The scheduled meeting of the City of Smyrna Planning Commission was
held at City Hall, March 28, 1977 and called to order at 5:30
o'clock P.M. by Chairman, Al Brooke. Also present was Allen Potter,
Sam Owens, Jack Strickland, Richard DeBord, Tom Corso and Anita
Greathouse. Jack Miles, Vice Chairman was absent.
The first order of business was a request from Kerby E. Calloway, to
rezone 1149 Concord Road, from F. C. to RM-10.
All that tract or parcel of land lying and being in Land
Lot 485 of the 17th District, 2nd Section, Cobb County,
Georgia being Lot 11 Block F of the Mary A. Dutton property
as per plat book 8, Page 137, Cobb County Records and more
particularly described as follows:
BEGINNING at a point on the northerly side of Concord Road
80' Westerly from the northwest corner of Concord Road and
Dutton Avenue; running thence westerly along the north side
of Concord Road 76 feet; thence northerly 150 feet; thence
easterly 76' thence southerly 150' to the north side of
Concord Road and the point:. of beginning. Known as 1149
Concord Road according to the present system of numbering
houses in the City of Smyrna, Georgia.
Mr. Williams of King -Williams Realty was present to request this
zoning in behalf of Mr. Calloway. He explained the house had already
been remodeled in order to have this Duplex. After some discussion
Richard DeBord made a motion the Zoning be denied because (1) they are
trying to put Multi -Family in a Single Family Dwelling,in an area that
is Zoned for F.., C. , (2) Front and Back set back lines do not meet the
requirements (3) this RM-10 Zoning does not conform to the Future Land
Use Plan. There was a second by Tom Corso and Vote on the motion was
unanimous. j
The second order of business was a discussion of High -Rise Apartments
for the elderly. Mr. John Schindelar was present to represent Mr. Ed.
Finn of New American Development Corporation who wishes to construct this
High -Rise Building, Mr. Finn was also present. Mr Schindelar stated this would
be a 209 unit facility with 10 floors and the cost would be approximately $5
Million dollars. Mr. Chuck Holmes was also present to show some of the
proposed plans. After some discussion the Commission stated they
would have to draft a High -Rise Residential District -Zoning Classification
in order to allow this building. The Commission also stated they were
infavor of this project and that it was needed.

The third order of business was a discussion of the proposed
changes in the City of Smyrna Zoning Ordinance. Mr. Tim McGarry
of Kidd and Associates was present to discuss these changes.
There being no further business the meeting was adjourned at 807 P.M.
