Invocation and Pledge: Father Brian Sullivan, St. Benedict's Episcopal Church (2160 Cooper Lake Rd) led Invocation and Police Chief Jo Bennett led all in the Pledge of Allegiance 2. Agenda Changes: 3. Mayoral Report: There were no agenda changes. Mayor Derek Norton provided an update as to the latest mandates handed down by Govemor Kemp. He then spoke briefly about the budget process and what has been done in terms of adjusting the City's fiscal budget to better deal with the current situation and the tough times ahead. Mayor Norton commended City staff and residents for coming together during this time. He shared details of all of the wonderful programs that are actively helping those in need including grocery store gift cards, hot meals, and meal and prescription delivery by both the Police and Fire Departments. 4. Privilege Licenses: There were no privilege licenses. Formal Business: There were no agenda items under formal business. Commercial Building Permits: There were no commercial building permits. Consent Agenda: City Administrator Tammi Saddler Jones read aloud the consent agenda. Councilmember Susan Wilkinson asked City Administrator Tammi Saddler Jones for some additional background information on the Community Development Block Grant (CDBG) sub recipient agreement. Ms. Saddler Jones explained the background and noted that the subrecipient agreement must be approved on an annual basis. She also listed off some of the past projects that were funded by the grant including the Code Enforcement Officer for Ward 5. Parks and Recreation Director Richard Garland spoke of some of the past and future ! -� proposed projects that pertained specifically to his department. Mayor and Council discussed the CDBG and received clarity on some of the things that will be happening in the near future as a result of the grant funding. Councilmember Charles "Corkey" Welch made a motion to approve the consent agenda as read aloud by City Administrator Tammi Saddler Jones. Councilmember Lewis Wheaton seconded the motion. G. 2020-139 Approval to purchase two 2020 Ford Edge using Emergency Vehicle Replacement funds, Insurance funds, and monies left over from completed vehicle projects at a total cost of $56,369.92 from Wade Ford (3860 S Cobb Dr. Smyrna, Ga. 30080). H. 2020-141 Approval of the re -appointment of the Downtown Development Authority (DDA) members for a partial term to begin May 2020 for the following members: Ron Davis, Kevin Drawe, Jim Duelmer, Larry Freeman, Kimberly Gangemi, Dianne Resin and Jason Saliba, with Mayor Derek Norton serving as Chairman. The term will expire December 31, 2020. 2020-142 Approval of Property/Liability Insurance annual renewal with Georgia Local Government Risk Management Agency (GIRMA) for $627,311 and authorize Mayor to execute related documents 9. Ward I Committee Reports: Councilmember Lewis Wheaton asked everyone to remain safe during this dangerous and difficult time. He made mention of his appreciation for everything that the city has done for solidarity during this time. Mr. Wheaton took time to recognize Campbell High School Seniors and mentioned some of their many accomplishments. Councilmember Tim Gould offered his congratulations to this years graduates of Campbell High School for their many accomplishments. Councilmember Susan Wilkinson asked about the reopening of city buildings. Mayor Norton explained that they will remain closed until at least the end of the month. Councilmember Charles "Corkey" Welch was happy to see that things will be returning to normal in the near future. Councilmember Travis Lindley looks forward to seeing everyone in person again. He stated that Smyrna has great city staff and citizens. He gave a shout out to the Public Works for the completion of the roundabout. Mr. Lindley feels that the city is already making great progress with traffic calming and that there is more to come. Councilmember Austin Wagner reiterated how great the staff has been. He was surprised to hear that the state is reopening so early and encouraged everyone to stay safe and healthy because this situation is far from over so be smart and be diligent. Councilmember Glenn Pickens continues to be encouraged by the support Smyrna effort and he commended his neighbors that designed and made the shirts that benefit the Support Smyrna programs. Even though the shirts were sold out, more shirts will be available for purchase soon.
