Call to Order
Mayor Pro Tem Derek Norton called the meeting of the Mayor and Council to order at
7:00 PM
Invocation and Pledge:
Pastor Jamie Auton, of King Spring Baptist Church located at 3732 King Springs Road
delivered the invocation and led all in the Pledge of Allegiance.
2. Agenda Changes:
There were no agenda changes
3. Mayoral Report:
Mayor Pro Tem Derek Norton stated that Mayor Bacon was ill and unable to attend the
meeting, so he would be running the meeting.
A. Proclamation in Recognition of Veteran's Day Poppy Weekend (Nov
10-12, 2017)

Mayor Pro Tem Derek Norton called on Councilmember Charles (Corkey) Welch who
read the Proclamation in recognition of Veteran's Day, Poppy Weekend (November
10-12, 2017) and presented it to Barbara McGee from the American Legion. She
accepted the proclamation in recognition of Veteran's Day Poppy Weekend. She also
asked the audience to come and support the event.
B. Recognize Smyrna Blue All-Star Rookie League (8u) - 2017 GA State
Champs
Mayor Pro Tem Derek Norton asked if the Smyrna Blue All Star Rookie League (eight

and under) and Coaches would come to the podium. They were recognized as the 2017
Georgia State Champs. Mayor Pro Tem Norton noted that this is the second time in
three (3) years that the team had won the state championship. This year they won the
championship on July 26, 2017 in Warner Robins, GA. He introduced Coach Chuck
Martin who in tum introduced each member of the team and coaches.
Players: Asher Adams, JD Aufderheide, William Backus, Andrew Biggers (Big
Poppy), Luke Darsey, Cam Denis, Luke Linder, Jackson Martin, John Paolino, Landon
Ryan, Hayes Stephens and the Coaches Corbin Adams, Davis Linder and Brian
Stephens.
Coach Martin related the season to the Council about how they came to win the
championship. He also thanked the Council for recognizing the team and pointed out
how much Smyma means to them. He continued to expound on travel sports, it is
different than when he was young. When a young person shows interest in a sport,
such as a travel sport, there is a loss of community. Due to the decisions made by
Mayor, Council and the Parks and Recreation Department for fields and areas for
sporting events their efforts encourage teams to come together and play. The city
keeps the fields nice and playable. Because of volunteers that run the Smyma Little
League organization, the boys get to come together and play the sport they love but
more importantly they have the sense of community. They play other teams, but those
teams do not have what this team has, they have Smyma. Because of what the city
provides for the children they have memories that will last a lifetime. The team
presented a signed program and a signed copy of their championship to the city as a
token of their appreciation.
Mayor Pro Tem Norton requested that the coaches and players stay for a moment
while he tells another story. He called on Samantha Timmons and Jarrod Simmons
from the Atlanta Braves. He revealed a story about a player on the team that
overcame unbelievable adversity to be a part of this State Championship Team.
Jackson Martin was diagnosed with Perthes Disease right before his sixth birthday.
All he wanted to do was play baseball, through times in a wheelchair and leg brace,
Jackson never complained. He kept his eye on the prize to play baseball again. Last
Spring the doctor agreed to /at Jackson play, if his dad coached the team. Even
though Jackson went through quite a bit of pain, he was able to play. At the start of
the year, Jackson had 60 percent bone regeneration in his hip which allowed him to
move quicker with less pain. During his eight (8) year old baseball season he played
every day for six (6) weeks and pursued their goal as a team of winning the State
Championship together.
Mayor Pro Tem Derek Norton introduced the representatives from the Atlanta Braves
organization who wanted to be at the council meeting to celebrate the teams' victory
and Jackson's remarkable recovery to play the game he loves. The Atlanta Braves
had been following the team's accomplishments and Jackson's story closely.
Samantha Timmons and Jarrod Simmons brought forth gift bags for each of the
players from the Atlanta Braves. Mr. Simmons works with the youth baseball. He
worked with Smyma Blue along with other championship teams to have a day at
SunTrust Park to recognize all their accomplishments. The entire Council
congratulated each of the team members and wished them all well.
Jackson Martin asked to speak. He loves his baseball team. Smyma Blue definitely
helped him get into the State Championship. He thanked the coaches who helped him
when he got into a slump, which he did a few times. He loves his dad and everyone on
the team. He thanked the team.

Mayor Pro Tem Derek Norton reminded everyone that there is an election in the City of
Smyrna on Tuesday, November 7, 2017. He asked if there were any candidates
present that would like to speak briefly.
Marshall A. Moon came forward to announce that he is running for Ward 3 Council
seat. He wanted the citizens to know that he would do the best job he could if
elected.
Maryline Blackburn came forward, she addressed the Mayor and Council and stated
that she was running for the Ward 3 Council seat. She has been a resident of the City
of Smyma for 17 years. She believes that she has contributed her time, energy and
efforts during the 17 years to enhance the quality of life in Smyrna.
4. Land Issues/Zonings/Annexations:
There were no Land Issues, Zoning and annexation.
5. Privilege Licenses:
A. Public Hearing - Privilege License Request 2017-391 - Beer and Wine
Pouring - 2590 Spring Road SE - Chettinad Foods and Bakery LLC dba
Aachis Indian Cuisine with Antony Arputharaj as agent.

City Administrator Tammi Saddler Jones read the following background for this item:
This item is a privilege license request (2017-391) for Beer, Wine, and Liquor Pouring
located at 2590 Spring Road SE by Chettinad Foods and Bakery LLC dba Aachis
Indian Cuisine with Antony Arputharaj as agent.
This is a new application for a privilege license for Chettinad Foods and Bakery LLC
dba Aachis Indian cuisine for the sale of Beer, Wine and Liquor (retail pouring).
Antony Arputharaj will be the registered agent, responsible for the sale of alcohol at
the referenced location. Mr. Arputharaj has been given a copy of the Alcoholic
Beverage Ordinance and attended the mandatory alcohol awareness workshop
(Certificate attached). A background investigation by the Smyrna Police Department
failed to find information that would preclude issuance of the license.
Mayor Pro Tem Derek Norton announced the Public hearing; no one came forward to
speak for or in opposition for this Privilege license, or to make comment.
Councilmember Charles Welch asked the applicant, if he was aware of the random
compliance checks the Smyrna police department conducts. He asked if he trained
his employees to follow proper measures and to ID anyone purchasing alcohol. Mr.
Arputharaj answered, yes.
A motion was made by Councilmember Charles (Corkey) Welch to approve Privilege
License Request 2017-391 - Beer and Wine Pouring - 2590 Spring Road SE -
Chettinad Foods and Bakery LLC dba Aachis Indian Cuisine with Antony Arputharaj as
agent; seconded by Councilmember Doug Stoner.
The motion to approve carried by the following vote:

6. Formal Business:
A. Approval to Award Georgia Firefighters' Cancer Benefit Program to
GMA-GIRMA and adopting a Resolution to add membership in a Fund of
Georgia Interlocal Risk Management (GIRMA) and authorize the Mayor to
execute any related documents

City Administrator Tammi Saddler Jones read the background for this program. All
legally organized fire departments in Georgia are required by House Bill 146 to provide
certain cancer benefits effective January, 2018. This program provides financial
protection to the firefighter and their family in the event they contract cancer attributed
to the job. The program provided a lump sum cancer benefit as well as long term
disability coverage. The city needs to obtain coverage for the lump sum Cancer
Benefit to provide that portion of the program, as the City of Smyrna already provides
long term disability coverage for our employees.
A motion was made by Councilmember Andrea Blustein to award Georgia Firefighters'
Cancer Benefit Program to GMA-GIRMA and authorize the Mayor to execute any
related documents; seconded by Councilmember Charles (Corkey) Welch.
The motion to approve carried by the following vote:

E. Authorize Atkins Park Tavern to operate a beer/wine/specialty one -item
cocktail station, beyond the boundaries of the premises (of Atkins Park
Tavern) covered by the license, at the Star 94 "Woofstock" event in the
downtown area Saturday, September 29, 2018 (11:00 a.m. until 6:00
p.m.) and Sunday, September 30, 2018 (11:00 a.m. until 7:00 p.m.) - at
an assigned vendor space within the approved event. The exact location
is within the food service area for the event/festival, on Village Green
Circle, near the intersection of Atlanta Road and Village Green Circle.
Village Green Circle will be closed for the duration of the two-day festival.

F. Authorize Atkins Park (Tavern) Restaurant & Bar to operate a beer trailer
or station at the following events with specified dates and time frames
(indicated below) . All events listed are City of Smyrna approved events
with the beer trailer or station having the same assigned location, on
sidewalk, on King Street (closed street, within the event space), at the
intersection of King St. and West Spring Street, directly across the street
from City Hall. Trailer/station placement timing will be in concert with
event setup, understood to be set up within event setup and street closing
approvals and removed prior to street opening following each event. The
beer trailer/station is a component of each event, with the events
organized by and/or with the City of Smyrna as official City of Smyrna
events.

seven parking spaces directly connected to and in front of Atkins Park's
patio: Saturday, January 27 and Sunday, January 28, 2018; event set-up
is Friday, January 26, 2018, for the 7th Annual Smyrna Oyster Mardi Gras
Festival January 27 & 28, 2018. No street closing are required or
requested by Atkins Park

Park Tavern requests street closing to include West Spring Street from
Atlanta Road to King Street (add-on) connecting to Spring Jonquil
Festival event site (King Street continuing to Village Green Circle).

9. Committee Reports:
Councilmember Andrea Blustein for Ward 2: thanked everyone who was present at the
Ward meeting on Saturday.
Councilmember Charles (Corkey) Welch for Ward 4: reminded the public of the
election and encouraged everyone to go out and vote.
Councilmember Susan Wilkinson for Ward 5. announced several events regarding
Parks and Recreation. A public input session for North Cooper Lake Park will be held
on November 9, 2017 6 PM to 8 PM at the community center. They are looking for
ideas of what the public would like to see in the future for Parks and Recreation.
She also wanted to mention the Mike Brown memorial wall that will be dedicated to
Deputy Chief Mike Brown on Friday, November 10th at 11:00 AM at the Police Station
on Atlanta Road. The Annual Veterans Day ceremony will be Saturday November 11,
2017.
Councilmember Doug Stoner for Ward 6 spoke about break-ins that are occurring in
local neighborhoods. They are getting into unlocked cars even parked in driveways.
They have not broken into cars by doing damage, but if the car is unlocked and
available they are taking what they can. He asked for citizens to call 911 when they
see something out of the ordinary and let the police handle issues. He suggested that
individuals not try to intercede. He also suggested with the Holiday season upon us

and more packages being delivered that it might be a good idea to ask neighbors to
pick up packages to reduce the chance of break-ins. Amazon, UPS and FedEX have
announced ways to keep holiday packages from being stolen.
Councilmember Ron Fennel for Ward 7. Has scheduled a meeting for November 14th
at 4:30 PM for a Finance & Administration Committee. He noted the 3 most important
items on the agenda as, the General Services Agreement for the engineering firm, an
updated IT policy and an end of year budget amendment.
He also added a reminder for keeping the public safe. Since the time change it is
getting darker eadier, we all need to use extra caution and pay attention to bikers and
pedestrians.
He also added a Personal note for friends and citizens Smyma lost this week.

Councilmember Fennel also stated that the Post Office has agreed to the meeting for
the zip code designations in Smyma for Ward 7.
City Administrator Tammi Saddler Jones expressed her condolences to Jennifer
Bennett for the recent passing of her mother.
City Clerk Tem Graham reminded Smyma voters that Tuesday, November 7, 2017 is
Election Day. Ward 3 voting will beat the Community Center and Senate Seat District
/7 6 would have voting at all precincts with the exception of Ward 7 which is not in District
6. She also reminded voters that everyone that lives in Wards 1-6 are not in Senate
District 6, it would be advisable to Cobbelection.org.
The Secretary of State has a webpage: https://www.mvp.sos.ga.gowMVP/mvp.do this
website allows you to find out if you are registered, where you vote and looks up your
precinct. It is very important that people get out and vote.

There were no Show Cause Hearings.
Alex Bakry of 3459 Shawnee Trail, Smyma talked about the Windy Hill project. He
asked the city to hold a Town Hall meeting before the program is finalized. The last
public meeting on this project was a year ago and citizens need to be updated on the
project. He suggested the meeting to be advertised on the papers and other avenues.
He expressed his pride for the candidates.
Timothy Riegsecken of 1115 Pinehurst Dr. Smyma stepped to the podium and stated
that, the recent article in the Marietta paper stated that 3 lobbyist are on the Smyma
Council. He informs that it is a class 1 felony to be a federal employee and be a
lobbyist.
Kristin and Michael Seagraves of 1428 Collier Drive, Smyma, have lived in their home
for 28 years. A construction company working on a development has large -semi
trucks delivering material and driving into the neighborhood, driving up on curbs
causing damage, into yards and destroying yards on private property. She asked if the

trucks can use another route where they can get out without so many turns on that are
on narrow roads and will not need to back into driveways or backyards.
