Invocation & Pledge: 2. Agenda Changes: Mayor Bacon noted changes: item 3(A)to be removed and item 6(B)to be tabled to 12/17. 3. Mayor's Report: Congratulated the recipients of the Mayor's Awards. Reminded all to visit the downtown Christmas light display. 4. Land Issues/Zonings/Annexations: 4A. Public Hearing-Approval of Ordinance 2012-24, amending Article VII, """+. Section 714, Light Industrial, City of Smyrna Zoning Ordinance related to pet grooming and boarding services - Tabled from November 19, 2012 and Removed at December 3 Meetings (AB) Mayor Bacon announced this item is removed from the agenda. Public Hearing - Charter Amendment - Ordinance#2012-23 Amending Section 6 (c)- Redistricting Plan of the Seven Wards of the City of Smyrna To amend districts to align with 2012 census.The Mayor stated that the maps were displayed and called for public comment.There was none.Councilman Fennel noted that over 5000 citizens were being redistricted out of Ward 7.He _ ..rt to c t,.onet!tt .t! The.Mayor diiiriiii3.i i�i£3 continued�::j�r...,�..,..,,.,.,,.,,,, _ _ __ confirmed that the redistricting map was available on the website.Councilman Lnenicka thanked those involved in the process.Councilwoman Blustein noted that Ward 2 would be home to both Davenport and Rose Garden.She commended the contributions of Linda Evers.Councilwoman Anulewicz commented on the smooth redistriciting and changes to Ward 3.Councilman Welch remarked on the ease of the process and assured residents that he was available to them.Councilwoman Wilkinson noted that Ward 5 remained largely unaltered and Mayor Bacon stated that this was the first of two formal hearings. A motion was made by Councilmember Lnenicka,seconded by Councilmember Welch,that this Authorization be approved.The motion carried by the following vote: Aye: 6- Councilmember Blustein, CouncilmemberAnulewicz, Councilmember Welch, Councilmember Wilkinson, Councilmember Lnenicka and Councilmember Fennel vow 6B. Approval of 2012-22 repealing entire Section 46-1 and replacing with new Section 46-1-Noise Regulation, City of Smyrna Code of Ordinances Tabled from November 5, and December 3, 2012 Meetings(RF) Sponsors: Fennel A motion was made by Councilmember Fennel,seconded by Councilmember Lnenicka,that this Ordinance be tabled.The motion carried by the following vote: Aye: 6- Councilmember Blustein, CouncilmemberAnulewicz, Councilmember Welch, Councilmember Wilkinson, Councilmember Lnenicka and Councilmember Fennel 7. Approval of the Consent Agenda A motion was made by Councilmember Fennel,seconded by Councilmember Welch,to approve the Consent Agenda.The motion carried by the following vote: Aye: 5- Mayor Bacon, Councilmember Blustein, Councilmember Anulewicz, Councilmember Welch and Councilmember Fennel Nay: 2- Councilmember Wilkinson and Councilmember Lnenicka 9. Committee Reports: Councilman Fennel provided an update on the search for a new Police Chief and an upcoming press conference for TEAM Georgia.Councilman Lnenicka recognized those that assisted in the Holiday Home Tour fundraiser for Emory Adventist Hospital and thanked the 116th Army band for their holiday concert performance.Councilwoman Wilkinson announced Christmas at Brawner Hall .. event on December 5th.Councilman Welch yielded with no report. Councilwoman Amulewicz had no report and congratulated the recipients of the Mayor's Awards.Councilwoman Blustein yielded with no report. 10. Show Cause Hearings: 11. Citizen Input: Mary Kirkendoll of 1078 OakView addressed the Council regarding her concerns about recent road improvements and development projects.She commented on the open house and town hall meetings,calling for greater transparency and additional project details. Mike Novrian of 2866 Green Cove Way announced that a group of students from China would be visiting the City the following week. 12.
