Call to Order
Presiding Officer Mayor Bacon called the meeting to order at 7:30 pm.
Present: 8- Mayor Max Bacon, Mayor pro tem/Councilmember Melleny Pritchett,
Councilmember Andrea Blustein, Councilmember Teri Anulewicz,
Councilmember Charles Welch, Councilmember Susan Wilkinson,
Councilmember Wade Lnenicka and Councilmember Ron Fennel
Also Present: 7- Scott Cochran, Terri Graham, Samantha Kasraie, Tammi Saddler Jones,
wow Steve Ciaccio, Toni Jo Howard, Dan Campbell and Chelsea Jackson
1. Invocation and Pledge:
Pastor Carolyn Vinson of Highpoint Christian Tabernacle Church delivered the
invocation and led all present in the pledge to the flag.
2. Agenda Changes:
The Mayor stated that item 6(B)would be tabled and that 6(C)would be
removed from the agenda.
3. Mayoral Report:
A. Proclamation In Recognition of "Respect for Firefighters"
Sponsors: Fennel
Councilmember Fennel read aloud the proclamation and presented it to Mrs.
Betty Turley of the Smyrna Optimists Club. Mrs. Turley asked that all citizens in
Smyrna join in recognizing public safety personnel and invited Mayor and
Council to attend the Friday morning breakfast at the American Legion post.
B. Recognition of ELW Future Stars - 3rd and 7th Grade Teams - YBOA
National Champions (Youth Basketball of America)
Parks and Recreation Director Steve Ciaccio explained that the Eddie Lee
Wilkins travelling basketball program consisted of over 25 teams playing in
competitive leagues throughout Georgia and surrounding states. He noted that
the group was based in Smyrna and practiced at the Community Center.

Mr. Eddie Wilkins shared that the program stressed development both socially
and academically and was one of the largest organizations in Georgia. He
announced that the 3rd grade team, coached by Michael Roach, Lance James
with manager Adam Gibbs, had an undefeated season and were YBOA national
champions. Mr.Wilkins introduced the members of the 3rd grade team: Corey
Gibbs, Cole Wilson, Joshua Reed, Simeon Cottell, Kyle Hanson, Malcolm
Patterson. Nicholas Jacobson and Jordan Brewer.The Mayor invited parents
to take photos and thanked the ELW organizers for their efforts with this, and
other programs, throughout Smyrna.
Mr. Wilkins introduced the 7th grade team which consisted primarily of local
area kids, many of whom had played together since the 4th grade. He shared
that the team, coached by himself and Eugene Frye had taken second place in
the AAU for the state. He introduced team members: Trey Doomes, Cameron
Bennett, Dantavius Hall, Abdul Davis, Marques Fry, Jaylon Pugh, Evan Wilkins,
Austin Johnson, Kirk Mims, Rudy Fitzgibbons, Marcellus Frazier,Tajie Ray and
Ashton Hagans.
The Mayor expressed his gratitude to the leaders of the organization for
representing the City and giving back to the community.
4. Land Issues/Zonings/Annexations:The Mayor stated that there were none.
5. Privilege Licenses:The Mayor stated that there were none.

A. Final FY13 Budget Amendment
Sponsors: Anulewicz
Mr.Taylor advised that an audit was required at the conclusion of the fiscal
year. In order to close out records,final adjustments to the budget had to be
made to account for various transactions. Mr.Taylor stated that staff
recommended approval.
Councilmember Anulewicz made known that this action was taken every year.
Finance Director Toni Jo Howard noted that this was the last step in
completing the audit and ensuring that the financial statement was presented
correctly for the budget to actual statement.
Councilwoman Anulewicz inquired if there was any surplus and Ms. Howard
responded that there was an amount of approximately 1.2 million dollars.
A motion was made that this Authorization be approved.The motion carried by
the following vote:

October 21,2013 the appeal of the decision of the License and Variance Board
regarding Variance Request-V13-034-Allow Temporary Sign only on
Weekends (Saturday and Sunday)- 10.0 acres-Land Lot 849-2453 Cobb Pkwy
-D. Geller and Son. Motion was seconded by Councilmember Welch and
carried by the following vote:

A motion was made by Councilmember Welch to appoint Karlene McNabb, a
citizen active in the PTA and local organizations,to complete his term expiring
December 2013.The motion was seconded by Councilmember Pritchett and
carried with the following vote:
There was discussion about the accuracy of the end date of the term as listed
on the agenda.

B. Authorize Mayor to sign the Charter Communications Settlement and
Release Agreement for the audit conducted by GMA for franchise fees
owed from January 1, 2010 through December 31, 2012 in IMMO
accordance with the Charter's state issued cable television franchise
in the amount of $2,500.88.

C. Approval to purchase six vehicles from Wade Ford under state
contract for a total cost of$138,010.00

This Authorization was approved.
9. Committee Reports:
Councilman Fennel expressed his gratitude to the Smyrna Optimists Club and
Chamber of Commerce for their award ceremony recognizing public safety
personnel. He announced that Smyrna's nominee was Corp. David Nesbittof the
police department and shared that the winner was EMT intermediate Kim
Burdette. He expressed his gratitude to those that participated on the
committees to make the event a success, including Judge Grubbs and Chief
Lee and thanked Councilwoman Anulewicz for attending the event.The
Councilman announced that the Smyrna Fire Chief Search Committee was
about to commence and relayed that a many applications had beenreceived.
Councilman Lnenicka shared that he had attended the Westchester Commons
annual meeting and stated his appreciation for the opportunity. He offered his
condolences to the family of Keep Smyrna Beautiful's Nell Robinson following
the loss of her mother.
Councilwoman Wilkinson thanked all those that had attended her recent
community meeting.
Councilman Welch advised that an email from a citizen regarding a barking
dog had been inadvertently erased. He requested that the individual contact
him again.The Councilman noted the construction taking place on Concord
Rd. and reminded all to exercise caution.
Councilwoman Anulewicz announced the informational tree talk to take place
on October 9th and invited all to attend. She addressed questions about trees
removed around the arboretum, advising that they had been heavily damaged
by termites and ants and had to be removed.The Councilwoman shared that
replacements would be installed during the fall replanting season.
Councilwoman Blustein remarked on the nice turnout for her Ward 2 meeting
and that she was looking forward to the next one.
Mayor Pro Tem/Councilmember Pritchett wished the Mayor a happy birthday.
The Mayor recognized a journalism student from Georgia State present at the
meeting.
10. Show Cause Hearings:The Mayor stated that there were none.

11. Citizen Input:
AV NNW Larisa Edwards of 304 Hickory Springs Dr.thanked Councilwoman Wilkinson
for hosting the Ward 5 meeting. She commented that she had learned that
Smyrna was the only city in the United States partnered with FEMA as a
disaster prepared community. She congratulated Mayor and Council on their
leadership in ensuring the City's safety. She stated that one of the reasons God
had sent her was to make certain every city had a preparedness plan. She
encouraged residents to become involved in the neighborhood watch program.
Ms. Edwards referenced a news story about real estate purchases made by the
city and expressed her dissatisfaction that town halls had not been held. She
displayed visual aids to demonstrate her opinion that the decisions being
made were not right.
