The City of Smyrna Planning Commission held their regularly scheduled
meeting at City Hall on April 23, 1979 and was called to order at 5:30
o'clock P.M. by Chairman Allen Potter. Also present was Tom Corso,
Jack Strickland, Charlie McCoy,Bill Wood, Mr. Jim Hawkins Councilman
for Ward IV and Anita .Mullins.
The first order of business was a request by Harvey Nix to rezone
property located in Land Lot 379 of the 17th District from 0. D. to
L. I. . Property being described as follows:
A11 that tract or parcel of land lying and being in Land
Lot 379, 17th district, 2nd Section, Cobb County, Georgia
and being more particularly described as follows:
BEGINNING at a point on the westerly side of South Cobb
Drive 52.47 feet south of the north line of Lna.d Lot 379
as Treasured along the right of way of South Cobb Drive,
running thence 211.4 feet south 19 degrees, 34 minutes
east along the westerly right of way of South Cobb Drive
to a point and corner, thence 157.91 feet south 83 degrees
39 minutes west, to a point and corner; thence 185.63
feet south, 0 degrees, 30 minutes east to a point and
corner., thence 661.03 feet south, 89 degrees, 12 minutes
west, to a point and. corner; thence, 300 feet north, 2
degrees, 05 minutes west, to a point and corner; thence
400 feet north 88 degrees, 06 minutes east, to a point
and corner.; thence, 100 feet north, 2 degrees, 05 minutes
west to a point and corner, thence, 360.3 feet south,
89 degrees, 44 minutes east to the point of beginning.
Mr. Harvey Nix was present with the prospective buyer Mr. McIntyre.
Mr. McIntyre would like to have a U-Haul truck and trailer rental
with mini warehouses in the future.

Charlie McCoy made a motion to recommend the zoning be approved because
the proposed classification 4_s compatible with the adjacent uses as well
as the Future Land Use Plan. The motion was seconded by Tom Corso, vote
for the motion was 3 to 2. Those voting against the motion were Bill Wood,
and Jack Strickland.
In addition the Commission expressed considerable concern regarding some
of the proposed usage. Specifically the wrecker business and the U-Haul
rental. Such usage can become extremely unsightly and eyesore to the
Community and even hazardous if trailers or wrecked vehicles are left on
the right-of-way or haphazardly around the parking area. It was hoped that
some safeguards, short of "conditional zoning", could be agreed upon to
insure that these concerns aren't realized. This expression of concern
was unanimous among the Commission members.
Finally the Commission wished to point out that a portion of the property
is likely in a flood hazard area and the drainage plan must be carefully
considered when building or use permits are granted.
The second order of business was a request by Donald Plunkett to rezone
property located in Land Lot 412 and 413 fronting on Brown Road, South
Cobb Drive and Concord Rd. from G. C. and 0. I. to G. C. . Property
being described as follows:
All that tract or parcel of land lying and being in Land
lots 412 and 413 of the 17th District and 2nd Section, Cobb
County, Georgia, and more particularly described as follows:
BEGINNING at an iron pin, placed at the point of intersect-
ion of the easterly right of way of South Cobb Drive and the
northerly right of way of Brown Road; running thence north
40 degrees 06 minutes 23 seconds west a distance of 156.52
feet to a point running thence north 36 degrees 56 minutes
30 seconds west a distance of 310.81 feet to an iron pin
found; running thence north 60 degrees 26 minutes 20 seconds
east a distance of 94.22 feet to a nail found running thence
north 57 degrees 10 minutes seven seconds east a distance of
83.38 feet to a nail found; running thence north 25 degrees
22 minutes 17 seconds west a distance of 67.09 feet to an
iron pin placed; running thence north 25 degrees 25 minutes
31 seconds west a distance of 85.67 feet to an iron pin found
running thence north 64 degrees 33 minutes 05 seconds east a
distance of 150.00 feet to an iron pin placed; running north
67 degrees 47 minutes 42 seconds east a distance of 70.00

iron pin placed; running thence north 67 degrees 47 minutes
36 seconds east, a distance of 303.46 feet to an iron pin
placed; running south and southwesterly along the northern
right of way of Brown Road, a distance of 1253.18 feet and
the point of beginning.

Mr. Donald Plunkett was present to discuss his plan. Mr. Plunkett stated
hat the shopping center he proposes will include an A & P grocery store
a Treasury Drug Store and some other small shops. The A & P will contain
approximately 32,000 sq. ft. and the drug store will contain approximately
10 to 12 thousand sq. ft.. Mrs. Porch the principal of Brown Elementary
School was present and asked some questions of Mr. Plunkett. Mrs. Porch
is very concerned with the safety of the children at Brown, because the
majority of the students walk to and from school. After further discussion
by the Commission Mr. Plunkett requested that we table any action until
he could set up a meeting with the people from A & P and the Commission.
There was no action taken.
The third order of business was a request by Neal Littman to rezone
property located in Land Lot 601 and 602 on South Cobb Drive from
R-20 to 0. I. . Property being described as follows:
