03-12-1976 Special MeetingSMYRNA CIVIL SERVICE BOARD MARCH 12, 1976 The Civil Service Board held a special meeting at Smyrna City Hall March 12, 1976. The following members were present; Frank Johnson, Winston Burger, Roy Free. Also present was Robert Burchfield, Clerk, Bill Darby, Councilman Ward 2, and Rem Bennett, Councilman Ward 7. The meeting was called to order by Chairman Frank Johnson at 11:00 A.M. The purpose of this meeting was to discuss and set up qualifications and dates to give the test for the position of Chief of Police. The decision was as follows:, REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Comprehensive knowledge of police administration and of police methods; thorough knowledge of scientific methods of crime detection, criminal identification and radio communication; good knowledge of controlling laws and ordinances= demonstrated ability to maintain cooperative relationships with other governmental officials and with the general public; resourcefulness and sound judgment in emergencies; demonstrated integrity; tact; and physical condition. DESIRABLE EXPERIENCE AND TRAINING: Extensive successful experience above the level of a police officer, some of which shall have been in a responsi- ble supervisory position and completion of a standard high school course with training at a state or national police training shhool or college graduation highly desirable; and NECESSARY SPECIAL REQUIREMENTS: Georgia Law 92A-2108, as amended, requires that any person employed in any of the police service classifications; (a) be at least 18 years old;(b) be a citizen of the United States; (c) have a=high school diploma or its recognized equivalent; (d) not have been convicted, by any state or by the federal government, of any crime, the punishment for which could have been imprisonment in a Federal or State prison or institution; nor shall he have been convicted of sufficient misdemeanors to establish a pattern of disregard for the law; (e) be fingerprinted and a search made of local , State and National fingerprint files to disclose any criminal record; (f) possess good moral character as determined by investigation under procedures established pursuant to the Act; (g)have an oral inverview with the hiring authority or his representative(s) to determine such things as applicant's appearance, background and ability to communicate; (h) be found, after examination by a licensed physician or surgeon, to be free from any physical, emotional, or mental conditions which might adversely affect his exercising the powers or duties of a peace officer. Intrested applicants are required to contact the office of the Civil Service Board, at City Hall, for information and filing of applications or sesumes prior to the examination date.
