03-5-2018 March 5, 2018 Mayor and Council Meeting Minutes - SIGNED - LFMonday, March 5, 2018 City of Smyrna Meeting Minutes - Final City Council 7:00 PM Roll Call 2800 King Street Smyrna, Georgia 30080 Council Chambers Present: 6- Councilmember Derek Norton, Councilmember Maryline Blackburn, Councilmember Andrea Blustein, Councilmember Charles Welch, Councilmember Susan Wilkinson and Councilmember Ron Fennel Also Present: 9 - Tammi Saddler Jones, Scott Cochran, Scott Andrews, Terri Graham, Lisa Ochoa, Lisa Moore, Scott Stokes, Ashley Youmans and Dat Luu Call to Order The meeting of the Mayor and Council was called to order at 7:00 PM by Mayor A. Max Bacon. Invocation and Pledge: Pastor Alan Scott of Cumberland Community Church, located at 3110 Sports Avenue, conducted the Invocation and Pledge. Pastor Alan Scott announced that Cumberland Community Church will relocate to the comer of South Cobb Drive and Church Street. Mayor Bacon voiced his appreciation to Cumberland Community Church for giving back to the community and partnering with Smyrna schools to support and assist in projects not funded by the school district. 2. Agenda Changes: There was one Agenda change. Item 6 A. under Formal Business was removed; no action by Council was taken on this item. 3. Mayoral Report: Mayor Bacon announced that three individuals had qualified as of March 5, 2018 for the Smyrna Ward 6 Special Election on May 22, 2018 Mayor Bacon asked if there were any candidates for the primary election present that would like to speak. Angelta Pressley came forward and announced she is running for School Board Post 2 Ms. Pressley stated she is looking forward to hearing the public's concerns and elevating the schools and students. Ms. Taryn Bowman also announced her candidacy for State House District 40. Ms. Bowman stated she has served the community for decades and believed in giving our children a choice in education while raising the public school standards. A. Introduction of Campbell High School Student Government President. Ms. Baker is the Campbell High School Student Government President and every year the President participates as the Honorary Mayor during the Mayor and Council Meetings. The principal of Campbell High School, Dr. Walker, was in attendance as well as Ms. Baker's parents. Honorary Mayor Vivian Baker introduced herself and expressed her appreciation for the opportunity to conduct the meeting. B. Character Education Presentation: Campbell High School Senior, Kiran Gourisankar Honorary Mayor Vivian Baker announced Campbell High School Junior Ms. Kiran Gourisankar as the presenter of the Character Education speech. Ms. Kiran Gourisankar's speech began with trying to deduce a single word that would embody the characteristics of the students at Campbell High. She felt Citizenship exemplified who the students and staff at Campbell High were. She felt that giving back is a part of citizenship, and community involvement is a tremendous factor in the lives of Campbell High students and staff. Campbell High partnered with the Smyrna Business Association which offered internships to students like Ms. Gourisankar. Because of this program, she now views Smyrna as more than a beautiful city. She learned about the tasks needed to keep the City thriving and what it would require to carry the baton as the next generation. The Students volunteered in political campaigns, learned about the democratic process, became a part of service related clubs and learned the meaning of giving back to the community. Campbell High's Chick-fil-A organization taught and aided students how to give back with this year's Special Needs Prom. Ms. Gourisankar initiated service oriented ideas to class members and staff such as fund raising for less fortunate kids, and building wells in Africa. The growth and support for those community based organizations were the result of the amazing Character Education opportunities offered at Campbell High. Ms. Gourisankar stated Campbell's mission is to turn each student into a leader and good citizen with the skills taught at the school. She concluded by saying that the skills she had acquired would aide her in becoming a positive impact. 4. Land Issues/Zonings/Annexations: Honorary Mayor Vivian Baker announced there were no Land Issues/Zoning Annexations. 5. Privilege Licenses: Honorary Mayor Vivian Baker announced there were no Privilege Licenses. 6. Formal Business: Honorary Mayor Vivian Baker announced there was no Formal Business. A. Authorize the acquisition of real property, by all lawful means, road improvements for a round -a -bout on Roswell Street. A motion was made by Councilmember Charles "Corkey" Welch to approve the Consent Agenda as read aloud by City Administrator Tammi Saddler Jones; seconded by Councilmember Ron Fennel. Committee Reports: Councilmember Ron Fennel had a Finance Administration Committee meeting, Monday, March 5, at 4:00 PM in preparation of the 2019 budget. The committee's discussion included., an update for the fiscal 2019 budget, Splost fund, social media policy brand guide, and equipment purchase regimen. Councilmember Susan Wilkinson stated that Parks and Recreation were undergoing a strategic parks master plan. Last Saturday the Parks and Recreation Department met with citizens and held a Vision workshop where they reviewed the draft plan. They discussed the plan, and its findings, which focused on three (3) items, improved and enhanced maintenance with development of new parks and programs, the addition of more walking and biking facilities and better marketing and park programs. Councilmember Charles °Corkey' Welch commended Ms. Karin Gourisankar on her speech. He expressed that her keyword citizenship was one of the most important components to the Council and that it helped define the success of a person. Councilmember Maryline Blackburn complimented Honorary Mayor Vivian Baker on the great job she was doing. Ms. Blackburn had her first Ward 3 Town Hall Meeting and she thanked residents and Councilmembers Derek Norton and Susan Wilkinson for attending her Ward meeting. She thanked everyone for coming out and reminded the citizens of her open door policy. Councilmember Andrea Blustein complimented Ms. Baker on conducting the meeting and encouraged her to pursue politics. Councilmember Derek Norton gave an update on the distracted driving law. On Wednesday, the State House voted 152-20 in favor of the Bill and we now await the Senate's decision. Assistant City Administrator Scott Andrews stated that the City of Smyrna would launch a Youth Council in the next school year and thanked the students for their - -- city of smyms Page 4 Printed on 311412018 City Council Meeting Minutes - Final March 5, 2018 FR City Administrator Tammi Saddler Jones commended Ms. Baker on being accepted to the University of Georgia and that it was a pleasure working with her. City Attorney Scott Cochran commended Ms. Baker on her role in the meeting and that she lucked out on the short Agenda and complimented Ms. Gourisankar on her speech. City Clerk Ms. Terri Graham complimented Honorary Mayor Baker on the job she did tonight and Ms. Gourisankar on her wonderful speech. Ms. Graham noted qualifying for Ward 6 would continue through Wednesday, March 7, 2018 until 12:30 PM. 10. Show Cause Hearings: 11. Citizen Input: 12. Adjournment: Honorary Mayor Vivian Baker announced there were no Show Cause Hearings. Ms. Dora Alexander, of 4575 Valley Parkway, came forward to speak about holding a gun collection event in the community. Ms. Alexander stated she was a part of this program in Pennsylvania. She noted the possible dangers of children being hurt because parents were not storing the weapons correctly. She asked if the City would allow her church the opportunity to have a War Cry. A War Cry would allow Citizens to turn in weapons without any stipulations or adverse consequences during the event. Ms. Alexander attends Impact Worship Center where Pastor Arthor Jones officiates. She had spoken with officers that also supported her idea. She asked for the support of the City to help make the world a better place with this initiative. City Administrator Tammf Saddler Jones stated she would give Ms. Alexander her card after the meeting. Honorary Mayor Vivian Baker adjourned the meeting of Mayor and Council at 7:34 PM.
