05-24-1976 Regular Meeting48 MAY 24 ,197 6 THOSE PRESENT AL BROOK, CHAIRMAN JACK STRICKLAND ALLEN POTTER SAM OWENS JACK MILES ANITA GREATHOUSE- THOSE ABSENT TOM CORSO The scheduled -meeting -of the City of.Smyrna Planning:Commission was held at City Hall, May 24, 1976, and called to order at 5:30 o'clock P.M. by Chairman, Al Brooke, Also present was Jerry Mills , Councilman Ward.Ill. STERLING G. BOWEN The first order of business to come before the Planning Commission was that of Sterling Bowen. Mr. Bowen was present and stated that he wanted to develop an eleven lot subdivision off Concord Road. Mr. Bowen also stated that sewer easments have already been signed and recorded. After some discussion by the Planning Commission Mr. Miles made a motion to approve the preliminary plans. Vote on the motion was unanimous. Otis C. Dobbins The second order of business to come before the Planning Commission was that of Otis C. Dobbins , 1565 Roswell St. Request to change from L. C. to G.C.. Property being described as follows: All that tract or parcel of land lying and being in land 'lot 592 of the 17th District, 2nd Section, Cobb County, Georgia, more particularly described -as follows: BEGINNING at an iron pin located on the north side of Roswell St. in the City of Smyrna, Georgia, 100 feet from the intersection of Roswell Street with a 15 foot alley; and running in a westerly direction along side Roswell Street a distance of 100 feet to an iron pin; running thence in northerly direction a distance of 201 feet to an iron pin on a 15 foot alley; thence running in an easterly direction along said alley a distance of 100 feet to an iron pin at a point and corner; running thence in a southerly direction a distance of 253 feet to the point of beginning. Being bounded on the west side by the McCollum property and on the south by Roswell Street. Also; All that tract or parcel of land lying and beign in Original land lot no. 592, 17th District, 2nd Section , Cobb County, Georgia, and being more particularly described as follows: Beginning at a point on the northwesterly side of Roswell Street or road, which is 200 feet southwesterly from the intersection of said Roswell Road or Street with a 15 foot alley, and running thence north 23 degrees -and 30 minutes west for a distance of 204 feet to the southwesterly side of said alley which runs northeasterly and southwesterly at this point marked by an iron pin; thence south- westerly along said alley a distance of 15 feet to an iron pin; thence south 24 degrees 45 minutes east along other property deeded by James H. Black and Thomas H. Black, Tom J. Hensley for a distance • of 306 feet to the northwesterly side of Roswell.Street; Thence northeasterly along said Roswell Street for a distance of 5 feet to the point of beginning . The above described property is a strip off the east side of the property conveyed by Flora P. McCollum to Paul Hensley on August 19, 1947, and recorded in Deed Book 188, page 300 Cobb County Records. 49 Mr. Dobbins was present. He stated that he wanted to put up a Feed and Seed Store. He also agreed to give extra land for right of way if necessary. After some dis- cussion the board ask him if he would be willing to change his request from G. C. To N. S. and he did agree to do this. Jack Strickland made a motion to have a neighborhood meeting to find out how the neighborhood felt about a zoning change. The vote was unanimous in favor of having the meeting. The meeting will be June 9, 1976 at 7:00 o'clock P. M. at City Hall. After the citizens meeting the board will discuss and make their recommendation to Mayor & Counc it . ROBERT DALE (QUANTUM ELEC. CONT.) The third order of business to come before the Planning Commission was that of Robert Dale, Pres. of Quantum Elec. Cont., Elmwood & Corn Rd.property. Request to Change -from Res. to G. C. . Property being described as follows: All that tract of land lying and being in Land Lot 631 & 666, 17th District and Second Section of Cobb County, Georgia, Being a part of Subdivided Lot Nos. 29, 30 & 31 according to a plat of the East Smyrna Subdivision, made by Gordon Nalley, Engineer, dated June 15, 1940, and recorded in.Plat Book 4, Page 125 Cobb County Recordd, the property being conveyed being more particularly described as follows: Beginning at a point on the North Side of Corn Road where the.same is interesected by the West Side of Elmwood St., such point being the Southeast Corner of Subdivided Lot No. 29; thence running West along the North Side of Corn Road a distance of 180' to a point and corner, thence running North a distance of 200' to a point and corner; thence East a distance of :180' to a point and corner on the West Side of Elmwood Street; thence South along the West Side of Elmwood Street a distance of 200' to the point of beginning. Mr. Dale stated that he wanted to -build a nice office warehouse at this location . This office would be for his Elec. Cont. Business. After some discussion by the board Jack Miles made a motion to recommend to Mayor & Council this property be rezoned from Res. to G. C. and that a varience be granted in the Future Land Use Map from L. I. to G. C. because of the close proxcimity of other commercial development and also Southern Bell which is in close proxcimity to this property, and that the property be developed in accordance with.the plan.submitted.to.us. Vote on the motion was unanimous. Mr. Jerry Mills Councilman of Ward III was present and stated that he had been talking with Jerry Bishop who is a former Minister, He stated that Mr. Bishop was interested in building a nursing home and retirement center somewhere in Smyrna. Some locations they are looking at are between Rhyne Park and South Cobb Dr. and at the corner of Hargrove Rd. and Spring St. . There was some discussion and the board agreed that this was something ueeded:in Smyrna. 10 50 Chairman Al Brooke stated that their was a meeting held at City Hall April 23, 1976 to discuss the preliminary draft of a Housing Code. The Mayor & Council was present and also members of the Planning Commission. The Planning Commission agreed that the City needed a Housing Code. Al Brooke , Chairman had received a letter from Georgia Planning Assoc. Inc. requesting that the City Planning Commission become active members of this organization. After discussion by the board they requested that an open letter be sent to the Mayor & Council requesting that they authorize funds so the Planning Commission can become members of this organization. After careful study of Cherokee Rd. from Ward St. to Old Spring Rd. the Planning Commission recommended that no action be taken to change the Future Land use map from L. C. to G.C. . They agreed it should remain as is and that they would look at the zoning.applications on a case to case basis. The meeting adjourned at 7:45 o'clock P.M.. �- 0 47"T It 0
