The scheduled meeting of the City of Smyrna Planning Commission was held at
City Hall, September 29, 1975 and called to order at 6:00 o'clock'P. M.

BILLY ASKEA
The first order of business to come before the Planning Commission
was that of Billy Askea, Spring Street property, request to change
zoning from F. C. to G. C. . Property being described as follows:
All that tract or parcel of land lying and being in land
Lot 666 of the 17th District, 2nd Section, Cobb County,
Georgia and being more particularly described as follows:
BEGINNING at a point located on the South right-of-way line
of Spring Road, said beginning point being located 615 feet
West of the intersection formed by the East line of Land Lot
666 and the South right-of-way line of Spring Road as
measured along the said South right-of-way line of Spring Road;
thence running South 2 degrees 12 minutes 13 seconds West for
a distance of 186.47 feet to a point; thence running North
88 degree's 32 minutes 40 seconds West for a distance of 100.0
feet to a point; thence running South 3 degrees 07 minutes
52 seconds West for a,distance of 101.50 feet to a point; thence
running south 88 degrees 24 minutes 05 seconds East for a distance
of 200.0 feet to a point located on the West right-of-way line
of Elmwood Drive; thence running South 3 degrees 14 minutes 55 seconds
West along,said westerly right-of-way line of Elmwood Drive
for a distance of 96.9 feet to a point; thence running North 88
Degrees 09 minutes 05 seconds West for a distance of 299.82
feet to a point; thence running North 02 degrees 58 minutes
00 seconds East for a distance of 360.84 feet to a point
located on the South right-of-way line of Spring Road; thence
running North 85 degrees 00 minutes East along the said south
right-of-way line of Spring Road for a distance of 200.0 feet
to the point of beginning.
Billy Askea, Eddie Davis and Chuck West were present. Eddie Davis of
Davis and Associates spoke for the owner. Mr. Davis explained that
Mr. West was planning to purchase the portion of property that fronts
on Spring St. -to build his printing office which will' be moving from
U. S. 41 and Hargrove Road (Three Penny Press). Mr. Davis also stated that
Mr. Askea was planning to locate his Electrical Business on the
portion of property that fronts on Elmwood Dr. and he plans to donate
the required amount of property to widen said street. After some
discussion Al Brooke made a motion recommend to Mayor and Council
they approve the rezoning of this property from F. C. to G,C. with
a requirement that land be donated to widen Elmwood Dr. Vote on

the motion was three for and one abstained.
DAVID CROWSON
The second order of business to come before the Planning Commission
was that of David Crowson, Pat Mell Road property. Request to rezone
from R-20 to RAD-R. Property being described as follows:
All that tract or parcel of land lying and being in Land
Lot 421, 1.7th District, 2nd Section,. Cobb County, -Georgia
and being more particularly described as f911ows:
BEGINNING at the intersection formed by the North right-of-
way line of Pat Mell Road and the West Lot Line of Land
Lot 421; thence running North 1 Degree 05 Minutes West along
the said West Lot line of Land Lot 421 for a Distance of
378.5 feet to a point; thence running South 89 Degrees
33 Minutes east for a distance of 87.8 feet to a- point;
thence running North 89 Degrees 31 Minutes East for a distance
of 75.1 feet to a point; thence running North 89 Degrees
36 Minutes East for a distance of 393.6 feet to a point;
thence -running South O.Degrees 36 Minutes East for a distance
of 346.6 feet to a point .located on the North right-of-way
line of Pat Mell Road; thence running-South.88 Degrees
11 Minutes West along the aforementioned North right-of-way
line of Pat Mell Road for a distance.of 99.4 feet to a
point; thence running South 86 Degrees 03 Minutes West and
continueing along said North right-of-way line of Pat Mel.1
Road for a distance of 454.1 feet to the point of beginning:
Mr. and Mrs. Crowson were both present. -Mr. Crowson stated their
plans were to build a small duplex subdivision with 8 or 9
buildings which would contain approximately. 18 housing units. He
also stated that they wanted to live in one unit, and at first
rent the other units. In the future he said they would like to -
sale these units. After some discussion Chuck Camp made a motion
to recommend to Mayor and Council this be approved under RAD-R and
that the new Section of the Zoning Ordinance be promulgated and
instituted under 704-A and that both actions be instituted by
Mayor and Council simultaneously to provide for this type zoning
and to promote the same. Vote on the motion was unanimous.
After discussion by the Zoning Commission and to provide a provision
for the above zoning request,the following is submitted: Request
Mayor and Council approval of the following change in the Zoning
Ordinance of the City of Smyrna, Georgia as inacted on the 1st day
of March 1974.

Amend Article VII, Use Provisions,
Section 704 - To add a new section .7.04-A to read as follows:
Section 704-A- RAD-R, Two -Family Residential Attached and/or Detached
The intent of this Section, in establishing the RAD-R District, is to
promote the development of Two-family, Non -owner or owner -occupied
attached and/or detached dwelling units at a low -medium density.
Within any RAD-R Residential District, the following uses shall be permited:
704.1 All uses permitted in the R-15 Residential District and
subject to the same conditions,
704.2 Two-family attached dwellings.
704.3 Single-family Attached Subdivision in accordance with
the provisions of Article X, Section 1013.
