03-09-1981 Regular MeetingMARCH 9, 1981 The regular scheduled meeting of the Planning and Zoning Board was called to order by Chairman Allen Potter. Those in attendance were M. E. Jernigan, George Griffin, Jack Strickland, Bill Wood, W. C. McCoy, Dan Scoggins and Secretary Paula Cannon. Attorney Jerry Gentry was present representing James 0. and George Nations who'are requesting rezoning on the property they currently r own at the corner of King Springs Road and South Cobb Drive. Mr. Gentry stated that the owners were asking for a General Commercial zoning on the approximate ten (10) acres adjacent to Wade Ford, and R-HR (Residential High Rise) on the remaining 20.182 acres. He stated that there was no planned usage for the requested General Commercial zoning. However, Mr. Gentry did indicate that on the remaining 20.182 acres there are plans for a "total living concept" for the elderly. Mr. Gentry stated that the property for the home for the elderly would be developed by Life Care Communities, which is a non-profit organization. It will be three (3) floors, having a common dining area, maid service, beauty salon, etc. The facility will be fully sprinkled and have a nurse on call at all times. There will be 192 actual living units; with the total square footage being 134,000. There was some discussion as to the effects of zoning a tract of land General Commercial with no planned usage. When asked by Chairman Allen Potter if the Board recommended Future Commercial would it hender the sale or annexation of the property. Mr. Gentry stated that this would be satisfactory. Since it was the unanimous opinion of the members of the Board that a General Commercial zoning with no planned usage would not be advantageous to the City (considering the GC category takes in a wide �l range of possibilities) and that with a Future Commercial zoning allows for the Mayor and Council to govern more closely what is to be constructed on the property.it.was decided to go with the Future Commercial catagory. A motion was made by Jack Strickland and seconded by Dan Scoggins that the approximate 10 acres be rezoned to Future Commercial. Vote on the motion was unanimous. A motion was made by George Griffin and seconded by M. E. Jernigan to rezone the 20.182 acres from R-20 to R-HR. Vote on this motion was unanimous.
