The scheduled meeting of the City of Smyrna Planning Commission was
held at City Hall, April 28, 1980, and was called to order at 5:30 P.M.
by Chairman Allen Potter. Also present were W. C. McCoy, Tom Corso,
Bill Wood, Jack Strickland, Billie Stephens, George Griffin, M. E.
Jernigan and Allen Potter. Also present was Secretary Paula Cannon.
The first order of business was a rezoning request by Opal W. Jones
to rezone property located in Land Lot 593 of the 17th District, Smyrna,
Georgia. Mr. Arthur T. Bacon was present to represent Mrs. Jones in
her rezoning request. He requested that the property be rezoned from
R-15 to L. I. (See attached legal & plat of property).
Mr. Bacon stated that he had contacted all the neighbors concerned,
except the Deckers on Whitfield Street, whom he had not been able to
contact. He stated that none had voiced any objections to the rezoning
of the property.
Mr. Bacon presented a proposed sight plan of structures and lay out of
the property, once developed. He stated this was tentative. All
buildings will be masonery. He also said he felt Mrs. Jones would have
no,objections to erecting a fence at the corner of Wright and Walker Streets.
Mr. Bacon said that the property will be developed and sold off as
individual lots.
Mr. Griffin stated that he felt that the property should be rezoned due
to not only the benefit of the tax base of the City, but he also felt
that it would enhance the surrounding area. Many of the homes surrounding
the property are in a slightly less than desirable condition and would
benefit from the rezoning due to the fact that it would increase the
possibility of their property being zoned commercial in the future.
After some discussion as to the land, if rezoned, being compatible to
the surrounding property owners, Jack Strickland made a motion to deny
the rezoning request due to the above reason. The motion to deny was
seconded by W. C. McCoy. The vote to deny the motion carried by four
to three. Voting for the motion was Jack Strickland, W. C. McCoy,
Bill Wood and Billie Stephens. Voting against the motion was Gene
Jernigan, George Griffin and Tom Corso.
With no further business the meeting was adjourned at 6:10 p.m.
