at the Smyrna Community Center, following adjournment of the joint meeting with the Downtown Development Task Force. Present was: Hubert Black Absent: Willouise Spivey C. J. Fouts Steve Shupert Jim Pitts Doug Stoner Jimmy Wilson Also present was Chairman A. Max Bacon, City Administrator Bob Thomson, City Clerk Melinda Dameron, City Attorney Charles E. Camp, City Council members Bill Scoggins, Jim Hawkins, John Patrick, Ron Newcomb, Wade Lnenicka and Pete Wood. Mayor Bacon presented preliminary plans of the proposed development in the downtown area by Doug Gargess. Based on the recommendation of Parks Director Steve Ciaccio, a motion was made by C. J. Fouts and seconded by Jimmy Wilson to donate the weight equipment in the Community Center to the Fire Department. Motion carried unanimously. Ron Newcomb presented a proposal from the Community Development Committee to extend the ADD1 district as identified in the Smyrna Architectural Design Guideline, to encompass the area now identified as ADD2. The proposed revised ADD1 district will extend on Atlanta Road from Spring Road to Windy Hill Road, and also along the east side of the railroad tracks. Jim Hawkins said he was not comfortable with extending ADD1 to Belmont Hills because any renovations would then require that they fully comply and he thought it would be a hardship for them to do so. Pete Wood said he would also like to end the ADD1 district at Fleming Street, to exclude the Belmont Hills Shopping Center. Chuck Camp also recommended that we not eliminate the ADD2 district, because it serves as a good transitional area. Agreed that the Community Development committee would prepare a recommendation to present back to the Downtown Development Authority members for their approval, prior to a public hearing and approval by Council. With no further business, meeting adjourned at 8:45 p.m.
