Invocation and Pledge: Pastor Swayne Hardin from the Embassy located at 2030 Powers Ferry Rd SE gave the invocation and led all in the Pledge of Allegiance. 2: , Agerasia Changes: Mayor Max Bacon announced that there would be 2 agenda changes and asked Councilmember Susan Wilkinson to make those motions. Proclamation in Recognition of Veteran's Day Poppy Weekend (Nov 12-13, 2016) sponsors: Welch Councilmember Corkey Welch read aloud the proclamation in observance of Poppy Weekend, November 12, and November 13, 2016. The proclamation was given to the members in attendance and poppies were given away for a donation. B. The Smyrna Police Department to present a plaque of appreciation to Arnie Schoenbaechler Sponsors: Norton The Smyrna Police Department presented a plaque of appreciation to Amie Schoenbaechler The Smyrna Police Department was contacted by Dallas, Texas Police Department with a request to look after Amie: She is the sister of one of the five officers that was killed in the Dallas ambush attack, Arnie expressed her gratitude along with many Smyrna residents by hiring a Food Truck and brought it to the Police Department and feed 58 on duty police officers. There were at least 200 Smyrna citizens which helped Amie. The Smyrna PD wanted to express their appreciation to Amie and the residents by presenting the plaque. Chief David Lee gave the Police Department's Quarterly Report: 12 Officers and support staff received awards at our annual combined Police and Fire Awards Banquet hosted by the Smyrna Public Safety Foundation. We are approximately 80% complete of officers completing a 40 hour Crisis Intervention Training. Citizens Police Academy has just finished their third week. Another Women's Self -Defense class has been scheduled with MPO Louis Defense. Detective KK Wrozier received a life time achievement award at the Cobb County Chamber of Commerce Annual Public Safety Breakfast. She had as her guest the first female Smyma Police Officer. Several large drug arrests made by Uniform Patrol Officers on traffic stops. Chief Lee has paid from his own money to officiers for guns seized so far this year $640. Approval to hire Richard Garland as Parks & Recreation Director Sponsors: Wilkinson City Administrator Mike Jones read the following background for this item: A second search was conducted to fill the position of Parks & Recreation Director. Fifty-one (51) applications were recieved. The initial screening process (based on resumes) yielded 3 very strong, potential candidates. These candidates were interviewed by Kay Bolick and Tammi Saddler Jones. While 2 candidates were considered for 2nd interviews, one candidate (Richard Garland) was significantly stronger than the other. Mike Jones, along with Kay Bolick and Tammi Saddler -Jones, conducted a second interview. Upon completion of the second interview, the interview committee was in unanimous agreement that Mr. Garland should be considered for the position. After very careful consideration, Mike Jones is recommending the City Council consider confirming Richard Garland as the next Parks & Recreation Director for the City of Smyrna. A motion was made by Councilmember Wilkinson for the approval of item 2016-440 to hire Richard Garland as Parks &.Recreation Director; seconded by Councilmember Teri Anulewicz. Ward 4 - Corkey Welch - also mentioned the Veteran's Memorial Ceremony as well as Ward 4 voting precinct location. Ward 5 - Susan Wilkinson - Ward 5 residents would vote at Belmont Hills Elementary. She mentioned the ceremony would begin at 11:00am. Additionally, she will not be in attendance at the November 21 Mayor and Council meeting. She also thanked the Veteran's Committee for organizing the event. Ward 6 - Doug Stoner - Absent Ward 7 - Ron Fennel - Ward 7 residents would vote at Life Church and he mentioned the Finance Committee meeting held today. He noted that our credit rating was upgraded to Triple A in March 2014. There are seven key factors that are used for the rating and he read those aloud. In October 2016 we continue to be a Triple A and only 1.9% of all the municipalities in the country have a Triple A bond rating. Peachtree City and Suwanee are the only other two cities in the state of Georgia to hold that distinction. He also expressed appreciation to Police Chief David Lee for being voted Citizen of the Year. Show Cause Hearings: Atex Backry of Shawnee Trail - Commented on the subject of discretion of police officers to writing citations for no parking sign violations. He asked City Attorney Scott Cochran to look in the City Charter and find where it talks about discretion. He also mentioned fire station #2 is in pristine shape and does not need to be knocked down and could be renovated instead. He also spoke about the Windy Hill center median.
