January 3, 2012
All council members were present except Councilman McNabb. Also present were incoming councilmembers
Andrea Blustein, Charles Welch, Susan Wilkinson and Ron Fennel, City Administrator Eric Taylor, Assistant
City Administrator Tammi Saddler, City Attorney Scott Cochran, City Clerk Susan Hiott, Community Relations
Director Jennifer Bennett, Management Fellow Kevin Klosterboer and representatives of the press.
The regular scheduled meeting of Mayor and Council was held at Smyrna City Hall. The meeting was called to
order by presiding officer Mayor Max Bacon at 7:29 o'clock p.m.
Mayor Bacon called on Pastor Keith Beckwith with International Gospel Outreach, who conducted the
invocation and led all present in the pledge to the flag.
AGENDA CHANGES:
The Mayor stated that there were none.
MAYOR'S REPORT:
(A) Old Business - Approval of December 19, 2011 minutes
Mayor Bacon stated that this was the last action to be taken by the current Council.
MOTION: Councilman Wood moved to approve December 19, 2011 minutes. Motion was seconded and
passed 6-0 with Councilman McNabb absent.
The Mayor expressed his gratitude to outgoing councilmembers Smith, Wood, McNabb and Newcomb,
thanking them for their contributions and their dedication to the community. He acknowledged Councilman
Newcomb, who stated that it had been an honor to serve for twenty years and shared that his commitment
had always been to the constituents. The Councilman lamented the lack of time to continue serving as
representative of Ward 2 and wished well Andrea Blustein as she assumed the post. He extended his
assistance and availability as needed. Councilman Smith shared his appreciation for the opportunity to
serve and wished Susan Wilkinson well. The Councilman reminded incoming members of the importance
of serving the City. Councilman Wood expressed his gratitude to the citizens of Ward 7, thanking them for
their support and commenting on the number of advancements in the City. He made known his pleasure at
working with this Mayor and Council and stated that despite differences they had been successful in
achieving consensus the majority of the time in order to accomplish what was in the best interest of the
City. Councilman Wood wished his best to the new Council and Mayor, expressing his optimism for the
future of the Smyrna.
(B) Introduction of Smyrna City Council 2012-2016 Term
The Maycr asked that the outgoing councilmembers exit at that time and they received a standing ovation
o.* from those present. He asked the new councilmembers to come forward and be introduced. He stated that
he was encouraged and excited about the new Council and acknowledged Superior Court Judge Adele
Grubbs to come forward and administer the oaths.

(C) Swearing in Ceremony for the Mayor and City Council - Superior Court Judge Adele Grubbs

Mayor Bacon asked his family and friends to join him for his swearing in ceremony and introduced each,
following which Judge Grubbs administered the oath.
Councilwoman Pritchett introduced her family and friends present and took the oath of office as
Councilwoman for Ward 2.
Andrea Blustein shared with all present that she had no family in Atlanta and introduced her friends that
were in attendance. Judge Grubbs conducted the swearing-in ceremony and Councilwoman Blustein
assumed her post.
Councilwoman Anulewicz recognized her husband and children, commenting that she was pregnant at the
time she was last sworn in and asking them to join her in holding the Bible for the ceremony, after which
Councilwoman Anulewicz was sworn in by Judge Grubbs.
Charles Welch called his family to join him and was sworn into office as Councilman of Ward 4 by Judge
Grubbs.
Susan Wilkinson was joined by her family and friends as she took the oath of office as Councilwoman for
Ward 5.
Councilman Lnenicka was joined by his wife Robin for his swearing in as Councilman of Ward 6.

Ron Fennel called on his family to stand with him while he was sworn in by Judge Grubbs as Councilman
of Ward 7.
(D) Appointment and swearing in of City Attorney
MOTION: Councilman Fennel made a motion to approve the appointment and swearing in of City
Attorney Scott Cochran. Motion was seconded by Councilwoman Anulewicz and approved 7-0.
(E) Appointment and swearing in of City Administrator
MOTION: Councilman Fennel made a motion to approve the appointment and swearing in of City
Administrator Eric Taylor. Motion was seconded by Councilwoman Anulewicz and approved 7-0.
(F) Appointment and swearing in of City Clerk
MOTION: Councilwoman Pritchett made a motion to approve the appointment and swearing in of City
Clerk Susan Hiott. Motion was seconded by Councilwoman Anulewicz and approved 7-0.
(G) Appointment and swearing in of Judge for Traffic Court
MOTION: Councilwoman Pritchett made a motion to approve the appointment and swearing in of Judge
Alton Curtis for Traffic Court. Motion was seconded by Councilwoman Anulewicz and approved 7-0.
(H) Appointment and swearing in of Judge for Environmental Court

MOTION: Councilwoman Pritchett made a motion to approve the appointment and swearing in of Judge
Joel Pugh for Environmental Court. Motion was seconded by Councilman Welch and approved 7-0.
(I) Appointment and swearing in of Solicitor for Traffic Court
MOTION: Councilwoman Pritchett made a motion to approve the appointment and swearing in of William
Morse for Solicitor for Traffic Court. Motion was seconded by Councilwoman Anulewicz and approved 7-
0.
(J) Appointment and swearing in of Solicitor for Environmental Court
MOTION: Councilwoman Pritchett made a motion to approve the appointment and swearing in of Timothy
Williams for Solicitor for Environmental Court. Motion was seconded by Councilman Fennel and approved
7-0.
Mayor Bacon asked Scott Cochran to approach and be sworn in as the City Attorney. Judge Grubbs
commented that she had known Attorney Cochran since he was in elementary school. Mr. Cochran
introduced his wife and remarked that he was looking forward to working with the new Council as he had
enjoyed serving with the last.
City Administrator Eric Taylor was joined by his wife and family and the exchange student currently
residing with him. Judge Grubbs administered the oath to Mr. Taylor to commence another term.
City Clerl. Susan Hiott introduced her friends present and was sworn in by Judge Grubbs.
Judge Alton Curtis shared with all the family members in attendance and was sworn in as Municipal Court
Judge for the City of Smyrna.
Judge Grubbs administered the oath to Judge Joel Pugh of the Smyrna Environmental Court for the ensuing
term.
Bill Morse expressed his pleasure at serving the City and took the oath as Solicitor for the City of Smyrna.
Timothy Williams introduced his family and took the oath of office as Solicitor for the Environmental
Court of the City of Smyrna.
LAND ISSUES/ZONINGS/ANNEXATIONS:
The Mayor stated that there were none.

(A)Appointment of Mayor Pro Tern
Mayor Bacon recommended the appointment of Councilwoman Melleny Pritchett as Mayor Pro Tern.

MOTION: Councilwoman Blustein moved to approve the appointment of Councilwoman Pritchett to
Mayor Pro Tem. Motion was seconded by Councilwoman Anulewicz and passed 7-0.

MOTION: Councilwoman Blustein moved to reappoint Melanie Hansel to a 2 year term to expire on
12/31/2013. Motion was seconded by Councilwoman Pritchett and approved 7-0.
Councilwoman Pritchett departed the meeting.
(E) Reappointment of Ward 2 Representative to Parks & Recreation(AB)
MOTION: Councilwoman Blustein moved to appoint Susan Reid Wattecamps to a 2 year term to expire on
12/31/2013. Motion was seconded by Councilwoman Anulewicz and approved 6-0.
(F) Appointment of Ward 4 Representative to Keep Smyrna Beautiful (CW)
MOTION: C ouncilman Welch moved to appoint Alex Bretch to a 2 year term to expire on 12/31/2013.
Motion was seconded by Councilwoman Anulewicz and approved 6-0.
(G) Reappointment of Ward 4 Representative to Parks & Recreation (CW)
MOTION: Councilman Welch moved to appoint Paula Weeks to a 2 year term to expire on 12/31/2013.

CONSENT AGENDA:
Mayor Bacon acknowledged Mr. Taylor, who read the consent agenda.
(A) Approval of Professional Services Agreement between Croy Engineering, LLC and The City of
Smyrna for Smyrna 2011 SPLOST Program Management and Mayor to sign and execute document
(B) Approval to accept and continue enactment of all current contracts for enforcement by the 2012-2016
elected and appointed officials
MOTION: Councilman Welch moved to approve the Consent Agenda as presented. Motion was seconded
by Councilwoman Anulewicz and approved 6-0.
Councilwoman Pritchett returned to the meeting.
COMMITTEE REPORTS:
Councilman Fennel announced that there were no committee reports.

Councilwoman Wilkinson made known that she was looking forward to chairing the Parks and Recreation,
Library, Cemetery, Community Culture and Veterans Memorial committee.
Councilman Welch yielded with no report and stated that he appreciated the appointment as Chairman of
the Public Works Committee.
Councilwoman Anulewicz shared that she was honored to have been sworn in for another term and
expressed her pleasure at having her family present. She stated that she was looking forward to working
with the new Council, Mayor, appointed employees and staff, whom she lauded as great assets to the City.
The Councilwoman encouraged all to take their Christmas trees to "Bring one for the chipper" and
provided details of that event. The Councilwoman made known that there were no committee reports.
Councilwoman Blustein announced that there were no reports and commented on her appointment as
Chairman of the Planning and Zoning Committee, citing her experience as an active member of that
organization. She expressed her gratitude to the residents of Ward 2 and remarked on her commitment to be
accessible to her constituency.
Councilwoman Pritchett shared that she would miss the departing Council Members, whom she considered
friends. Councilwoman Pritchett made known the upcoming retreat in which Council would be
participating and shared that she was honored to be elected Mayor Pro Tern. She vowed to keep all
nem informed on what was occurring and thanked all for their support.
Eric Taylor expressed his gratitude for his appointment and that he looked forward to the next four years.
Scott Cochran echoed Mr. Taylor's sentiments and shared that there were many things happening in the
City in which he was proud to be a part.

Mayor Bacon recognized Wayne Wright, former City Administrator, who was in attendance.
SHOW CAUSE HEARINGS:
Mayor Bacon stated that there were none.
CITIZEN INPUT:
Alex Backry of 3459 Shawnee Trail welcomed the new Council Members and commented on low voter turnout.
Mr. Backry recommended that town hall meetings be held and made the suggestion that citizens be informed
using flyers in the water bill. Mr. Backry requested that the citizen's comment portion of the meeting be moved
to the beginning.
Donna Short Woodham, residing at 2616 Hughes St., requested that the new Council be mindful of the impact
of development on the environment and guard against wasteful spending. She opined that the lighting in parks
and around government buildings was excessive and asked that the issue of light pollution be addressed,
particularly as it related to the number of floodlights operating. Ms. Woodham reminded Council of the
importance of listening to citizens.
Mary Kirkendoll of 1078 Oakview stated that at the last meeting there was an uproar over the money Smyrna
was asked to contribute to the installation of a traffic signal on the East West connector. She opined that of
greater concern were the funds spent to buy Hickory Lakes and Smyrna Commons, properties whose
development should have been left to private companies or school districts, not taxpayers. She shared Ms
Woodham's concern for the City's light bills and that thousands of dollars could be saved by turning off the
lights at parks and government buildings at night. Ms. Kirkendoll referenced the City's check registry and
addressed the level of involvement by Croy Engineering in SPLOST projects. She remarked that Concord Rd
and Atlanta Rd. did not need widening or medians, expressing her desire instead for tree-lined streetscapes,
crosswalks, turn lanes and bike routes. Ms. Kirkendoll commented on the number of foreclosed homes, run-
down neighborhoods and parks that did not exist in other Atlanta metro cities. She mentioned that Tolleson Park
was outdated and that Smyrna Heights was underappreciated. She commented that the new Kroger would leave
a vacant shopping center on the opposing corner and that a new Publix was not needed in Downtown Smyrna.
The Mayor thanked the citizen's of Smyrna for the 76% vote that returned him as Mayor. He praised the actions
of the former Council to advance the condition of the City and that he was committed to making Smyrna even
better. He commented on the number of vacant businesses in other cities and wished all a Happy New Year.
There was discussion with a citizen that had not signed up for public comment as well as Ms. Kirkendoll, who
was commenting from the audience.

THAT SECTIONS REQUIRING ELECTRONIC RECORDS, OF ARTICLE III, CHAPTER 22,
PAWNBROKERS BE AMENDED AS FOLLOWS:
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF SMYRNA, GEORGIA:
That Sections mandating use of electronic records within Article III, Chapter 22 of Pawnbrokers of
the Code of Ordinances of the City of Smyrna, Georgia, be suspended until February 20, 2012.
All ordinances, parts of ordinances, or regulations in conflict herewith are repealed as of the effective date
of this ordinance.
Severability: Should any section of this Ordinance be declared invalid or unconstitutional by any court of
competent jurisdiction, such declaration shall not affect the validity of the Ordinance as a whole or any part
thereof which is not specifically declared to be invalid or unconstitutional.
