Call to Order
Mayor Derek Norton called to order the November 21, 2022 Mayor and Council Meeting
held at A. Max Bacon City Hall in Council Chambers at 7:00 PM.
1. Invocation and Pledge:
The invocation and Pledge of Allegiance were led by Councilmember Charles Welch.
2. Agenda Changes:
A. 2022-584 Addition of Item I under consent for the approval of the Urban Design
Commission members for 2023
Ward / Citywide
Councilmember Travis Lindley made a motion to approve item 2022-584, agenda
changes to split Item 2022-570 into two items - 2022-570 and 2022-583 - to reflect the
reappointment of the members of the Downtown Development Authority (DDA) and the
members of the Urban Design Commission (UDC) separately, as well as amend the
date on Item 2022-571 to reflect December 31, 2022; seconded by Councilmember
Charles Welch.
The motion to approve carried with the following vote:
Aye: 7 - Councilmember Pickens, Councilmember Hines, Councilmember Lindley,
Councilmember Welch, Councilmember Wilkinson, Mayor Pro Tern /

Councilmember Latonia P. Hines read the following proclamation aloud:
A PROCLAMATION
BY THE MAYOR OF THE CITY OF SMYRNA
National American Indian Heritage Month November 2022
Whereas: the history and culture of our great nation have been significantly influenced
by American Indians and indigenous peoples; and
Whereas: the contributions of American Indians have enhanced the freedom,
prosperity, and greatness of America today; and
Whereas. their customs and traditions are respected and celebrated as part of a rich
legacy throughout the United States; and
Whereas: Native American Awareness Week began in 1976 and recognition was
expanded by Congress and approved by President George Bush in August 1990,
designating the month of November as National American Indian Heritage Month; and
Whereas: in honor of National American Indian Heritage Month, community
celebrations as well as numerous cultural, artistic, educational, and historical activities
have been planned; NOW,
Therefore: 1, Derek Norton, by virtue of the authority vested in me as Mayor of the City
of Smyrna in the State of Georgia do hereby proclaim November as the National
American Indian Heritage Month and urge all citizens to observe this month with
appropriate programs, ceremonies, and activities.
The members in attendance presented to the Mayor and Council a 150th Birthday
painting signed by several members to celebrate and thank the City of Smyrna for
their support.

A. RFQ23-002 Approval to award RFQ 23-002 Storm Drainage Systems Installation,
Repair, and Maintenance to the lowest bidder, Ardito Construction
Company, Inc., (Marietta, Georgia) with GS Construction and K.M. Davis
Contractors as secondary contractors.

The City requested line -item pricing for on -call Storm Drainage Systems Installation,
Repair and Maintenance. Four (4) bids were received, and the total line -item bid
tabulation is attached. The City's intent is to contract with primary and secondary
contractors for installation, repair, and replacement projects. Ardito Construction
Company Inc. is selected as the primary contractor. Based on the line -item pricing GS
Construction and K.M. Davis Contracting Co., Inc. will be secondary contractors.
Councilmember Latonia P. Hines made a motion to approve item RFQ23-002 to award
RFQ23-002, Storm Drainage Systems Installation, Repair, and Maintenance to the

RFP23-008 Approval to award RFP 23-008 for Annual Contract for Concrete Work to
the five contractors that submitted proposals.

Joe Bennett, City Administrator, presented the following background:
The City of Smyrna requested proposals for the annual contract for miscellaneous
on -call concrete work. Five (5) proposals were received on Wednesday, September 7,
2022.
Based on the line -item pricing and proposals we are recommending award to all of the
contractors. Projects will be awarded based on overall cost, availability and
performance.
Councilmember Charles Welch made a motion to approve item RFP23-008 to award
RFP23-008 for the Annual Contract for Concrete Work to the five contractors that
submitted proposals; seconded by Councilmember Glenn Pickens.
The motion to approve carried with the following vote:

of City's CDBG Home Repair Grant to extend the contract termination
date to March 31, 2023 and authorize the Mayor to sign and execute all
related documents.

Joe Bennett, City Administrator, presented the following background.
The City of Smyrna entered into an agreement on June 3, 2022 with Rebuilding
Together Atlanta, Inc. for the administration and implementation of a Home Repair
Grant Program to assist lower income homeowners by providing grant funding for
housing rehabilitation projects. The program is funded using Community Development
Block Grant (CDBG) funds.
The City and Rebuilding Together Atlanta desire to amend the terms of the agreement
to extend the termination date from December 31, 2022, to March 31, 2023.
Councilmember Latonia P. Hines made a motion to approve item 2022-563 to amend
the contract with Rebuilding Together Atlanta, Inc. (3060 Peachtree Road NW, Suite
1810 Atlanta, GA 30305) for administration of the City's CDBG Home Repair Grant to
extend the contract termination date to March 31, 2023 and authorize the Mayor to
sign and execute all related documents; seconded by Councilmember Travis Lindley.
The motion to approve carried with the following vote:

from 1:00 p.m. - 11:00 p.m. on Tuesday, November 29, 2022.

Norton serving as Chairman. This is a one-year term that will expire
December 31, 2023.
