Call to Order
Mayor Max Bacon called the Meeting of the Mayor and Council to order at 7:30 PM.
1. Invocation and Pledge:
Mayor Bacon announced that Reverend Whit Martin from Smyrna First United
Methodist Church was unable to attend the meeting and Councilmember Charles
(Corkey) Welch would be providing the invocation and lead all in the Pledge of
Allegiance

Interim City Administrator Toni Jo Howard read the following background:
This is a new application for privilege licenses for AKSM LLC dba BollywoodKSM LLC
Indian Restaurant for the sale of beer, wine, and liquor (retail pouring).
dba Bollywood Zing Indian Restaurant is the owner and Sailesh Makhijani is the
agent applicant and will be responsible for the sale of alcohol at the referenced
location. Sailesh Makhyani has been given a copy of the Alcoholic Beverage
Ordinance and attended the mandatory alcohol awareness workshop. (Certificate
attached)
A background investigation conducted by the Smyrna Police Department failed to
reveal information that would preclude issuance of this license. Sailesh Makhijani
has agreed to abide by the guidelines set forth by the City of Smyrna ordinance
governing the sale of alcohol. Staff recommended approval of a privilege license for
the sale of beer, wine, and liquor (retail pouring) for AKSM LLC dba Bollywood Zing
Indian Restaurant with Sailesh Makhijani as the registered agent.
Mayor Bacon called the public hearing and no one came forward to speak against or
make comment on this item.
The applicant was called forward by Mayor Pro Tem /Councilmember Melleny
Pritchett. She asked him if he had any questions regarding the privilege license and
he did not have any. He was asked if there was a policy in place to assure alcohol
would not be sold to minors and he stated that everyone who purchased would have
their ID checked. He understood the alcohol ordinance and agreed to abide by it and
also understood that random Police Department stings would be conducted and if an
employee sold beer to a minor, they would be arrested and would go immediately to

Councilmember Ron Fennel reiterated the Police Departments expectance for
compliance, welcomed the business to Smyrna and thanked them for investing in the
City.

Privilege License Request for Beer, Wine, and Liquor Pouring located at 2772

This is a new application for privilege licenses for Gursha Ethiopian Cuisine for the
sale of beer and wine (retail pouring). Gursha Ethiopian Cuisine is the owner and
Genet Tenaye is the agent applicant responsible for the sale of alcohol at the
referenced location. Genet Tenaye has been given a copy of the Alcoholic Beverage
Ordinance and attended the mandatory alcohol awareness workshop. (Certificate
attached) Gursha Ethiopian Cuisine desires a waiver of the distance requirement as
listed in City Ordinance Sec 6-118 (600' from a schoop as amended in City
Ordinance 2015-09 which permits waiver of distance requirements for restaurants
requesting a pouring license.
A background investigation conducted by the Smyrna Police Department failed to
reveal information that would preclude issuance of this license. Genet Tenaye has
agreed to abide by the guidelines set forth by the City of Smyrna ordinance governing
the sale of alcohol. Approval of privilege licenses for the sale of beer and wine (retail
pouring) for Gursha Ethiopian Cuisine with Genet Tenaye as the registered agent.
Mayor Bacon called the public hearing and no one came forward to speak against or
make comment on this item.
The applicant was called forward by Councilmember Teri Anulewicz. She questioned
them as to the training of their employees and they replied that they had gone
through the necessary training as well as reviewed the ordinance in its entirety. They
assured Mayor and Council that all employees would be trained appropriately and all
purchasers of alcohol would be checked for ID. Councilmember Anulewicz asked if
they were aware of the police stings and they were.
Councilmember Ron Fennel reiterated the Police Departments expectance for
compliance, welcomed the business to Smyrna and thanked them for investing in the
City. He also asked If they had held an alcohol registration at any previous location
and they responded no.
Councilmember Welch asked what their business hours were and it was asked as to
the type of food that would be served.
There were no additional questions from Mayor or Council.
A motion was made by Councilmember Teri Anulewicz to approve 2015-219 a

would be arrested and would go immediately to jail.

that the approved 2016 SPLOST included the purchase of public safety equipment

including, but not limited to, portable and mobile radios. Cobb County had entered
into a contract for the purchase of portable and mobile radios with the related
necessary installation and maintenance of such radios at a discounted rated based
on factors such as date of purchase and quantities purchased. The City would like to
participate in this capital lease to utilize the advantageous purchase contract pricing
and capital /ease financing using 2016 SPLOST funds to pay the lease payments.
The County will deduct lease payments prior to 2016 SPL 0ST distributions. Staff
recommended approval for the Intergovernmental Agreement for Lease Payments
Portable and Mobile Radios Capital Outlay Project and to authorize the mayor to sign
all related documents.
A motion was made by Councilmember Ron Fennel to approve item 2015-249 for the
Intergovernmental Agreement for Lease Payments Portable and Mobile Radios
Capital Outlay Project with Cobb County for $1.5 million and to authorize the Mayor to
sign all related documents; seconded by Councilmember Charles "Corkey" Welch.

one (1) 75' Aerial Ladder Truck from Pierce Manufacturing, Inc.
through Ten 8 Fire & Safety Equipment of GA in the amount of
$710,000.00

Interim City Administrator Toni Jo Howard read the following background: This item is
for approval to purchase a new Ladder Truck for the Fire Department. This new
Ladder Truck will replace an existing ladder truck that was out of service and not
repairable. Ladder 1, a 1996 Simon Duplex-LTI, was out of service and was not
repairable. This particular truck manufacturer is no longer in business, making
significant repairs costly. This request, if approved, will fund a replacement for the
existing Ladder Truck. The new 75' Anel Ladder Truck will be purchased under Bid
07-53 of the St. Johns County, Florida contract from Pierce Manufacturing, Inc
through the vendor Ten 8 Fire & Safety Equipment of GA in the amount of $710,000.
Initial funds for the purchase will come from the City's General Fund and then the
General Fund will be reimbursed by 2016 SPLOST funds. The 2016 SPLOST funds
were approved through a passing vote initiative that allocates monies for Public
Safety apparatus and equipment purchases. Furthermore, since the State of Georgia
does not have a standardized contract for emergency vehicles, using the St Johns
County, Florida contract enables guaranteed pricing under purchasing ordinances,
rules and regulations. Staff recommends approval to purchase one 75'or dal Ladder
Truck in the amount of $710,000 from the City's General Fund.
Councilmember Ron Fennel stated this was an opportunity for the City to piggy back
on the bulk purchase of this ladder truck with the State of Florida. This purchase has
been approved with the 2016 SPLOST as stated and as such he will make a motion
for approval.
A motion was made by Councilmember Ron Fennel to approve Rem 2015-254 for the
authorization to utilize cooperative contract for Fire/Rescue Vehicles under Bid 07-53
of the St. Johns County, Florida contract to purchase one (1) 75' Aerial Ladder Truck

9• Committee Reports:
Ward 7 Councilmember Ron Fennel called upon Fire Chief Roy Acres to give a
departmental update report.
Fire Department report:
The Smyrna Birthday Celebration went very well and the Fireworks were easily
contained with only a few minor fall outs that were easily contained.
The Citizen Fire Academy is scheduled to start near the end of September. Visit
website for information.
Smyrna Fire has partnered with Red -Cross for a "Home Fire Safety campaign
scheduled for this fall. This preparedness campaign will offer fire safety education,
smoke detectors, and weather alert radios. The Crawford and Company has selected

this preparedness campaign as their 2015 Global Day of Service for its Atlanta
employees. Smyrna and Red -Cross anticipate 150 volunteers from Crawford and
Company. Details about the program would be coming soon.
Councilmember Blustein asked if they gave out the plastic Fire Helmets to the
children and they handed out almost 1000 helmets but quickly ran out because of the
larger turnout.
There was a phone lost by a resident and the Fire Department and Police
Department worked diligently to find the phone. The resident was very grateful
because there were messages from her mother on the phone that were irreplaceable.
Police Department Report:
Police Chief David Lee was called upon to give his departmental report. At the
birthday celebration there was a cell phone taken from a table that happened to
belong to Capt. Frank Durrance's wife. The phone was tracked and the person
arrested. The man also had marijuana on him at the time of the arrest. There were a
few instances of lost parents and the PD helped reunited those children and parents
very quickly. It was a great event There are four Sgt. openings and they have been
interviewing for those positions. They expect to announce this week. It is an exciting
time at the PD and he enjoys being able to advance someone's career.
The Chaplaincy program has four local chaplains wanting to participate. They are
wanting to have between four and six participate. They will do ride alongs with
officers and be present also to help residents in traumatic events. He expects to have
that program complete and up and running by the first of September The Smyrna
Public Safety Foundation and the Optimist Club will be having a 5K run on labor day
weekend. There were no additional questions from Mayor and Council.
Councilmember Fennel gave additional details on the Smyrna Public Safety
Foundation annual gala on September 12th. The Public Safety Foundation website
has more detailed information. State Representative Ms. Stacey Evans will be
hosting this event. Councilmember Fennel announced a Town Hall Meeting on
August 11th on the south side of Ward 7 at the Summit Clubhouse at Vinings Estates
regarding Pebblebrook, the Maxwell property. He asked that everyone take time to
thank the Public Safety officers and staff when they come in contact with them.
Ward 6 Councilmember Wade Lnenicka spoke about a meet and greet held at
Campbell Middle School for new students. It was a well -organized event and
residents should look at Campbell Middle for their children coming into middle school.
Additionally, on August 2nd, Teasely Middle School had a new building dedication.
There was a sense of excitement at the event and for the new school year he has not
seen previously before. He noted the passing of Mr. Bob Adams, a local army,
veteran. He will be buried at Arington Cemetery at a later date. Ward 6 has two
candidates currently running for the council position and both are actively
campaigning. He encouraged residents to carefully consider both candidates and
take the time to learn about both. He did not call upon Human Resources or the City
Clerk for reports this evening.
Ward 5 Councilmember Susan Wlkmson recognized and thanked the Public Safety
staff for their efforts at the Smyrna Birthday celebration. She also mentioned Public
Worcs and their staff as well as Parks and Rec. All departments worked hard getting
ready for the event. Community Relations was instrumental in the planning and set
up as well.

LEGO Club meeting tomorrow, Tuesday, August 4, at 4 p.m. in the Library Meeting
Room. They will be creating designs inspired by "Reptiles and Amphibians."LEGO
Club is one of the many monthly programs presented by the Youth Services
department such as Tween Time (who'll be making jewelry next week), Teen Time,
Craffemoon, and Homeschool Story Time. Additionally, Youth Services presents five
pre -K story times every week. So pick up a schedule at the Library the next time
you're in or view it online at smyrna-library.com
Finally, a reminder that the Library will be closed Wednesday, August 5, Thursday,
August 6, and Friday, August 7, for a parking lot re -paving as well as interior

Parks and Rec Director Steve Ciaccio was called upon next. Mayor Bacon thanked
him for stepping up as the MC for the Birthday celebration event. Tolleson Pool hours
have changed with school being back in session. The weekday schedule has ended.
Weekend hours through the end of the season (September 27), are 11 am — 6 pm.
The August 15 Movie by Moonlight by Moonlight at Taylor-Brawner Park will be The
Boxtrolls.
Ward 4 Councilmember Corkey Welch wanted to comment on an event that occurred
last week. The Teacher Appreciation Luncheon held at Campbell Middle School was
a tremendous event and he was so glad to participate. The teachers were very
appreciative of the recognition. The principal spoke and Mayor Bacon also spoke and
then the Varsity served lunch. The Smyrna Business Association provided the prizes
given away and thanks were given to all who participated and organized this great
event.
Keep Smyrna Beautiful Director Ann Kirk spoke about events with her department.
Local Author Kelly Young -Silverman and illustrator Erin Wicker will conduct two
interactive story times using her book The Man In the Moon at 9:00 am and 10:30
am at the Smyrna Fresh market this Saturday. The book is targeted to pre-school
children but all are welcome.
Keep Smyrna Beautiful completed their cost benefit analysis for FY2015, and we are
proud to report that we brought in $2.29 for every City tax dollar spent on our
department. Primary contributions are from 14,300 volunteer hours, Donations, and
revenues from the Garden Tour, jonquil bulbs and the Recycling Center.
The Recycling Center sent 105, 000 lbs. to be recycled in June, 2015, an
approximately 40% increase over the average month for the past 12 months. We're
now getting a lot of first time users in addition to our regular patrons.
There will be a free Shredding Event on September 26 from 9 am -noon at the Aline
Wolfe Center on Church Street. Iron Mountain will provide the free shredding.
Public Works Director Scott Stokes gave the following report:
Concord Road SPLOST Project — Punch list work was performed this week, including
the completion of raising all the manholes to grade. The contractor started raising fire
hydrants to the proper elevations as well. Final grading of the north side3 of the road
at the detention pond area was completed. It is to be noted that the contractor is
moving slow with their punch list items.
• Windy HiWAtlanta Road SPLOST Intersection Improvement Project — The
directional boring contractor is currently working on relocation and lowering of the
existing fiber duct in conflict on the east side of the railroad overpass.
• Gann Road Storm Sewer— The box culvert is complete. The contractor installed
surge stone on the downstream side of the culvert. Backfill of the culvert has started

and storm sewer piping was delivered to replace the storm sewer that connected to
the old drainage system. Construction meeting with the contractor and Croy
Engineering this week was held to discuss progress and schedule. The contractor
has indicated they will begin working on Saturdays. It appears now that the road
Opening may not be accomplished until the week of August 24th.
• Belmont Sewer Outfall - Punch list work performed this week included completing
the reinstallation of fencing at the Greens Apartments and paving the parking lot cuts
of the Greens and Carriage House Apartments. The contractor is moving slowly with
their punch list items.
• Street Paving SPLOST Project- The paving contractor started paving this week.
Roads completed this week included McCoba Dr, Belmont Ave, Cherokee Trail,
Benson Poole, and Linwood Dr. The milling and profiling crew will move to the
Clifton, Dell, and Medlin Street areas next week, as well as move to the Library
parking lot.
• CCN and Sewer Main Cleaning - The contractor started this week on our list of
52, 000 of TV and Cleaning.
• Work Orders - Water main leak detection was completed in the Vinings Estates
subdivision. The engineering company is now placing the results of the study in their
software system to determine whetherleaks were found and where to do further
detection. Curb replacement started this week on Howell Drive and is about 60%
complete. Landscaping for the Linwood Court curb replacement is about 60%
complete. Installation of dumpster enclosure roofs in the Market Village started this
week. Concrete dikes will be poured inside the enclosures which will keep any spilled
materials from leaving the enclosures and running into the public parking lots and
pedestrian ways. Demolition of the city property at 1061 Concord Road started this
week and is about 80% complete. A pre-bid meeting was held this week for the
Village Parkway pedestrian trail from Spring Road to Windy Hill Road.
• New Fountain in pond - The aerator/fountain in the pond adjacent to the
Community Center was replaced this week as the old one could not be repaired.
Please be encouraged to take a moment to look at it at night, as it has a light
component in it.
• Campbell Middle School repairs - The city interior repairs to the Campbell Middle
School stadium restrooms and concession will be completed this week (Cobb
Schools are addressing the exterior repairs to the stadium and bleachers).
• Projects Scheduled - Water main replacement on South Cobb from Concord to
Wisteria Lane;
• Projects Out for Design - Hickory Acres Drive Storm culvert Smyrna Powder
Springs Road Sanitary outfall, Lake Drive at Magnolia Dr Storm Sewer Replacement,
Fox Creek Lake, Hickory Hill Drive Sanitary and Storm Sewer Rehabilitation, Lois
Street at Lois Point Lake Drive at Brentwood, King Springs Road near Kings View,
Walker Court near Moms Circle, Doeskin Lane, Pat Mall Rd, Sub -basin 1 Sanitary
Sewer Outfall, and Antler Trail Sanitary Sewer Outfall.
Projects Out for Bid - Village Parkway Multi Use Trail (Spring Road to Windy Hill);
Video security camera bid for parks buildings and public buildings
Mayor Bacon asked if the residents had been notified of the paving project at the
library and they had via printed notices left on their cars.
Ward 3 Councilmember Teri Anulewicz noted that Finance Director Toni Jo Howard
did not have a report.
Jennifer Bennett, Community Relations Director came forward and reported on the
Smyrna Birthday Celebration.
The community, a very successful and pleasant Big City Birthday Celebration last
Saturday. She thanked everyone who attended and everyone who worked hard and
assisted in delivering what I consider one of our best celebrations yet. For those who
may not know, a lot of people in various departments, sponsors and volunteers come
together to make the annual celebration possible. She thanked the following

She also extended a special thanks to Bert Tumell and Tiffany Wallace for long hours
and cheerful delivery of very hard work. Without them, it would not have been so
great.
Councilmember Anulewicz announced a particular "shout out" to State
Representative Stacey Evans who donated $500,000 to the law department at UGA
for first generation law students. She also stated the birthday was fantastic. The
environment and attitude was wonderful from all involved both staff and residents. It
was truly the City at its best. She thanked everyone who made it possible.
Ward 2 Councilmember Andrea Blustein called on Community Development Director
Ken Suddreth. 14 new dwelling permits were issued and 10 of those were for Smyma
Grove. That project is well underway and these permits were for homes that are for
sale. He expected July to be lower because of summertime and vacations. There
was $156,000 in permits taken which was better than expected. Business was still
good in the City.
Councilmember Blustein stated that those who did not attend Saturdays Birthday
missed a great event. She learned that the Police Department carried toys in the
back of their patrol cars for use in soothing lost or traumatic children. It was a
fantastic time and the fireworks were great.
Ward 1 Councilmember and Mayor Pro Tem Melleny Pritchett remarked that she had
exciting news regarding the Vision process. It will be held Wednesday, August 12
from 7:Oopm - 8:30pm in the Council Chambers for the Smyma Arts and Cultural
Council. There are typically 45-50 people in attendance at this meeting. It has been
noted that people love living here but want expanded cultural arts. Participation in the
Council is $20.00 for individuals and $30 for households. She thanked everyone who
worked on the birthday celebration.
10. Shows Cause Hearings:
There were no Show Cause Hearings.
11. Citizen Input:
Mr. Alex Backry spoke about Jonquil Plaza and he has spoken to many citizens who
are very much against apartments over the plaza. There is limited shopping on the
Village Square and a downtown should consist of shopping. We need shopping in
the downtown area to call it a downtown area.
He also expressed his continued disappointment in the lack of conversation
regarding term limits for Mayor and Council.
