05-05-14 May 5, 2014 Mayor and Council MinutesMonday, May 5, 2014 City of Smyrna Meeting Minutes - Final City Council 7:30 PM Roll Call 2800 King Street Smyrna, Georgia 30080 Council Chambers Present: 6 - Mayor Max Bacon, Mayor pro tem/Councilmember Melleny Pritchett, Councilmember Andrea Blustein, Councilmember Teri Anulewicz, Councilmember Wade Lnenicka and Councilmember Ron Fennel Absent: 2 - Councilmember Charles Welch and Councilmember Susan Wilkinson Also Present: 5 - Eric Taylor, Mike Brown, Terri Graham, Scott Cochran and Dan Campbell Call to Order Mayor Max Bacon called the meeting of the Mayor and Council to order at 7:42 PM immediately following the Mayors Education Awards. Invocation and Pledge: Mayor Max Bacon called on Dr. Steve Kimmel, Smyrna First Baptist Church, 1275 Church Street, Smyrna, Georgia to deliver the Invocation and to lead all in the Pledge of Allegiance. 2. Agenda Changes: There were no changes to the agenda. 3. Mayoral Report: A. To present a Commendation to Communcations Officer Tammy Morrical for walking Joshua Hendicks (father), Virgina Hendicks (mother) through the birth of baby girl Abigail. B. Councilmember Ron Fennel called Deputy Chief Mike Brown forward to recognize an extraordinary event which happened in the City. Deputy Chief Brown first took the opportunity to thank all the 911 Operators who do a great job under difficult circumstances. They are all a great group of professionals who are not often recognized, but do great work every day. Deputy Chief Brown called Captain Joe Bennett who gave details of this event. On April 22, 2014 around 8:00 AM, the City's 911 officer assisted, over the telephone, Virginia Hendricks with the birth of her second child, Abigail Nicole. Communications Officer Tammy Morrical very calmly relayed instructions to the baby's father, Josh, who delivered their daughter. Captain Bennett presented Ms. Morrical with a Certificate of Recognition for her outstanding work. Proclamation in Recognition of Pastor Steve Kimmel, Smyrna First Baptist City of Smyrna Page 1 Printed on 5/19/2014 City Council Meeting Minutes - Final May 5, 2014 Mayor Bacon presented Dr. Steve Kimmel a proclamation in recognition of his service to the community. Dr. Kimmel has served Smyrna First Baptist Church for more than 22 years as their pastor. Not only has he been a wonderful pastor to the church, he has actively served this community. The Mayor read aloud the proclamation. C. JRM Management Check Presentation to Smyrna Education Foundation Todd Miller and Bill Watson with JRM Management Services came forward to present a check to the Smyrna Education Foundation. Mr. Watson stated the company has been proud to partner with the City in providing quality events such as the Spring and Fall Jonquil Festival and Taste of Smyrna for the past 12 years. The Spring Jonquil Festival was the largest so far with an estimated 30,000 people in attendance over the weekend. The company believes in supporting their community in many ways. Councilmember Teri Anulewicz accepted a check in the amount of $5,000.00 check for the Foundation. The Foundation supports schools in the community. 4. Land Issues/Zonings/Annexations: There were no Land Issues/Zonings/Annexations. 5. Privilege Licenses: There were no Privilege Licenses. 6. Formal business: A. Approval of Addendum to include the fiber but rates to the Hut License Agreement between the City of Smyrna and Google Fiber The Mayor asked City Administrator Eric Taylor for the background on the agreement. The City has been working to meet the May 1st deadline for the feasibility study to become a Google Fiber City. Mr. Taylor is proud to say that the City beat the deadline by several days. Google Fiber has asked for an addendum to the agreement to cover rental rates should they decide to place a Fiber Hut on any City property. Councilmember Teri Anulewicz thanked Mr. Taylor and the involved City Staff for their work on this study for Google Fiber. A motion was made by Councilmember Teri Anulewicz to approve 2014119 to add an Addendum to include the fiber but rates to the Hut License Agreement between the City of Smyrna and Google Fiber, seconded by Councilmember Ron Fennel. Consent Agenda: Mr. Eric Taylor read aloud the Consent Agenda. A motion was made by Councilmember Ron Fennel to approve the Consent Agenda, seconded by Councilmember Teri Anulewicz. Approval of the April 21, 2014 Mayor & Council Meeting Minutes B. Award RFP 14-021 for banking services to SunTrust. C. Mayor and Council Authorize the Mayor to execute a Georgia Power Governmental Pole Attachment License Agreement between Georgia Power and The City of Smyrna. 9. Committee Reports: Councilmember/Mayor Pro Tem Melleny Pritchett thanked Information System Manager Chris Addicks and City Clerk Terri Graham for working to install the new projector in the Council Chambers when the old one failed at the end of last week. Mr. Addicks worked to get the projector here and installed today before the Council Meeting. She also mentioned that over 1,200 people have taken the Vision Process Survey. Ms. Pritchett encouraged all citizens and community leaders to participate in the survey. Councilmember Andrea Blustein thanked those community members who attended the Ward 2 Meeting. Councilmember Teri Anulewicz thanked Finance Department staff for their work on the Banking RFP to ensure that the City is getting the best deal possible for their banking services. She also thanked those who made the Jonquil Festival a success. Ms. Anulewicz encouraged people to participate in the Vision survey, which will be open until May 18, 2014. She stated there is a lot of activity in Ward 3, the Farmer's Market in the parking lot of Smyrna First Baptist Church and Food Truck Tuesdays begin this week. Councilmember Wade Lnenicka thanked the residents at Vinings Glen 3, 4-, & 5 for inviting him to participate in their HOA meeting yesterday. He announced the Memorial Day services at the Veterans Memorial Park on Monday, May 26th at 9:30 AM. Handicapped parking will be in the parking lot behind City Hall. Speakers will be Major Olga Westfall, who is a chaplain at Dobbins Air Reserve Base and Ranger Sergeant Tony Foster. Councilmember Ron Fennel thanked Chief Day, Chief Lee and Senior Planner Rusty Martin for participating in his recent Town Hall meeting and answering citizen's questions about activities in their departments. There will be a meeting on May 14 at 7:30 PM at Whitefield Academy in Founders Hall regarding a pending zoning application. There is a tentative meeting on May 29th regarding the potential development on North Cooper Lake Drive by the McLain Company. The neighbors spent many volunteer hours to make the property look better under the direction of Allegra Goodman. Mr. Fennel's newsletter went out this weekend. City Clerk Terri Graham added her appreciation of the quick action taken by the Information Systems team led by Chris Addicks on the installation of the new projector. He was able to locate and install a new projector in a short amount of time. 10. Show Cause Hearings: 11. Citizen Input: 12. Adjournment: There were no Show Cause Hearings. There was no one signed up for Citizens Input. Cindi Yeager, who is running for Cobb Solictor General came forward to ask for citizen's votes in the upcoming electionheld on May 20, 3014. The Mayor announced that prior to this meeting the Mayor's Education Awards were held to honor Smyrna schools' staff, students and volunteers.
