01-03-2017 January 3, 2017 Mayor and Council Meeting Minutes - SIGNED - LFCiti/ of Smyrna 2800 King Street City J Smyrna, Georgia 30080 Meeting Minutes - Final City Council Tuesday, January 3, 2017 7:00 PM Council Chambers Roll Call Present: 8 - Mayor Max Bacon, Councilmember Derek Norton, Councilmember Andrea Blustein, Councilmember Teri Anulewicz, Councilmember Chades Welch, Councilmember Susan Wilkinson, Councilmember Doug Stoner and Councilmember Ron Fennel Also Present: 6 - Tammi Saddler Jones, Scott Cochran, Terri Graham, Heather Cam, Maxwell Ruppersburg and Dat Luu Call to Order Mayor Max Bacon called the January 3, 2017 meeting of the Mayor and Council to order at 7:00pm. Invocation and Pledge: Councilmember Corkey Welch gave the invocation and led all in the Pledge of Allegiance. 2. Agenda Changes: 3. Mayoral Report: Item 8D will be removed from the consent agenda. There was no Mayoral Report. 4. Land Issues/Zonings/Annexations: There were no Land Issues, Zonings or Annexations. 5. Privilege Licenses: A. Sponsors: Wilkinson Assistant City Administrator Tammi Saddler -Jones read the following background for this item: This is a Public Hearing for a Privilege License Request 2017-09, for beer, wine and liquor (retail pouring) for Smyma-Oakdale GA NO. 1917, Loyal Order of Moose, Inc. dba Smyrna -Oakdale Moose Lodge #1917 with Joe Lawless continuing as the agent. An application for a change of location was submitted for privilege licenses for beer, wine and liquor (retail pouring) for Smyma-Oakdale GA NO. 1917, Loyal Order of CityorSmyrna Page 1 Printed on 1/112017 City Council Meeting Minutes - Final January 3, 2017 Moose, Inc. dba Smyma-Oakdale Moose Lodge #1917 with Joe Lawless continuing as the agent. The Moose Lodge was previously located at 3780 South Cobb Drive. Joe Lawless will continue as the agent responsible for the sale of alcohol at the referenced location. He continues to meet all qualifications. A background investigation was not required by the Smyrna Police Department. Joe Lawless has agreed to abide by the guidelines set forth by the City of Smyrna ordinance governing the sale of alcohol. Staff recommends approval. Mayor Bacon called the Public Hearing for this item and no one came forward to speak in favor of or in opposition to the request. Mr. Joe Lawless and Mr. Billy James, Administrator for Lodge for last 10 years, came forward to the podium. Councilmember Wilkinson noted the change of location. A motion was made by Councilmember Susan Wilkinson to approve Privilege License Request (2017-09) for Beer, Wine, and Liquor Pouring located at 2135 Frank Lane, Smyma-Oakdale GA NO. 1917 Loyal Order of Moose, Inc dba Smyrna -Oakdale Moose Lodge #1917 with Joe Lawless as agent; seconded by Councilmember Derek Norton. The Moose Lodge was previously located at 3780 South Cobb Drive. The motion carried by the following vote: Aye: 7 - Councilmember Norton, Councilmember Blustein, Councilmember Anulewicz, Councilmember Welch, Councilmember Wilkinson, Councilmember Stoner and Councilmember Fennel 6. Formal Business: There was no Formal Business. Commercial Building Permits: There were no Commercial Building Permits. 8. Consent Agenda: Removed item from agenda A motion was made by Councilmember Doug Stoner to remove item "8 D" from the Consent Agenda; seconded by Councilmember Ron Fennel. The motion carried by the following vote: Aye: 7 - Councilmember Norton, Councilmember Blustein, Councilmember Anulewicz, Councilmember Welch, Councilmember Wilkinson, Councilmember Stoner and Councilmember Fennel D. Authorization to ratify the removal of the "No Parking" signs along Shawnee Trail. Removed from Consent Agenda Consent Agenda: The consent agenda was read aloud for Council approval by Assistant City Administrator, Tammi Saddler -Jones. A motion was made by Councilmember Ron Fennel to approve the Consent Agenda items 8, A, B, C, E and F as read aloud by Assistant City Administrator Tammi Saddler Jones, seconded by Councilmember Doug Stoner. The motion carried by the following vote: Aye: 7 - Councilmember Norton, Councilmember Blustein, Councilmember Anulewicz, Councilmember Welch, Councilmember Wilkinson, Councilmember Stoner and Councilmember Fennel Approval of the December 19, 2016 Mayor and Council Meeting Minutes Sponsors: City Council Approval of the Pre -Council Meeting Minutes for December 19, 2016 Sponsors: City Council Approval of the Committee of the Whole Meeting Minutes for December 15, 2016 Sponsors: City Council Approval to purchase two (2) T3 Motion Patroller personnel transporters utilizing asset forfeiture funds at a total cost of $27,234.00 Sponsors: Norton Approval to use Council Chambers on Monday, January 30, 2017 from 6-9 PM for the Heritage at Vinings Annual HOA Meeting. Sponsors: Stoner Committee Reports: Ward 7 - Ron Fennel - No Report from the Finance Department, however the property tax department has reported 99% of all property taxes paid. Ward 6 - Doug Stoner- Made a comment regarding the removal of item 8D and spoke about an upcoming meeting he would hold with the HOA affected by the sign removals. Ward 5 - Susan Wilkinson - Mentioned the South Cobb Corridor Study upcoming meeting. Noted a location was to be determined but the meeting would be held on February 7th from 5pm to 8pm. She also read the information for the Bring One for the Chipper event at the Vinings Home Depot on Saturday, January 7th from 9am - 4pm. Ward 4 - Corkey Welch had no report Ward 3 - Terri Anulewicz remarked about the holiday sanitation schedule. Ward 2 - Andrea Blustein - asked everyone to pay attention to the weather. Adjournment: Alex Backry - Shawnee Trail comments regarding parking signs and lack of police consistency with enforcement. He mentioned he was proud of Mayor and Council for removing item from agenda and having meeting with neighbors. The meeting of the Mayor and Council was adjourned at 7:18PM.
