Max Bacon called the meeting of the Mayor and Council to order at 7:00 PM 1. Invocation and Pledge: Reverend Whit Martin, Smyrna First United Methodist Church, located at 1315 Concord Road gave the invocation and led all in the Pledge of Allegiance. 2. Agenda Changes: There were no agenda changes 3. Mayoral Report: A. Proclamation In Recognition of "Respect for Firefighters" Sponsors, Norton Councilmember Derek Norton read aloud the proclamation for "Respect for Fighters" and declared October 13, 2017 Respect for Fighters Day. Betty Turley from the Smyrna Optimist Club accepted the proclamation with Chief Roy Acres of the Smyrna Fire Department. Ms. Turley noted that this would be her last year with the Smyrna Optimist Club; she planned to move to Kennesaw. B. Recognize The Campbell High School Varsity Softball Team - State Playoff participants for the first time in the program's history The Head Coach of the Campbell High School Spartan Gids Fast Pitch Varsity Softball team, Josh Kimball introduced the team members. The team traveled to Kingsland this past weekend for the playoffs (2 games on Friday 10/13, and a 3rd game if necessary on Sat 10/14). They are coached by Head Coach Josh Kimball, Assistant Coaches James Gwyn, Maya Field (a Campbell grad), and Richard Holmes. Mayor Bacon reminded everyone about the Special Election for Smyrna Council Ward 3 and State Senate seat for district 6, for November 7, 2017. He announced an opportunity for any candidates who was present that wished to introduce themselves to come forward. No one came forward. City Clerk, Terri Graham provided information for the upcoming Special Election on November 7, 2017 for Smyrna City Council Ward 3 and District 6 Senate seat. Advanced voting began on Monday, October 16, 2017 through November 3, 2017, Monday - Friday 8:00 AM - 5:00 PM Saturday, October 28, 2017, 9:00 AM - 4:00 PM will be a voting day at Cobb County Elections main office on Whitlock Avenue. Early voting dates are October 30, 2017 - November 3, 2017, Monday - Friday 9:00 AM - 5:00 PM with Saturday, October 28, 2017 from 9:00 - 4:00 PM at the Smyrna Community Center and Cobb County main office. There is no voting on Monday, November 6, 2017. Election Day November 7, 2017 all Smyrna polling locations will be open as well as Cobb County Elections Main office on Whitlock Avenue. Land Issues/Zonings/Annexations: Public Hearing - Approval of a resolution authorizing the adoption of the City of Smyrna 2040 Comprehensive Plan - Community Development Sponsors Stoner City Administrator Tammi Saddler Jones provided the background for the Smyrna Comprehensive Plan 2040. The Community Development Department was seeking approval of a resolution authorizing the adoption of the City of Smyrna 2040 Comprehensive Plan. The Georgia Planning Act 634 (Georgia Law 1989, pp. 1317 1391) mandates the Comprehensive Plan for Smyrna, Georgia. This act requires that each jurisdiction in the state prepare and implement a Comprehensive Plan, the regional development commission reviewed the plan. Several components comprise the comprehensive plan. These components consist of the community's needs and opportunities, the community's vision and goals, a Community Work Program and a City o/ Smyma Page 2 Printed on 111612017 u City Council Meeting Minutes - Final October 16, 2017 Future Land Use Map. Atlanta Regional Commission (ARC) and Department of Community Affairs (DCA) reviewed the 2040 Comprehensive Plan in August of 2017. The City of Smyrna 2040 Comprehensive Plan completed by the Community Development Department and Jacobs per the standards set by the Department of Community Affairs. The 2040 Comprehensive Plan was transmitted to ARC and DCA for review at the July 17, 2017 Mayor and Council meeting. Community Development and Jacobs have received the comments from both ARC and DCA and has made the necessary changes suggested for completion. Community Development recommended approval of the resolution authorizing the adoption of the City of Smyrna 2040 Comprehensive Plan. Community Development Director Ken Suddreth addressed the Mayor and Council; he said they had a short presentation for the Comprehensive Plan. He thanked his staff, particularly Rusty Martin for all his hard work, and other staff members that worked on this plan. This is not just a Community Development project stated Mr. Suddreth, he also thanked Jennifer Bennett, Community Relations, Kelsey Scott, the previous Vision Coordinator (no longer with the city), and Enc Randall, City Engineer. Mr. Suddreth thanked all other staff members involved with the project that assisted. Meghan McMullen, Urban Planner from Jacobs Inc. made the presentation to Mayor and Council. She noted the city has received approval from the ARC and DCA, she was hopeful that the Mayor and Council would adopt the plan. The Comprehensive Plan is on the City's website along with the presentation. The plan included a priority of needs and opportunities. Working with the community helped them develop a vision plan, which will work with the City's Vision Plan. They made some key edits to the Future Land Use Plan and presented a 2040 Future Land Use Map. There is a community work program detailing the execution of the plan; it is broken down in several categories to make it more manageable for staff to be more organized over a 5 -year period. They also have a 100 -day action plan to get ahead start on moving through the plan quickly. Mayor Bacon announced the Public Hearing inquiring if anyone wanted to make a comment or ask questions to come forward, no one came forward for comment. The Public Hearing closed. Mayor Bacon noted that Councilmember Doug Stoner would normally make the presentation of the Comprehensive Plan as the Chair for the Community Development Committee, but he is out of town so he asked Councilmember Ron Fennel to bring this item forward. Councilmember Ron Fennel also thanked staff for their assistance with the development of the document; he noted that many citizens also assisted by bringing their input to the plan. Citizens offered their suggestions and comments in many different ways making this plan a collaborative effort between staff and citizens. Councilmember Fennel thanked the citizens that assisted with the plan. A motion made by Councilmember Ron Fennel to approve RES2017-18 - Approval of a resolution authorizing the adoption of the City of Smyrna 2040 Comprehensive Plan - Community Development; seconded by Charles (Corkey) Welch. Formal Business: Approval of the Ward 1 appointment of Harrison Aiken to the Smyrna Tree Board to fulfill term to expire August 2020 Sponsors: Norton Councilmember Derek Norton noted that the appointment of Harrison Aiken to the Smyrna Tree Board was to replace Tom Bartlett. Mr. Bartlett served as the Ward 1 appointment to the Tree Board, as the Chair, he currently is the Ward 1 appointee to the Planning and Zoning Board. Tom Bartlett had great things to say a about Harrison Aiken and said he was interested and would do a great job. A motion made by Councilmember Derek Norton to approve the Ward 1 appointment of Harrison Aiken to the Smyrna Tree Board to fulfill term to expire August 2020; seconded by Councilmemer Andrea Blustein. Committee Reports: City of Smyrna Councilmember Derek Norton had no report. Councilmember-Andrea Blustein reminded everyone of the Ward 2 community meeting being held November 4, 201710 AM 12 PM at Brawner Hall, she hoped to see many people there for interesting comments from different people. Councilmember Charles (Corkey) Welch announced a meeting for the Smyrna Historical Society. They will meet on Thursday, October 19, 2017 at 6:30 PM at the Community Center, in the Jonquil Room. He encouraged anyone that is interested in joining the Historical Society to come to the meeting and get involved. They are also looking for volunteers; this would be a good time if anyone has time to volunteer to offer their services. Councilmember Susan Wilkinson announced a lecture at the Library called "Happy 50th Birthday, Julia Roberts" who was bore in Smyrna, GA in 1967. On Saturday October 21, 2017 from 2:00 PM 3:00 PM in the Smyrna Library Meeting Room, a lecture by Dr. Jennifer Garland. Julia Roberts reached international fame in the early 1980s. On Saturday and Sunday, October 28 29, 2017 Smyrna will host the Jonquil Festival. In the morning of Saturday October 28, 2017, there will be a Children's Halloween Page 5 Printed on 111612017 City Council Meeting Minutes - Final October 16, 2017 Costume Parade; registration will begin at 8:30 AM in the rear parking lot of the Smyrna First Baptist Church on Church Street. Councilmember Ron Fennel had no report. City Clerk Tern Graham revisited the election on November 7, 2017. She mentioned advance -voting dates, times and locations, along with early voting dates, times and locations. She also included the election races that Smyrna voters would be voting on during this Special Election; which is the Smyrna Ward 3 Council seat and the District 6 Senate Seat. For more voting information, voters can refer to the City of Smyrna website www.smymecity.com and the Cobb County Elections website www.cobbelections.org. The Secretary of State website, www.sos.org will also have election information along with a page where registered voters precincts are located for each voter. City Administrator Tammi Saddler Jones mentioned that tonight is City Attorney Scott Cochran's Birthday. Everyone wished Mr. Cochran a Happy Birthday. 10. Show Cause Hearings: 11. Citizen Input: 12. Adjournment: There were no Show Cause Hearings. Mayor Bacon called for citizens input, three people signed up: Alex Bakry noted that the city is spending 24 million dollars on the Windy Hill improvements. He would like to have a town hall meeting. He feels the citizens need to have input on this improvement. He thinks the addition of pads benches at the Concord Linear Park is needed. T'Jeem Shiloh Evans from 2164 Gordon Circle and Hunter Wright from 48 Beaver Pointe, Villa Rica GA, introduced themselves and asked the Council how they can request a skate pads. They brought a sponsor Loran Cook and a several members of their skating community. Lorain Cook spoke about different people in the city they had talked to regarding the installation of a community skate park. Mayor Bacon referred Ms. Cook and the skaters to City Administrator Tammi Saddler Jones. Ms. Cook noted that they do community service and liked to help with the needs of the city. They do not expect to have the city build a skate park without the students giving back with their time. T Jeem stated that they want to give back to the community before they asked for a skate park. He wants to be part of creating the skate park so they are interacting with the community. Mayor Bacon commented that it is very rare that they have a group that wants to give back before they ask for something. He said it is very encouraging to hear this from these young people.
