Call to Order
Mayor Max Bacon called the March 6, 2017 meeting of the Mayor and Council to
order at 7:01 PM
1. Invocation and Pledge:
Pastor Lee Delbridge of Smyrna Christian Church located at 910 Concord Rd.,
Smyrna GA gave the meeting's invocation and led all in the Pledge of Allegiance.
2. Agenda Changes:
Councilmember Ron Fennel, Mayor Pro Tem Teri Anulewicz and City Attorney Scott
Cohran were absent from this evenings meeting.

4. Department Head Reports:
Police Chief David Lee gave the following report.-
Two
eportTwo audits were completed recently on the Police Department. The first was by the
FBI and procedures for NCI were reviewed and found to be in compliance. This is a
very lengthy process. The PD had to answer a 15 page document and they were on
site for an entire day. The PD passed this audit with only two minor corrections to
make prior to the audits completion.
The second audit was conducted by the GBI where they sent a chemist out and
performed marijuana testing. The police department received high praise for its
procedures.
Additionally Swat assisted in a narcotics bust today and seized 40 lbs. as well as
took three people to jail and retrieved a weapon.

A. Approval of extended work hours for Benning Construction to
complete slab on grade concrete pour for Belmont Physician's Center
- Land Lot 490 -1.901 Acres - 1060 Windy Hill Road - Benning
Construction on behalf of Halpern Enterprises

City Administrator Mike Jones read the following background for this item:
Benning Construction (the General Contractor at Belmont) is requesting an extension
of normal work hours for the slab on grade concrete pour of the Belmont Physician's
Center. Benning Construction is requesting an extension of normal work hours from 3
a.m. to 8 p.m for March 8, 2017 to March 14, 2017. The contractor expects to
complete the work in one day on March 9, 2017 but requests additional days only for
the sake of inclement weather that may cause the pour to be rescheduled to another
day. Normal construction work hours are limited to 7 a.m. to 6 p.m., Monday through
Friday, and 9 a.m. to 6 p.m. on Saturday.
Benning Construction is requesting a variance from the provisions of the Noise
Ordinance to complete the slab on grade concerete pour for Belmont Physician's
Center. Benning Construction's variance request includes the following:
1. Extension of work hours from 3 a.m. to 8:00 p.m., on one day between March 8,
2017 to March 14, 2017, for the purpose of slab on grade concrete pour of Belmont
Physician's Center.
2. All concrete pouring on-site shall be coordinated with the Department of
Community Development. Benning Construction shall comply with any
implementation measures or requirements imposed by the Community
Development Department to mitigate the effect of extended work hours on traffic
patterns and on the surrounding residential property owners.
3. Extension of work hours will expire once concrete pour is complete and no other
construction activities will be allowed during the work hour extension period.
Community Development is supportive of the request for extended work hours.
These extensions will allow the building to be completed on schedule. Community
Development recommends approval of the extended work hours.
A motion was made to approve item 2017-92 by Councilmember Charles (Corkey)
Welch for extended normal work hours from 3 a.m. to 8 p.m for March 8, 2017 to
March 14, 2017 for Benning Construction to complete slab on grade concrete pour
for Belmont Physician's Center- Land Lot 490 -1.901 Acres -1060 Windy Hill Road -
Benning Construction on behalf of Halpern Enterprises, there was a second by
Councilmember Susan Wilkinson. The motion carried by the following vote:
Aye: 5- Councilmember Norton, Councilmember Blustein, Councilmember Welch,
Councilmember Wilkinson and Councilmember Stoner

Committee Reports:
Ward 1 - Derek Norton had no committee report. He gave an update on the Carolyn
Drive Sidewalk completion and spoke about the landscape improvements to Spring
Road.
Ward 2 - Andrea Blustein reminded Ward 2 residents about ward meeting on March
15th from 6.30p - B:OOp at Brawner Hall to discuss traffic concerns, the Braves and
Suntrust Park.
Ward 3 - ABSENT
Ward 4 - Corkey Welch commended Public Works for the linear park on Concord
Road and recommended the citizens slow down to look at it when driving along
Concord.
Ward 5 - Susan Wilkinson reminded everyone about the St. Patrick's Day Event
where the Mayor would dye the fountain in the Village green. This would take place
on both March 17th and March 18th.

Ward 6 - Doug Stoner reminded citizens of the comprehensive plan underway and
invited them to participate in a public workshop on March 21 from 6:30pm - 8:3Opm at
Browner Hall or to go to GuideSmyma.com.

There were no Show Cause Hearings
Mr. Kirk Johnston spoke about the importance and need for the Education SPLOST
in the upcoming special election.
Students from Campbell High came forward and remarked about the schools
deficiencies in comparison to other participating schools in the area.
Prior to Mayor Bacon adjourning the meeting he wanted to mention the passing of a
long time resident of Smyrna. He remarked he usually did not do this in an open
meeting, but Carmen Wright was a friend and a very good man and he will be
missed.
Mayor Max Bacon adjourned the March 6, 2017 meeting of the Mayor and Council at
7:30pm.
