Invocation and Pledge: , Pastor Dyke Verkerk with Life Church Assembly of God, located at 4100 King Springs gave the invocation and led all in the Pledge of Allegiance 2. Agenda Changes: There were no agenda changes. - 3. Mayoral Report: A. _ - Proclamation In Recognition of "Respect for Firefighters" Sponsors:... Norton Councilmember Derek Norton read aloud the proclamation in recognition for Respect for Firefighters and Ms. Betty Turley came forward to accept the proclamation and thank the Council for recognizing these important public safety employees. Fire Chief Roy Acres also cameforward and thanked Betty and the Smyrna Optimist Club, B. Proclamation In Recognition of "Campbell High School Day" October 7, 2016 Sponsors: Anulewicz Mayor Pro Tem/Councilmember Teri Anulewicz read aloud the proclamation in :recognition of Campbell High School Day, October 7, 2016. The marching band drum line and cheerleaders were present to do a small pep rally for the Mayor and Council and viewing public. The school had the highest gains in both SAT and ACT schools in Cobb County. Homecoming is this weekend. Community Relations Director Jennifer Bennett thanked the sponsors and the school. She spoke about the Jonquil Jog upcoming. The sponsors for the Jonquil Jog were read aloud. Cathy Riggins was present and read the accomplishments of the Smyrna Education Foundation in partnership with Campbell High School were also read aloud. (SEF) Foundation board members came forward and Councilmember Derek Norton presented a $10,000 check from the City. 4. Department Bead Reports: There were no Department Head reports this evening. 6. Approval of an amendment to the Fiscal Year 2016 budget for 2016 SPLOST. Sponsors: Fennel City Administrator Mike Jones mad aloud the background for this item: When Council adopted the budget for fiscal year 2016 in June 2015, a budget for the 2016 SPLOST fund was not included. For financial reporting the City needs to have an annual adopted budget for the 2016 SPLOST fund. Finance Director Kristin Robinson was present for questions. Councilmember Ron Fennel thanked the finance staff for their diligence and remarked that this document was a retro document that was included in the budget plan and reflects accurately the numbers in place for SPLOST 2016. A motion was made by Councilmember Ron Fennel to approve item 2016-399 for an amendment to the Fiscal Year 2016 budget for 2016 SPLOST, seconded by Councilmember Derek Norton. The motion carried by the following vote: Aye: 7 - Councilmember Norton, Councilmember Blustein, Councilmember Anulewicz, Councilmember Welch, Councilmember Wilkinson, Councilmember Stoner and Councilmember Fennel B. Authorization to enter into an Intergovernmental Agreement between the City of Hiram, Georgia and the City of Smyrna, Georgia for the purpose of data entry into the Georgia Criminal Justice Information System (CJ IS) and have the mayor sign and execute all documents. Sponsors: Norton Mike Jones, City Administrator read aloud the background for this item as follows: The City of Hiram, Georgia has requested that the City of Smyrna begin the data City of Smyrna Page 2 Printed on 101612016 City Council Meeting Minutes - Final October 3, 2016 entry functions that occur within the Georgia Criminal Justice Information System (CJIS) on behalf of the City of Hiram, Georgia. Said entry functions to begin on October 10, 2016 and continue until December 31, 2022 unless the agreement is terminated by means stated within the Intergovernmental Agreement. The City of Hiram, Georgia has agreed to pay the City of Smyrna, Georgia the sum of $30, 000.00 per year for the first two years of the agreement and $50, 000.00 per year thereafter. The City of Hiram, Georgia currently operates the City's CJIS data entry functions internally utilizing full-time staff. In an attempt to streamline their operations and realize cost savings, the City of Hiram, Georgia has requested that the City of Smyrna, Georgia perform these data entry functions on their behalf. A. Intergovernmental Agreement was drafted which delineated the performance of such functions as well as the consideration for the life of the agreement. Hiram, Georgia has requested that their CJIS data entry functions be relocated from their facilities to the City of Smyrna, GA E-911 Center beginning October 10, 2016. A prorated amount will be paid for October 2016 and the full amount of $2500 per month will be paid for the months of November and December of 2016. The Intergovernmental Agreement has been reviewed by both municipalities' legal departments and found Legal -As to Form. The Smyrna Chief of Police and staff recommend this authorization. Councilmember Norton noted we have a similar agreement with Powder Springs and this is a good deal for both Cities. A motion was made by Councilmember Derek Norton to approve item 2016-384 to enter into an Intergovernmental Agreement between the City of Hiram, Georgia and the City of Smyrna, Georgia for the purpose of data entry into the Georgia Criminal Justice Information System (CJIS) and have the mayor sign and execute all documents, seconded by Councilmember Charles (Corkey) Welch. The motion carried by the following vote: Aye: 7 - Councilmember Norton, Councilmember Blustein, Councilmember Anulewicz, Councilmember Welch, Councilmember Wilkinson, Councilmember Stoner and Councilmember Fennel C. Approval to purchase 1 (one) equipped Ford Explorer for the Deputy Police Chief. The total cost of $30,332.04 to be expended from the State asset forfeiture account. Sponsors: Norton. City Administrator Mike Jones read the following background. The Police Department has a need to re -assign the Deputy Chiefs current assigned vehicle to an administrative officer in order to add an additional marked patrol vehicle into the patrol fleet. This vehicle will be purchased off of State contract through Wade Ford and the emergency equipment purchased and installed from Cobb county contract through Diversified Electronics, Lieutenant Binicewicz will be assigned to the Police Administrative Division beginning October 11, 2016. Lt. Binicewicz is currently assigned a marked Ford Explorer that is needed in the Patrol Division fleet. By purchasing this vehicle, Lt. Binicewicz will be assigned an administrative vehicle and his marked vehicle placed into the Uniform Division Fleet, The Chief of Police and staff recommend approval of this item. A motion was made by Councilmember Derek Norton to approve item 2016-387 to purchase 1 (one) equipped Ford Explorer for the Deputy Police Chief. Approval to purchase 6 (six) equipped Ford Explorers as part of the FY17 Vehicle Replacement Fund at a total cost of $239,021.84 Sponsors: Norton The following background was read aloud by City Administrator Mike Jones: A total of 6 (six) Uniform Patrol vehicles have been or will be taken out of service in FY17. The replacement vehicles were included in the FY17 Vehicle Replacement Fund. The Police Department was authorized $231,000 in the FY17 Vehicle Replacement Fund but due to the rising costs of the vehicle and camera systems ($1174 per vehicle and $211.71 per camera system), we are realizing a $8021.84 cost over -run from what was originally forecasted. These six vehicles will replace 6 Uniform Division Crown Victories that have been or will be taken out of service due to age, mileage, or upon guidance from the Fleet Manager. The total cost of the six Ford Explorers is $239,021.84. Said vehicles and equipment will be purchased using State/County contracts, through cooperative contract pricing, and the graphics from a single source provider who solely owns the graphics artwork. The six Explorers are to be purchased from Wade Ford and all necessary equipment from Insight Public Sector, Grafix, and Diversified Electronics. The Chief of Police, staff, and the purchasing department recommend the purchase. A motion was made by Councilmember Derek Norton to approve item 2016-391 to purchase 6 (six) equipped Ford Explorers as part of the FY17 Vehicle Replacement Fund at a total cost of $239,021.84, seconded by Councilmember Ron Fennel. Ward 3 - Teri Anulewicz - Woofstock was a great event and a new event for the City. Star94 hosted and there was a large turnout: Additionally, she attended the annual Cobb Public Safety Appreciation breakfast and Chief David Lee was the master of ceremonies. Retired Officer KK Rosser received two awards at the breakfast for her work in the Crimes Against Children department. There is road closure on King Street between Bank Street and the traffic circle and that should be back open later this evening. The homecoming parade for Campbell High School will be this Friday afternoon as well. There is a tri -ward meeting this Wednesday. Ward 4 - Corkey Welch - Taylor Brawner Park with Art begins this Friday October 7 from 6:OOpm - 10:00pm. Details can be found on the City website. Ward 5 - Susan Wilkinson - She mentioned the Park with Art also. Ward 6 - Doug Stoner - Reported on the meeting with the GDOT Commissioner, Russell McMurry along with Director of Planning, Jay Roberts. Also in attendance was our DOT Boardmember Jeff Lewis and the Chief Engineer Mac Pirkle. He mentioned all four of them because it is not easy to get all four at a meeting together because of their tremendous schedules. They received a tour of the City and it was a great meeting and the City looks forward to working with GDOT. Ward 7 - Ron Fennel - He was also in attendance with Mayor Pro Tem Anulewicz at the breakfast and gave praise to Chief Lee and the staff for an exemplary representation by the City. The Rotary Club has a meeting tomorrow and Mr. Fennel will be speaking. CMA meeting is next Tuesday evening in Powder Springs. Mike Jones had no report. Scott Cochran had no report. Terri Graham had no report. 11. Show Cause hearings: 12. Citizen Input: There were no Show Cause Hearings Alex Backry - 3459 Shawnee Trail spoke about the Reed House. He stated that only 40% of the Community Center has been rented over the last year and 31 % of Brawner Hall. The Reed House will compete for rental space. He said there was nothing published to the public about the purchase or the renovation.
