City Administrator Mike Jones read the following background for this item:
This item is for the authorization for the City to continue to participate in the Cobb
County Urban CDBG Program from January 1, 2018 through December 31, 2020
and authorize the Mayor to sign and execute the corresponding agreement.
Every three years, Cobb County, as the lead entity for the Cobb County Urban CDBG
Program, is required to re -qualify as an Urban County along with each of its municipal
partners. As such, Cobb County is requesting documentation of the City's intent to
participate in the program for the next three years. This declaration is also important
because of recent cuts to the federal budget on such programs. The City indicating
its intention to continue to utilize and support the program is an important show of
support for the CDBG program.

City Council Meeting Minutes - Final April 17, 2017
City Administrator Mike Jones read the following background for this item:
The need to progress with the Stratified Model of Policing along with additional
department goals which have evolved over the past four years, the need for a second
Police Deputy Chief has arisen. In keeping with an effective and efficient span of
control, a second Deputy Chief would allow the segregation of duties among these
two positions to allow more projects and programs to be undertaken.
Throughout the Metro Atlanta area (City of Suwanee, City of Brookhaven, City of
Sandy Springs, City of Marietta to name a few) departments have realized the
effectiveness of two Deputy Chiefs and the impact these positions have on their
operations. Due to the full service nature of the City of Smyrna Police Department
(Jail, E-911, and Policing functions) and an overall evaluation of the operations
holistically, the need for this second position has become necessary. With the
announced retirement of a Police Major effective April 24, 2017, this opportunity has
presented itself.
The Chief of Police and current Deputy Police Chief recommends this approval.

This item is for the acceptance of Smyrna Gateway Studio report a land use, market
and fiscal analysis of potential impact from the Braves' Sun Trust Park and The
Battery development.
In 2016 Mayor and Council approved a contract with Georgia Tech to undertake a
land use, market, and fiscal analysis for the area in Smyrna immediately adjacent to
The Battery and Sun Trust Park. The report was completed by a graduate student
studio at Georgia Tech's School of City and Regional Planning, Noell Consulting, and
Enterprise Innovation Institute. The report explored development impacts and
opportunities along the east portions of the Spring Road corridor and its intersection
with Cobb Parkway. The driving purpose was to explore and assess the implications
for Smyrna of the one billion dollar investment in the new SunTrust Stadium and
associated The Battery development across the street. The goal became to suggest
measures that could maximize opportunities for transforming low density, strip style
development overtime into the emergence of a major new urban center.
Community Development recommends Mayor and Council accept the plan as
presented.
